Connects program stakeholders with technical delivery teams by translating operational needs, business requirements, policies, and user feedback into clear, actionable solution requirements. The Business Analyst supports application modernization, digital services, and enterprise technology initiatives by analyzing current processes, identifying improvement opportunities, and helping define future-state workflows and system needs. This role helps maintain alignment between business objectives and technical solutions from initial discovery and analysis through implementation and acceptance.
Works closely with business stakeholders, solution architects, developers, testers, product owners, and project leadership to clarify requirements, evaluate impacts, and maintain a shared understanding of desired outcomes. Applies structured analysis, modeling techniques, and established design methodologies to document business processes, data relationships, system interactions, and functional requirements for complex information systems. Supports effective decision-making, requirements traceability, solution design, and successful adoption by ensuring business needs remain clearly represented throughout the delivery lifecycle.
Key Responsibilities:
- Conduct business and systems analysis to identify operational needs, business requirements, process gaps, constraints, risks, and opportunities for improvement.
- Elicit, analyze, validate, organize, and document business, functional, data, system, operational, and nonfunctional requirements.
- Apply structured analysis and design methodologies to evaluate current-state processes and systems and support development of effective future-state solutions.
- Develop analytical and design artifacts such as process models, entity-relationship diagrams, data models, workflow diagrams, use cases, business rules, and other structured representations.
- Analyze relationships among business processes, information, data, applications, interfaces, and system components within large and complex information environments.
- Apply object-oriented principles and appropriate analysis techniques when evaluating requirements and supporting system and solution design.
- Collaborate with business stakeholders, architects, developers, testers, product owners, and project leadership to clarify requirements, evaluate solution alternatives, manage changes, and resolve questions throughout delivery.
- Support analysis of the logical and physical functional, operational, and technical architecture of large and complex information systems.
Requirements
- Demonstrated professional experience in business analytics and business/systems analysis.
- Experience applying structured analysis and design methodologies to complex business or information-system requirements.
- Experience using analytical and design tools and techniques, such as IDEF methodologies, entity-relationship diagrams, process modeling, data modeling, or comparable approaches.
- Working knowledge of object-oriented principles and their application to systems analysis or solution design.
- Experience analyzing the logical and physical functional, operational, and technical architecture of large and complex information systems.
- Strong analytical, problem-solving, documentation, communication, and stakeholder-collaboration skills.
Preferred:
- Experience supporting application development, modernization, digital services, or business-process improvement initiatives.
- Experience eliciting and documenting business and functional requirements, user stories, acceptance criteria, use cases, business rules, process flows, and requirements traceability.
- Familiarity with Agile delivery, backlog refinement, software development lifecycle activities, user acceptance testing, and change management.
- Experience supporting requirements and analysis activities for Microsoft 365, SharePoint, Power Platform, content-management, or other enterprise technology solutions.
- Experience working with multidisciplinary teams that include business stakeholders, architects, developers, testers, content specialists, and project managers.
- Previous experience supporting technology initiatives within a federal government or similarly complex enterprise environment.
