We are on the hunt for an experienced Planning Lead to join us at our Clayton office! Reporting to the Network Intelligence & Operations Centre (NIOC) Manager, the Planning Lead oversees safe, compliant and efficient planning activities of VRMC both defect and hazard work activities, so tasks can be carried out “right first time, every time” by the Delivery Team. An established leader who drives for service excellence and continuous improvement, the Planning Lead is a potential successor to the NIOC Manager and will have regular opportunities perform this role in an acting capacity, as part of a structured career development program.

Key Responsibilities:

• Providing leadership, mentoring, and development to all Planning Team members in accordance with individual needs
• Undertaking all planning activities to achieve all daily, weekly and fortnightly works schedules in line with Section 750 PB requirements and approved maintenance programs, using the Work Management Information System (JAMS) and defined processes within the Contract. Their focus will be on Complexity Level 3 work activities.
• Accountable for all planning activities conducted by the Planning Team, including adherence to agreed metrics and compliance to TOM (Transport Operating Model)
• Creating all work packs, incorporating work instructions, HSE risk assessments/SWMS, environmental and quality requirements, traffic management and access requirements, location, scope and other information prior to releasing work for scheduling.
• Developing labour, plant and materials requirements for each job in preparation of work packs and scheduling with the Work Management Information System (WMIS)
• Developing assessment of qualified and equipped internal crews and delivery partners (subcontractors) to undertake work activities
• Identifying jobs requiring additional input or scoping onsite to allow job planning and liaising with Inspectors and Delivery crews to gather missing information
• Understanding contractual, specification, and system processes and procedures to ensure all planned work activities are compliant with applicable laws, regulations, and Service Stream processes
• Engaging and managing approved/preferred local Delivery Partners to deliver Planned Maintenance Works, ensuring appropriate resourcing capacity and capability to deliver to the Program 
• Providing input to development of the Planned Maintenance Program and working closely with the Asset Strategy Team team and Delivery team to planning in line with the PM Program while minimising impacts on road users and communities, and maximising resource utilisation
• Defining, implementing and continually refining processes in line with contractual requirements and data management standards to enable their Team to succeed.

About You:

• At least eight years’ experience in project planning and delivery in a road maintenance or civil works environment, including at least two years’ experience with leading teams
• Experience with onboarding, planning, and coordination of subcontractor activities.
• Managing various internal and external stakeholders with good communication skills.
• Reading and interpretation of specification requirements in general.
• Understanding of Department of Transport and Planning Standard Sections with a particular emphasis on SS 750
• Extensive experience managing internal workforces and delivery partners to deliver services to specification, program and cost
• An inclusive approach to managing and developing your team, underpinned by an ability to make best-for-Contract decisions within your span of control
• Detailed knowledge of civil construction and/or road network management practices, including access, permit and licensing requirements for road maintenance operations
• Exceptional time-management skills and a proven ability to maintain effective, professional relationships with internal and external stakeholders.
• A proactive lead-indicator approach to minimising quality, safety and environmental risks and incidents.
• A current Victorian Driver’s License is mandatory.
• Formal qualifications (bachelor’s degree or higher) in civil engineering or construction management are a bonus, but not essential if you can demonstrate equivalent knowledge and capability.
• Chartered Engineering Status (CEng) are a bonus, but not essential
