Job Description:

Job Purpose:

This position is responsible for providing overall leadership and management of the RISE Consortium-funded project, “Rapid Interventions Through Shared Engagement (RISE),” funded by the U.S. Department of State, Bureau of Disaster and Humanitarian Response (DHR). The role will ensure the timely and quality implementation, coordination, monitoring, reporting, compliance, stakeholder engagement, and achievement of project objectives aimed at strengthening preparedness and disaster risk reduction in 16 unions across Gaibandha and Jamalpur districts, as well as Rohingya Camps 9, 10, and 19 and host community areas in Cox’s Bazar. The project will be implemented over a period of 12 months.

The Project Manager is responsible and accountable for managing the implementation of the project in coordination and collaboration with local partners, actors and government at sub-national and national level. S/he will be responsible for managing the dynamic teams to go forward through the successful delivery of plan to achieve the goal and outcomes of the project. S/he is responsible to present the project to government and relevant parties being the team leader for the project, and report to organization & donors as required. In detail, this position will ensure the overall monitoring, managing partner, development/revising of the detailed implementation plan, budget preparation/ revision, government liaison, coordination and advocacy with all relevant key stakeholders such as local government, DCs, UNOs and DRR implementing actors facilitating overall guidance and oversight. He will manage partners and ensure the timely implementation of project interventions with quality assurance.

The Project Manager will be responsible for ensuring that the activity follows all MEAL/ PQA, SCM, and financial guidelines, donor compliance and document/ prepare/ submit all project reports to World Vision National office, support office and donor.

Key Objectives:

  • Effective partner management, build strategic partnership, alliances & external engagement.
  • Document project reports.
  • Ensure MEAL guidelines are adhered to all.
  • Ensuring effective donor and grants compliances.

Key Responsibilities:

Project planning and Implementation and reporting

  • Collaborate with both internal and external partners and stakeholders to ensure that risk reduction and preparedness structures are functional at the community level.
  • Early warning, Disaster Risk Reduction and management systems are established and functional at the community level.
  • Plan, manage, monitor and oversee the different steps and stages of project execution.
  • Map critical interventions, linkages and coordination of project activities to meet the desired outcomes.
  • Project resources (financial and human resources) are managed wisely for maximum project cost- effectiveness and efficiency.
  • Implementation and/or timely actions are achieved through establishing project management committees and regularly conduct meetings with field teams to plan and adapt accordingly.
  • Prepare project reports (progress, financial, procurement, etc.) for management information, oversight and action in a timely manner.

Project management Accomplished the project activities as per design

  • Develop/ revise work plans, activity targets, budget, standards for measuring progress and results and determine the processes, tools and methodologies to be used to ensure effective and efficient project implementation and operations.
  • Create strategic linkage/bridging with other DRR program with working ADP under WVB, and ensure that the achievement of deliverables is in line with planned target and impacting the objective to reach the goal.
  • Monitor progress and identify risks for timely action and early resolution.
  • Plan and oversee the implementation of mid-term and other required project evaluation to address any design or implementation issues.
  • Authorize and/or approve the appropriate use of human, financial, assets and other organizational resources.
  • Determine technical inputs including staffing needs, approve terms of reference, establish performance objectives and standards and ensure timely and appropriate feedback, guidance and support to ensure optimum performance.
  • Ensure compliance for all actions and activities with organizational rules, regulations, policies, strategies and internal control mechanisms and the achievement of results according to the principles of results-based management (RBM).

Policy advice and strategic technical guidance and leadership

  • Provide authoritative advice and technical guidance on project implementation and delivery. Initiate strategic discussions and contribute to senior level government debate to advocate and promote organizational issues, and agenda.
  • Submit policy proposals, position papers and/or documents for internal and external strategic discussions, consideration, policy formulation and assessment and/or approval.
  • Assess program impact and oversee the appropriateness and accuracy of methods used to verify progress and results. Develop innovative improvements to enhance performance.
  • Advice WVB senior management on the direction, strategies and technical issues of the project.

Effective partner management, building strategic partnerships and alliances & external engagement

  • Directly manage implementing partner staff and collaborate day-to-day for effective implementation. 
  • Maintain dialogue with partners and stakeholders to advocate, promote, and advance organizational issues, priorities, interests and competencies for a successful project and project delivery.
  • Coordinate and collaborate with clients, partners and stakeholders to link and harmonize approaches and to promote common interests and achievement of results.
  • Develop strategy and plan of action for resource mobilization to achieve optimum interests and funding.
  • Monitor partners closely to ensure the quality delivery of both structural and non-structural interventions, timely reporting, and proper documentation.
  • Establish effective coordination mechanism with WVB team, Cox’s Bazar project team and partner.
  • Maintain strong external engagement and collaboration with relevant platforms, networks, government agencies, partners, and other stakeholders at both the national and local levels to ensure effective coordination, visibility, and achievement of project objectives.

Technical implementation and coordination

  • Provide technical guidance in the implementation of DRR activities, Early warning mechanism, anticipatory action, DRR in WASH, climate resilient livelihood, capacity building on DRR & CCA, Flood & Cyclone shelter renovation, Govt. DMC activation, YLDRR functioning, mass awareness, NFI distribution.
  • Monitor the camp work in cox’s bazar of slope stabilisation and bioengineering, Drainage rehabilitation for monsoon runoff, Firebreak establishment and maintenance, Multi-hazard early warning installation, CFW, form CERT and Safety Unit Volunteer and conduct multi-hazard simulation drills.
  • Design and review strategies for community mobilization and update of ownership of DRR activities at the community level.
  • Facilitate and leader stakeholder meetings on the development of the policies and activities to ensure compliance and success of the DRR project.
  • Implement project methods and operational plans in accordance with the agreed DRR strategy. Ensure that all activities are developed in coordination with the relevant stakeholders and local governments.
  • Ensure that environmental and sustainability issues are considered in the program design, in keeping with agency best practices and the guidelines.

Staff Supervision and Development

  • Identify initial staffing needs and manage both the recruitment and onboarding of staff.
  • Provide coaching and mentoring to direct reports and team members on program quality standards, management quality procedures and DRR best practices.
  • Ensure that all staff receives formal performance planning, coaching, and assessment.
  • Supervise staff to ensure the timely, efficient, and impactful.
  • Implementation of the grants, set and follow up on deadlines for key steps.
  • Assist staff to coordinate with external consultants and agencies as needed to complete project preparation.
  • Provide effective leadership, management, and oversight to project team members at the field level, partner personnel, and Cox’s Bazar camp-based teams to ensure quality implementation, coordination and accountability.

Knowledge, Skill & Experience:

Required Education, training, license, registration, and/or Certification:

  • Postgraduate in Disaster Management, Environment Studies, Social Science, Development studies or equivalent degree(s).
  • Minimum 5-7 years of progressively responsible experience in managing and leading multidisciplinary teams across multiple geographic locations and operational areas, with demonstrated experience in project implementation, team supervision, and stakeholder coordination.
  • At least 3-5 years of progressively responsible experience managing institutional donor-funded grants and projects, preferably supported by the EU, DFAT, the U.S. Government, or multilateral agencies, with a strong track record in project implementation, donor compliance, budget management, reporting, and stakeholder engagement.
  • At least 3 years of progressively managing DRR activities in Bangladesh.
  • Having experience on Anticipatory Action will be preferable.
  • Ability to use computers and MS Office packages.

 Required Language(s):

  • Excellent written and verbal communication skills in both English and Bangla.
  • Ability to draft, edit, and produce high-quality reports in both English and Bangla.

Work Environment:

  • Must be willing and able to travel nationally up to 12 weeks per annum.

Preferred Experience, Knowledge and/or other Qualifications :

  • Ability to develop detailed work plans, set priorities, and perform effectively under pressure.
  • Ability to analyze, evaluate, and interpret factual data, and prepare accurate and comprehensive reports and other related documents.
  • Strong knowledge and experience in project management and financial resource management.
  • Good understanding of Government of Bangladesh (GoB) Disaster Risk Reduction (DRR) institutional mandates, policies, and guidelines, particularly those related to the formation of disaster management committees.
  • Proven experience in working with and maintaining effective relationships with senior-level GoB and Ministry of Disaster Management and Relief (MoDMR) officials.
  • Experience managing projects in complex and challenging operational environments.
  • Experience in establishing early warning systems and facilitating Anticipatory Action initiatives.
  • Strong understanding of and commitment to Gender Equality, Disability, and Social Inclusion (GEDSI) principles, with demonstrated ability to integrate these into project design and implementation.
