Consultant Strategy & Transformation (Amsterdam)

We are looking for an experienced, hands-on, people-oriented consultant to support the Transformation agenda for COOF, with a focus on Change & Portfolio management and Finance location strategy. This role involves leading cross-border initiatives and collaborating with key stakeholders within COO Finance and the CFO organization across head office and countries.

You will join the COMET Strategy & Transformation portfolio, which steers and drives the COOF strategy and change agenda in line with the reference model.  You will be located in the Netherlands and work with your teams in Manila and Amsterdam.

The Team:

COO Finance (COOF) is an independent unit reporting to ING’s COO, with a permanent seat in the Management team of CFO. It is accountable for executing the CFO and COO strategy to evolve towards one global digital bank. The COOF mission is to enable excellence in Finance with real time business insights, derived from state of the art technologies, optimal use of data and highly effective operations.

The newly established integrated CoE Operational Effectiveness & Control (COMET) will support COOF in driving and realizing its strategic ambitions and operating model effectiveness, enabling services that are simple, scalable, digital (and AI enabled), controlled & compliant, and consistent in performance.

The CoE collaborates with internal and external communities to inject new skills and thought leadership, supporting Finance and COOF’s transformation and digitalization ambition.

Your Role & Key Responsibilities

In your role as consultant in the COMET Strategy & Transformation portfolio the focus is on driving the Finance location strategy an workforce composition as per Finance strategy. This means ensuring vision and designs are in place, translated into execution plans and manage the transitions end to end. As part of this the following responsibilities are in scope.

Strategic Portfolio steering — Finance Location Strategy & Workforce Composition

• Steer and drive the Finance Location Strategy agenda with a clear portfolio lens, including change portfolio management.

• Position and manage Location Strategy as an integral part of the broader Workforce Composition strategy, recognizing that workforce choices determine where activities are located, how they are organized, and how teams collaborate globally.

• Maintain a coherent storyline linking Location Strategy / Workforce Composition direction to Finance-wide priorities and leadership decision-making.

2) Project management

• Shape and maintain integrated roadmaps on the back of strategic direction and ensure scope & deliverables are clear

• Maintain dashboards and take the lead in alignment meetings regarding initiation and execution of the roadmap

• Support decision making and priority setting by contributing to proposals and business cases, aligned to portfolio dependencies.

 3) Data Driven Steering

• Provide senior management with decision-ready input by consolidating portfolio insights and clarifying trade-offs across initiatives connected to Workforce Composition and Location Strategy and Portfolio Management

• Improve management steerability by strengthening portfolio-level information quality (consistent roadmaps, clear milestones, and interdependencies).

4) Operating model effectiveness

• Contribute to COOF’s ambition to deliver services that are standardized, digital (AI-enabled where relevant), controlled & compliant, and consistently performing.

• Elevate standardization and shared practices by providing central steering, hands-on support, guidance/advice, and constructive challenge where needed.

• Support operating model improvements within the Strategy & Transformation scope (e.g., operating model improvements and capability blueprints).

How to Succeed:

• Demonstrated 2+ years experience steering a strategy/change agenda through portfolio governance, roadmaps and decision support.

• Ability to translate strategic themes into a structured portfolio view (priorities, deliverables, roadmaps, governance rhythm, management-ready materials).

• Experience in portfolio management and linking initiatives to capability roadmaps and business cases.

• Experience preparing and supporting TIPM governance deliverables (e.g., business case/proposal inputs, RCSA and mitigation artefacts) and ensuring readiness for approval and control checkpoints.

• Strong stakeholder management across functions and locations, with exposure to senior stakeholders; able to align, challenge constructively, and drive outcomes.

• Excellent PowerPoint and Excel skills; effective stakeholder communication and senior management-ready presentation skills; fluent English.
