The Opportunity:

CACI is seeking a strategic Lead Engineer - Platform to support the Department of Homeland Security (DHS) Office of the Inspector General (OIG). This role offers a unique opportunity to provide technical leadership and architectural direction for an enterprise AI and data analytics platform that transforms how federal oversight professionals conduct investigative, audit, and inspection operations.

As the Lead Engineer - Platform, you will architect and lead the technical implementation of AI platform capabilities, enterprise data infrastructure, and cloud solutions that enable mission-critical oversight functions. You will design OIGChat integration with Azure OpenAI services, establish secure connection patterns between Azure Government and Azure Commercial environments, and oversee the technical integration of analytics, AI/ML services, and dashboarding tools. Leading platform-level technical decisions, you will coordinate across development teams, security specialists, and government stakeholders to deliver scalable, secure, and compliant solutions. Working within complex federal cloud environments, you will shape the technical vision and execution strategy for a transformational program of national importance. Responsibilities: 

Lead architecture, engineering, and implementation of DHS OIG AI platform capabilities including OIG Chat, Azure OpenAI integration, Azure AI Foundry services, and mission-specific AI applications across Azure Government and Azure Commercial/GCC environments

Design and oversee secure connection patterns and integration architectures between applications hosted in Azure Government and AI model services hosted in Azure Commercial/GCC, ensuring compliance with authorization, security, privacy, and ATO requirements

Provide technical leadership for platform architecture design and implementation planning including enterprise data platform, analytics integration, dashboarding services, and AI/ML infrastructure to support investigative and oversight missions

Lead technical options analysis, feasibility assessments, and level-of-effort estimates for platform enhancements, new capabilities, and architectural decisions to inform Government prioritization and investment decisions

Coordinate platform-level technical decisions and integration points across AI applications, data pipelines, security controls, monitoring infrastructure, and cloud services to ensure cohesive, scalable architecture

Design and configure cloud infrastructure for AI applications, pilot implementations, and enterprise capabilities including compute, storage, networking, identity management, API management, and service integration patterns

Support configuration of access controls, role-based permissions, identity integration (Entra ID/Azure AD), conditional access policies, and platform-level security measures consistent with least-privilege and defense-in-depth principles

Support FedRAMP baseline inheritance, ATO documentation, security control implementation, and compliance validation for platform services to accelerate authorization timelines and reduce assessment burden

Oversee development and maintenance of comprehensive technical documentation including architecture diagrams, integration specifications, design decisions, API documentation, security architectures, and platform capabilities inventories

Coordinate with Government stakeholders, cybersecurity teams, M365/Azure administrators, and cross-functional development teams to align technical solutions with enterprise architecture standards, security policies, and Agile delivery processes

Qualifications:

Required – 

Bachelor's degree + 15 years of experience in cloud architecture, platform engineering, software engineering, or related field equivalencies considered (Master's + 12 years; 21 years with no degree; AA + 17 years)

  

Proven technical leadership experience architecting and delivering enterprise-scale cloud platforms, AI/ML infrastructure, or data analytics solutions with demonstrated ability to lead engineering teams and coordinate cross-functional efforts

 

Deep expertise in Microsoft Azure services including compute (App Services, Functions, AKS), storage (Blob, Data Lake), networking (VNets, private endpoints), identity (Entra ID), AI services (Azure OpenAI, AI Foundry), and platform integration patterns

 

Extensive experience designing secure architectures for federal cloud environments including Azure Government and Azure Commercial with understanding of boundary controls, cross-tenant connectivity, and data residency requirements

 

Strong background in platform security, identity and access management, API design, microservices architectures, and integration patterns with ability to balance innovation with security and compliance requirements

 

Desired –

 

Experience architecting AI/ML platforms, LLM-based applications, or RAG (Retrieval-Augmented Generation) architectures with integration between AI services and enterprise data platforms

 

Hands-on experience with FedRAMP authorization processes, ATO support, NIST 800-53 control implementation, and compliance in federal environments with understanding of inherited controls and continuous monitoring

 

Background in federal government, law enforcement, or national security environments with understanding of mission-driven architectures, sensitive data handling, and coordination with government enterprise IT teams

The proposed salary range for this position is:

$114,600-$252,100
