About the Job:
PURPOSE STATEMENT:The Director, Facilities Support provides enterprise-level leadership, oversight, and technical expertise for facilities management operations across Summit Behavioral Healthcare. The Director supports the development and execution of standardized programs, processes, systems, and performance expectations designed to ensure safe, compliant, reliable, and well-maintained environments across the organization.
Reporting to the Senior Director, Facilities Management, this role partners with facility leadership, Plant Operations leaders, Construction Project Managers, Quality, Regulatory, Operations, Finance, and other Services & Support Center functions to advance regulatory readiness, operational performance, capital and maintenance planning, risk mitigation, and continuous improvement.
The Director serves as a subject matter expert in the Physical Environment, including Environment of Care, Life Safety, Emergency Management, facilities operations, preventative maintenance, infrastructure reliability, and construction-related compliance. The role provides direction, consultation, and oversight across a geographically dispersed portfolio of behavioral healthcare facilities.
Roles and Responsibilities:
ESSENTIAL FUNCTIONS:
REGULATORY COMPLIANCE, LIFE SAFETY AND SURVEY READINESS
- Provides enterprise leadership and subject matter expertise related to Physical Environment regulatory requirements, including Environment of Care, Life Safety, Emergency Management, and applicable federal, state, local, accreditation, and licensing requirements.
- Develops and maintains standardized facilities compliance programs, policies, procedures, tools, and documentation requirements to support ongoing readiness for The Joint Commission, CARF, CMS, state licensing agencies, fire marshals, and other Authorities Having Jurisdiction.
- Establishes and oversees a systematic process for monitoring facility compliance, including site assessments, mock surveys, inspections, corrective action plans, documentation reviews, and follow-up activities.
- Advises facility and corporate leadership regarding regulatory findings, life safety risks, deficiencies, corrective actions, Interim Life Safety Measures, and other mitigation strategies necessary to maintain safe and compliant operations.
- Monitors changes in applicable codes, standards, regulations, and industry practices and translates regulatory requirements into practical operational guidance, training, and standardized expectations across the organization.
SERVICES AND SUPPORT CENTER FACILITIES MANAGEMENT OVERSIGHT
- Provides centralized oversight, direction, consultation, and technical support to facility Plant Operations leaders and other facility leadership to strengthen facilities management performance across the organization.
- Establishes enterprise standards and operating expectations for preventative maintenance, corrective maintenance, building systems, utilities, grounds, environmental conditions, emergency systems, and general facility infrastructure.
- Partners with facility leaders to evaluate operational performance, identify emerging risks or deficiencies, develop corrective strategies, and ensure appropriate escalation of significant facilities issues.
- Serves as a strategic liaison between facility operations and Services & Support Center leadership, helping ensure consistency, accountability, communication, and alignment of facilities priorities across the organization.
- Provides leadership and guidance during significant facility events, infrastructure failures, emergency situations, regulatory concerns, or other matters requiring enterprise Facilities Management support.
CAPITAL PROJECTS, CONSTRUCTION AND VENDOR GOVERNANCE
- Provides oversight and governance for facility construction, renovation, repair, and infrastructure improvement projects, ensuring alignment with organizational standards, regulatory requirements, approved scope, budget, and operational priorities.
- Partners with Construction Project Managers, facility leadership, architects, engineers, contractors, vendors, and other stakeholders to evaluate project plans, schedules, specifications, risks, and operational impact.
- Reviews and supports the development of requests for proposals, bid evaluations, vendor selections, contracts, scopes of work, and capital recommendations related to facilities operations and construction projects.
- Monitors project performance, including budget, schedule, regulatory requirements, safety considerations, operational disruption, and project closeout, and escalates material risks or variances as appropriate.
- Supports capital planning by evaluating infrastructure condition, regulatory exposure, equipment lifecycle, deferred maintenance, operational needs, and other factors to help prioritize facility investments across the portfolio.
FACILITIES SYSTEMS, PERFORMANCE MANAGEMENT AND CONTINUOUS IMPROVEMENT
- Provides enterprise oversight for facilities management systems and technology, including computerized maintenance management systems used to manage work orders, preventative maintenance, inspections, testing, drills, and other Physical Environment activities.
- Establishes performance measures, scorecards, dashboards, and reporting standards to evaluate facility compliance, preventative maintenance completion, work order performance, capital needs, operational risk, and other key facilities indicators.
- Analyzes facilities data, regulatory findings, operational trends, recurring deficiencies, and performance results to identify enterprise risks and opportunities for improvement.
- Develops and implements standardized processes, tools, workflows, and performance improvement initiatives that enhance reliability, consistency, efficiency, documentation quality, and regulatory readiness.
- Provides periodic reporting and recommendations to Facilities Management and organizational leadership regarding facility performance, emerging risks, corrective action progress, and strategic priorities.
STRATEGIC LEADERSHIP, FACILITY PARTNERSHIP AND ORGANIZATIONAL CAPABILITY
- Partners with facility CEOs, Plant Operations leaders, Operations, Quality, Regulatory, Clinical leadership, Finance, Information Technology, and other stakeholders to ensure facilities priorities support patient safety, clinical operations, regulatory compliance, and organizational objectives.
- Provides coaching, consultation, technical guidance, and professional development support to facility Plant Operations leaders and other employees responsible for Physical Environment programs.
- Develops and delivers standardized education, tools, resources, and communications to strengthen organizational knowledge and capability in facilities management, regulatory compliance, life safety, emergency management, and related disciplines.
- Participates in enterprise planning activities and provides recommendations regarding facilities strategy, organizational risk, capital prioritization, infrastructure needs, vendor strategy, and operational improvement opportunities.
- Represents Facilities Management on organizational committees, workgroups, regulatory activities, and strategic initiatives as assigned and serves as a trusted advisor to facility and Services & Support Center leadership.
EDUCATION/EXPERIENCE/SKILL REQUIREMENTS:
- Minimum of five years of progressively responsible experience in healthcare facilities management, engineering, construction, physical environment, or related operations.
- Leadership experience supporting multiple facilities, regions, or a corporate healthcare environment strongly preferred.
- Demonstrated experience with healthcare regulatory compliance, survey readiness, Environment of Care, Life Safety, Emergency Management, and corrective action planning.
- Experience overseeing construction, renovation, capital, infrastructure, maintenance, and vendor-related initiatives within a healthcare environment.
- Experience utilizing facilities management systems, operational data, and performance measures to monitor compliance, identify risk, and improve performance.
- Working knowledge of applicable healthcare accreditation, regulatory, building, fire and life safety, environmental, and emergency management requirements, including The Joint Commission, CARF, CMS, TRICARE, NFPA, OSHA, EPA, ANSI, IBC, IFC, FEMA, NIMS and other federal, state, and local standard preferred.
- Experience with Infection Control Risk Assessment (ICRA) and Interim Life Safety Measures (ILSM) preferred.

EDUCATION/CREDENTIALS
- Bachelor's degree in Engineering, Facilities Management, Construction Management, Business Administration, Healthcare Administration, Architecture, or a related field preferred. An equivalent combination of education and relevant experience may be considered.
LICENSES/DESIGNATIONS/CERTIFICATIONS:
- Certified Healthcare Facility Manager (CHFM), Certified Healthcare Constructor (CHC), Certified Healthcare Emergency Professional (CHEP), or similar healthcare facilities certification preferred.
- Valid driver's license and ability to travel as required.
