The Federation is seeking a highly motivated and qualified individual with a variety of skill sets who wants to join a team working to build a new model of 21st century and next generation Federation engagement.


PROGRAM OVERVIEW

The Community Security Program is a regional initiative safeguarding the physical, psychological, and emotional security of Jewish schools, synagogues, and organizations. The program delivers security assessments, threat advisories, emergency preparedness training, law enforcement coordination, and security grant support. Partnering with JCRC, Jewish California, and the ADL, the program advances a unified strategy to build community resilience and counter antisemitism.


ROLE SUMMARY 

Reporting to the Managing Director, the Senior Manager strengthens the safety and resilience of Jewish organizations across Northern California. This role supervises 1–2 team members (Security Lead and Threat Analyst), oversees field operations — including security assessments and grant assistance programs — and serves as a key driver of the program's centralized security resources and preparedness efforts.

This is a hybrid role, typically in-office Tuesday through Thursday, with travel throughout Northern California and as needed after-hours response to incidents during the evenings and weekends as needed.


ESSENTIAL FUNCTIONS

Physical Security, Audits & Training

  • Review emergency operations plans, security protocols, and communication procedures to strengthen readiness
  • Consult on physical security upgrades, systems, and capital projects
  • Design and lead training workshops (CCTV review, radio communications, access control systems)
  • Conduct on-site security assessments across partner organizations as needed, using industry best practices

Incident Response & Threat Mitigation

  • Respond directly to critical incidents within the catchment area (harassment, assault, property crime, threatening communications)
  • Leverage community and law enforcement relationships to resolve threats quickly
  • Lead security planning and coordination for major community events, rallies, and high-profile gatherings

Partner Engagement & Stakeholder Liaison

  • Serve, alongside the Managing Director, as a primary liaison between law enforcement, community security teams, and regional organizations
  • Partner with professional staff, clergy, and lay leadership to identify security needs and share best practices

Program Strategy & Grant Oversight

  • Oversee CSNSGP (state) and FEMA NSGP (federal) security grant application assistance
  • Partner with the Managing Director to shape field operations strategy and drive continuous improvement

Team Supervision & Operations Management

  • Oversee daily field operations, including shift scheduling and deployment of Security Leads for incident response
  • Manage performance evaluations and ensure policy adherence for direct reports
  • Deliver weekly operational briefings to the Managing Director and C-suite

Requirements

QUALIFICATIONS, KNOWLEDGE, SKILLS, ABILITIES  


Team & Operations Leadership: Significant experience leading multi-disciplinary teams and managing concurrent, high-priority initiatives, ideally across multi-campus or multi-facility environments

Security & Risk Assessment: Track record conducting physical security audits, evaluating vulnerabilities, and designing threat mitigation strategies

Emergency Preparedness & Training: Experience designing curriculum and leading hands-on training in active threat response, ICS/NIMS protocols, and first aid/Stop the Bleed

Crisis Management & Availability: Ability to direct incident response during critical events; must be available for after-hours and weekend emergencies

OSINT: Hands-on experience using OSINT tools to collect and translate threat data into actionable intelligence

Technology: Proficient in Microsoft Office; experience with Salesforce, Monday.com, or similar tools; comfort leveraging AI platforms to streamline workflows a plus

Stakeholder Management: Strong written and verbal communication skills, with a demonstrated ability to build alignment across lay leaders, executives, clergy, and external partners

Regional Mobility: Valid driver's license and reliable transportation for regular travel across Northern California


Preferred 

  • Prior law enforcement or military experience, in a supervisory role, with experience training diverse groups
  • Familiarity with dynamics of Jewish communities and institutions is strongly preferred
  • Professional certifications: P.O.S.T, CCTP, CCP, First Aid/CPR/AED, Stop the Bleed      Instructor, or similar
  • LEOSA H.R. 218

EDUCATION AND EXPERIENCE

  • Bachelor’s degree required, master’s degree in a related field preferred
  • 12+ years of experience in law enforcement, emergency services, military or counter-terrorism work
