As Shamal Holding continues to grow, we’re in search of a Manager – Treasury. Reporting to the Treasurer, you will play a critical role within the Group Treasury function, serving as the key link between Treasury Front Office, Treasury Operations, Finance, Asset Management, and Business Units. The role is responsible for overseeing treasury governance, risk management, liquidity planning, In-House Bank (IHB) activities, and performance oversight while providing tactical support on selected front-office treasury activities. The Treasury Middle Office Manager acts as a custodian of treasury policies, systems and controls, ensuring an effective and compliant treasury operating model that supports the organization's strategic objectives.
Responsibilities
Governance, Performance, Control & Oversight
- Lead and manage the centralized Treasury Middle Office function, ensuring robust governance, control, and oversight across treasury activities.
- Identify risks and recommend optimization strategies to enhance treasury management efficiency.
- Act as the first line of defense within Treasury by independently monitoring treasury risks, exposures, policy compliance, controls and performance.
- Develop, maintain, enhance and monitor compliance with treasury policies, procedures, control frameworks, and reporting standards.
- Establish and monitor treasury KPIs and performance metrics to support continuous improvement and decision-making.
- Provide regular management reporting on treasury activities, risks, liquidity position, funding requirements, and policy compliance.
In-House Bank (IHB) Management
- Support the operation and governance of the Group’s In-House Bank (IHB) and centralized treasury transactions and structures.
- Manage the end-to-end lifecycle of intercompany financing arrangements, including:
- Coordinating with Finance, Tax, Legal, and business stakeholders regarding intercompany funding activities.
- Credit assessment and counterparty risk analysis.
- Structuring and administration of intercompany loans, including documentation and transfer pricing compliance reviews.
- Ongoing monitoring of loan performance and post-debt management.
Front Office Support
- Provide coverage and support for selected Treasury Front Office activities when required.
- Support execution readiness for debt, investment, and risk management transactions.
- Drive treasury-wide cash flow forecasting disciplines and processes across the organization, including partnering with business units and finance teams to improve forecast accuracy and liquidity visibility.
Financial Risk Management
- Support the development, review, and enhancement of the Group's financial risk management framework.
- Analyze and monitor exposure to interest rate, foreign exchange, liquidity, counterparty credit, and refinancing risks.
- Evaluate effectiveness of hedging and risk mitigation strategies and provide recommendations for improvement.
- Develop and review debt financing assumptions within investment business cases and financial models.
Treasury Systems & Process Enhancement
- Act as the functional custodian and subject matter expert for Treasury Management Systems (TMS).
- Lead treasury system enhancements, process automation initiatives, and continuous improvement projects.
- Manage treasury user support, queries, issue resolution, and stakeholder training.
- Ensure integrity and effectiveness of treasury data, reporting, and system controls.
Qualifications
- Minimum of 8 years of relevant experience in a corporate treasury or banking role.
- Bachelor’s degree in a relevant field such as business, economics or finance.
- Experience in the design, implementation, and utilization of Treasury Management Systems (TMS), particularly FIS Integrity and Kyriba, would be a significant advantage.
- Candidates holding a post-graduate degree and/or professional treasury certifications, such as CTP, AMCT, or CertICM, will be given preference.
