Incumbent is responsible for directing, managing, and overseeing the activities and operations relating to the Fire-EMS Department.

REPORTING STRUCTURE:
Receives administrative direction from the City Manager.

 1.Exercises strategic direction and management authority over the Fire-EMS Department. Selects and develops Fire-EMS Department personnel; ensures training and development is provided to staff; provides consistent accountability with disciplinary actions (as warranted).

2.Directs the development and implementation of Fire-EMS Department goals, objectives, policies, and priorities for each assigned service area; establishes, within City policy, appropriate service and staffing levels and allocates resources accordingly.

3.Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes.

4.Engages in communication with citizenry and represents the Fire-EMS Department to other City departments, elected officials, outside agencies, the public, community groups, and professional organizations; explains Fire-EMS Department programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues.

5.Plans, directs, and coordinates, through the ranks, the Department's work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.

6.Performs as the City Emergency Manager and coordinates emergency preparedness activities with the Natrona County Emergency Manager.
7.Serves as a representative of management during Casper Fire Fighters Local 904’s union negotiations.

8.Directs and participates in the development and administration of Fire-EMS Department budgets; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approve expenditures; directs the preparation of and implement budgetary adjustments, as necessary.

9.Provides direction on the coordination of Fire-EMS Department activities with other departments, outside agencies, and organizations; provides staff assistance to the City Manager and City Council; prepares and presents staff reports and other necessary correspondence.

10.Participates on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the fields of municipal fire prevention, suppression, community risk reduction, and emergency medical services.

11.Prepares a variety of technical and Departmental activities reports and records; conducts public relations and State and local lobbying; drafts legislation.

12.Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

13.Performs other duties of a similar nature or level.

•Prepare and present accurate and reliable reports which contain findings, set direction, and offer recommendations to achieve desired goals, and end results.
•Interpret, apply, and follow Federal and State laws, and City government codes, rules, and regulations relating to the various aspects of fire-EMS administration.
•Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
•Operate voice radio equipment.
•Maintain confidentiality.
•Prepare and administer large and complex budgets.
•Plan, organize, mentor, direct, and coordinate the work of management, supervisory, professional, and technical personnel; delegate authority and responsibility. 
•Develop, implement, and administer goals, objectives, and procedures for providing effective and efficient Fire-EMS services.
•Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
•Assess organizational culture to facilitate implementation of change.
•Operate modern office equipment, software, and operating systems/applications.
•Maintain a neat and professional appearance. 
•Follow written and verbal instructions and direction.
•Establish and maintain effective working relationships with those contacted in the course of work.

EDUCATION AND EXPERIENCE

•High school diploma or equivalent (G.E.D.) required.
•Five years of increasingly responsible experience in an organized Fire-EMS department.
•Minimum of three (3) years of administrative and supervisory responsibility. 
•Bachelor’s Degree in fire science, public administration or a closely related field or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job listed below. 
•Master’s Degree is preferred.
•Completion of the National Fire Academy Executive Fire Officer (EFO) Program is highly desirable. 


LICENSING AND CERTIFICATIONS

•   Possession of a valid Wyoming driver’s license is preferred.

Physical and Environmental Conditions:  
City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include: 
•Emergency response/rescue
•Handling or working with hazardous materials, including chemicals as well as solid and liquid waste
•Operating or maintaining water and wastewater systems
•Writing or modifying code, maintaining, or modifying City data systems including work on networks, servers, and communication systems
• CDL operations and driving
• Operating power-driven machinery or equipment
• Creating or modifying health, financial, security and or risk documents or assessments
• Working with or directing minors 

Positions in this class typically require: 
Work is performed in a standard office with frequent travel to various locations to perform Department activities in responding to emergency scenes, disasters, or critical incidents; occasionally works near moving mechanical parts; exposed to outside weather conditions and wet and/or humid conditions; works in high, precarious places; exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shock, risk of radiation, and vibration; noise levels in the work environment is usually moderate; however, the noise level is occasionally very loud due to sirens, etc.; wear protective apparel including goggles, hearing protectors, face protector, aprons, safety shoes, and self-contained breathing apparatus;  may be required to work extended hours including evenings and weekends and may be required to travel outside City boundaries for work purposes. 

Physical Conditions: Primary functions require sufficient physical ability to work in an office setting; walk, stand, or sit for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; perform arduous and prolonged tasks under adverse and dynamic conditions; occasionally lift and/or move heavy weights; operate office equipment including use of computer keyboard; requires a sense of touch, finger dexterity, and gripping with hands and fingers; ability to speak and hear; ability to operate a vehicle to travel to various locations; ability to operate and use specialized vehicles and equipment. 

Working Conditions: Must be willing and have the ability to work such hours as are necessary to accomplish the job requirements, remain awake for long periods of time (including 24 hour periods) under strenuous situations, witnessing or experiencing critical/trauma events, remain on-call 24 hours a day, attend meetings, seminars and conferences during or after work hours, travel for several days at a time, work under adverse conditions such as those inherent in emergency firefighting situations, and wear approved uniform.
