The Manager, Data Quality and Performance provides leadership and oversight for compliance, quality assurance, performance monitoring, and driving continuous improvement across PhilaWorks contracted programs. This position supervises a team of analysts and specialists and is responsible for establishing effective monitoring practices, strengthening operational processes, coordinating internal and external audits, and ensuring resolution of identified issues.

This position serves as a strategic partner to internal departments and contracted providers, using data performance analysis to identify and mitigate risks, enhance data quality, support compliance with federal, state, and local requirements, and position the organization and its partners to successfully meet programmatic goals.

Essential Functions

  1. Oversee the development and implementation of internal monitoring and quality assurance frameworks for contracted programs, including desk audits, data validation, risk assessments, and root cause analyses to elevate performance standards among partner programs.
  2. Oversee the end-to-end process for external monitoring events, from pre-audit quality checks to the execution of state and federal validation cycles.
  3. Develop, implement, and maintain standard operating procedures (SOPs), organizational workflows, tools, and other resources that support consistent and effective operations.
  4. Monitor compliance with applicable workforce development requirements, including WIOA, EARN, and other federal, state, and locally funded programs.
  5. Lead continuous improvement initiatives that strengthen operational processes, data collection, and reporting across funding streams to ensure alignment with programmatic goals.
  6. Analyze procedural problems and identify process waste to negotiate and implement necessary changes with stakeholders.
  7. Ensure data validation and external audit efforts for all programs (WIOA, EARN, etc.) are executed effectively and within strict deadlines.
  8. Mobilize staff for pre-audit activities and coordinate the implementation of standard work for audit readiness according to established SOPs.
  9. Direct post-audit analysis and manage the submission of official Corrective Action Plans (CAPs) and quarterly narratives to external agencies. Lead the development and submission of WIOA Negotiated Goals.
  10. Design and enforce comprehensive program monitoring and control plans to heighten quality standards and maintain acceptable data error margins.
  11. Partner with Research & Analysis and other internal teams to investigate data anomalies, identify root causes, and develop strategies to improve data quality and program performance.
  12. Evaluate Provider Performance across programmatic, fiscal, and compliance domains of service delivery to participants. Generate insights and reports on provider performance for leadership review.
  13. Oversee departmental staff by directing aspects of talent management, including workforce planning, recruitment and selection, onboarding, performance management, coaching, professional development, succession planning, employee engagement, retention, collaboration, accountability, communication, and a shared vision.
  14. Manage local Continuous Improvement Plan (CIP) processes, including formal review of submissions, structuring quarterly partner touchpoints, identifying improvement priorities, and monitoring progress for centers and providers.
  15. Build effective working relationships with internal departments, contracted providers, government agencies, and other external partners.
  16. Translate complex compliance, data, and process requirements into clear guidance and actionable recommendations for varied audiences.
  17. Represent the organization at external meetings, forums, and conferences, presenting content on workforce development, data compliance, and local performance.
  18. Perform other job-related duties as assigned.
