Description

The Assistant Fire Chief is a multifaceted position who reports to and executes his/her duties under the direction of the Fire Chief. The Assistant Chief is responsible for the safe and efficient operations of the Fire Department and may be required to establish and/or perform in all functions of the Incident Command System (ICS). This position is responsible for the oversight of emergency and non-emergency operational and management functions of the Department including budget, purchasing, grant management, and policy development.

With safety and health being at the forefront, the Assistant Fire Chief is responsible for the day-to-day direction of Fire Operations. The Assistant Fire Chiefs within the organization serve as an advisor to the Fire Chief and assumes full command of the Department in the absence of the Fire Chief, while functioning in the parameters of all Federal, State, Local and department rules and regulations.

1. Keeping the Fire Chief fully informed of all essential actions and events.

2. Exercise good judgement and function in good faith.

3. Confer with the Fire Chief in the development and administration of policies and procedures, rules and regulations.

4. Analyze situations, formulate and evaluate possible solutions, and make recommendations on or implement an effective course of action.

5. Accurately interpret and explain Department policies, regulations, and relevant laws.

6. Communicate effectively in writing and verbally.

7. Develop effective working relationships with those contacted in the course of work. - Establish and maintain effective public relations.

8. Develop and implement complex and/ or highly visible programs, reports, and special projects.

9. Development and implementation of goals, objectives, policies, and priorities for the Department.

10. Make recommendations to the Fire Chief regarding personnel, allocation of Department resources, equipment, and funding.

11. Make recommendations and/ or take action on personnel matters including discipline.

12. May act as a liaison.

13. Review and actively participate in the preparation of the Department’s budget.

14. Assists in training and in the development of programs.

15. Plans for department short- and long-term needs; effectively communicates information to subordinates; researches and prepares special reports and studies; monitors departmental records and reports.

KSA’s Extensive Knowledge of:

· Comprehensive knowledge of practices, regulations, methods and equipment used in command, fire suppression and EMS according to NFPA, local, state and federal regulations is required for Assistant Chiefs assigned.

· Principles and practices of budget preparation and administration.

· Executive management skills.

· Advance level of fire suppression, emergency and non-emergency medical care, emergency scene operations, community risk management, finance, and/or other specific assigned division related knowledge.

· Federal, state and local laws, rules and regulations as they pertain to divisional activities.

· Tactics for deployment of personnel and equipment in fire and emergency situations.

· Fire pumps, hydraulics, building construction, fixed fire protection systems and firefighting principles.

· Modern emergency services management for complex principles and practices of fire suppression and fire prevention.

· Operation, maintenance, and use of firefighting, rescue and EMS equipment.

· Fire prevention policies, rules, regulations, Fire SOP’s and Medical SOP’s

· Local geography including location of mains, hydrants, and major fire hazards.

· Have knowledge of County resources, such as equipment, staffing, water supply, communications, and mutual aid agreements.

· Principles of supervision, training and performance evaluation.

Ability to:

· Maintain a high level of professionalism and lead by example.

· Establish and maintain effective working relationships with those contacted in the course of work including a variety of other government officials, community groups, and the general public.

· Maintain mental capacity, which allows the capability of making sound decisions and demonstrating intellectual capabilities.

· Maintain physical condition appropriate to the performance of assigned duties and responsibilities.

· Coordinate and oversee the work of lower ranked members.

· Interpret and explain department policies and procedures.

· Train and evaluate staff.

· Prepare clear and concise reports.

· Communicate clearly and concisely, both orally and in writing.

· Working knowledge of software programs, such as PowerPoint and Word.

Carry out other duties as assigned.

Experience

· Minium of eight years (8) of increasingly responsible fire suppression experience including three (3) years serving as a rank of Captain and above.

Licenses and Certifications Requirements

Individuals out of State of Texas may have the equivalent or be able to ascertain within 1 year.

· Associate's degree or higher preferred

· Valid Texas Driver's License Class B Exempt

· Texas DSHS EMT-B, EMT-A, or Paramedic certification

· Texas DSHS Instructor preferred

· National Incident Management Systems ICS 100, 200, 300, 400, 700, 800 certifications

· TCFP Advanced Firefighter, Instructor II, ISO-preferred.

· Obtain Fire Officer III and IV within 2 years.

· Chief Officer certification (ex FSCEO, EFO) preferred.

Salary and Compensation:

Salary: $130,000-$140,000 DOQ
