Job Description:

Are you energized by turning performance data into strategy and measurable impact? Upward Oregon seeks a Data and Program Initiatives Director to define how we measure success, lead crossfunctional projects, and build partnerships that expand our savings programs statewide. You will manage reviews of program performance, guide new initiative implementations, engage vendors and community partners, and represent the division before boards and policymakers. 

 

Job Duties Summary  

  • Develop and maintain network-wide objectives and key results to maximize the effectiveness and efficiency of Upward Oregon’s programs. 

  • Manage quarterly and annual reviews of Upward Oregon’s programs, including evaluations of resource allocation, time management, policies, and priorities; report findings to the Executive Director and Operations Director 

  • Research best practices and recommend changes to policies and priorities to ensure alignment with Upward Oregon’s objectives. 

  • Coordinate partnerships with stakeholder organizations to advance Upward Oregon’s objectives 

  • Assist with management and evaluate service delivery of third-party vendors; make recommendations to the Executive Director and Operations Director. 

  • Lead implementation of new Upward Oregon programs and initiatives, including coordination with third-party vendors, Treasury IT, and possibly partnerships with other organizations and states. 

  • Manage projects to improve Upward Oregon’s operations and the efficacy of outreach and marketing initiatives 

  • Collaborate with the Executive Director and Operations Director to develop biennial budget priorities, create state legislation to enhance programs, and monitor division activities to identify, communicate, and mitigate risks. 

  • Track state and federal legislation that may impact Upward Oregon’s programs. 

  • Function as liaison to national organizations and state and federal stakeholders. 

  • Serve as point of contact for Treasury’s Risk & Resiliency team and Information Technology Division. 

 

Work Schedule 

This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury’s Salem office. This position works once per week every Tuesday in Salem, with occasional additional inperson meetings in either Salem or Tigard for board meetings and other required engagements. 

 

During the initial training period, employees are expected to be in the office more frequently to support onboarding, learning, and collaboration.  

 

Salary Range 

$86,148-$133,200 annually.  

 

This position, and the individual hired into it, will receive a 4% costofliving adjustment on January 1, 2027. 

 

Job Classification 

This position is classified as a Program Analyst 4. This position is management service position. 

 

Required Minimum Qualifications  

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program; OR 

  • Any combination of experience or education equivalent to eight years of experience that typically supports the knowledge and skill requirements listed for the classification.
