Director of Services I - Payroll Manager - Non-Merit

Regular Schedule: 34 hours per week

A Non-Merit vacancy exists in the Office Budget and Finance.  

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

The (Workday) Payroll Manager will be responsible for managing and processing payroll operations across multiple jurisdictions using the Workday system. This role will ensure that payroll processes are compliant with local regulations, timely, and accurate. The ideal candidate will have extensive experience in complex payroll management, strong knowledge of Workday payroll functionality, and excellent leadership and communication skills.

Key Responsibilities:

Payroll Management:

• Oversee the end-to-end payroll process, ensuring accurate and timely payroll processing for all employees.
• Manage payroll operations ensuring compliance with Federal state and local labor, laws and tax regulations.
• Implement and maintain payroll policies, procedures, and controls to ensure accuracy and efficiency.

 Workday Payroll Processing:

• Review and manage the Workday payroll processes, ensuring the processes are up-to-date to ensure accurate and timely payroll processing.
• Coordinate with central and agency HR offices and Finance teams to ensure accurate and timely processing and payroll data.
• Address and resolve payroll discrepancies and issues promptly.

 Compliance and Reporting:

• Ensure compliance with all relevant local, state, and federal regulations related to payroll.
• Prepare and submit or manage the process that all required payroll reports and filings in a timely manner.
• Conduct regular audits/reviews of payroll processes and records to ensure compliance and identify areas for improvement.

 Team Leadership and Development:

• Lead and manage a team of payroll professionals, providing guidance, support, and development opportunities.
• Foster a collaborative and high-performance team environment.
• Conduct regular performance reviews and provide constructive feedback.

 Continuous Improvement:

• Identify opportunities to improve payroll processes and implement best practices.
• Stay current with industry trends and payroll regulations to ensure compliance and efficiency.
• Participate in cross-functional projects and initiatives to enhance overall payroll operations.

Required Qualifications:

• Bachelor's degree preferably in Finance, Accounting, Business Administration, or a related field.
• Proven experience as a Payroll Manager or in a similar role. (6 years minimum AND 2 years as a supervisor of staff)
• Strong understanding of payroll processes, compliance, and regulations.
• Excellent analytical and problem-solving skills.
• Strong communication and interpersonal skills.
• Ability to work independently and manage multiple priorities in a fast-paced environment

Preferred qualification:

• Proficient in Workday payroll functionality. 
• Relevant certifications (e.g., CPP)
