Position/Project Overview: 

Project Solutions Inc. is seeking a Construction Inspector to provide full-time, independent construction inspection and quality assurance oversight for a Utility Energy Service Contract (UESC) modernization project at the U.S. Coast Guard Yard in Baltimore, Maryland, ensuring construction activities comply with contract requirements, safety standards, and project specifications from Notice to Proceed through project closeout and commissioning. The role supports the U.S. Coast Guard by monitoring construction quality, documenting project progress, coordinating inspections and testing, and assisting with final acceptance and closeout activities.

This role is contingent upon award of project.

Responsibilities and Duties:

  • Perform full-time, independent construction inspection services for the Utility Energy Service Contract (UESC) project at the U.S. Coast Guard Yard, providing day-to-day oversight of construction activities
  • Monitor contractor work to ensure compliance with approved plans, specifications, contract requirements, codes, standards, and applicable regulations
  • Conduct regular site inspections and surveillance of construction, installation, testing, and commissioning activities for energy conservation measures (ECMs)
  • Identify, document, and report construction deficiencies, non-conforming work, safety concerns, and quality issues, and track corrective actions through resolution
  • Review and maintain detailed inspection records, daily reports, photographs, field observations, correspondence, and project documentation using designated project management systems
  • Attend project meetings and coordinate with government representatives, contractors, subcontractors, and project stakeholders regarding construction progress, quality, and compliance matters
  • Witness and document inspections, equipment testing, startup activities, and commissioning procedures to verify proper installation and operational performance
  • Support project closeout activities by reviewing punch-list items, verifying completion of corrective work, validating as-built documentation, and assisting with final acceptance inspections
  • Provide quality assurance support throughout the project lifecycle, including final commissioning and post-commissioning inspections or warranty-related concerns as requested by the U.S. Coast Guard

Required Education, Knowledge and Skills

Education/Certification:

  • Minimum 10 years of construction experience as a Construction Inspector, Contractor Superintendent, or Quality Control Manager, OR
  • Minimum 5 years of construction experience as a Construction Inspector, Contractor Superintendent, or Quality Control Manager, combined with one of the following: Bachelor's degree in Engineering/ Professional Engineer (PE) credential/ Project Management Professional (PMP) certification/ Quality Assurance/Quality Control (QA/QC) certification obtained within the last 10 years
  • Candidates must provide documentation supporting all applicable education, certifications, and training, including the educational institution, degree obtained, year awarded, and certification-issuing organization

​​Experience:

  • Minimum two (2) years of experience on Federal Government construction projects within the last 10 years as a government Construction Inspector, contractor superintendent, or quality control manager
  • Candidates with 5+ years of experience on Federal Government construction projects, including U.S. Coast Guard projects, as a Construction Inspector, Contractor Superintendent, or Quality Control Manager are strongly preferred
  • Experience in construction projects similar in scope and complexity to new multi-mission buildings, waterfront infrastructure, site utilities and roads, and design-build contracts
  • Demonstrated ability to read and interpret contract drawings and specifications and apply knowledge of local and national building codes
  • In-depth knowledge of building and construction trades, demonstrated through installation, repair, or inspection experience in disciplines such as structural, mechanical, plumbing, electrical, architectural, and civil work
  • Experience using construction management software, including demonstrated experience with Procore
  • Experience preparing reports that summarize construction activities, documenting and tracking unforeseen conditions, and maintaining photographic records of construction progress
  • Experience on projects involving waterfront infrastructure, building envelope improvements, site utilities installation, civil works, electrical upgrades, photovoltaic (PV) systems, battery energy storage systems (BESS), and design-build projects
  • Experience serving in a quality assurance, quality control, or owner/client representative role with responsibility for communicating findings and concerns to contractors and project managers and performing work independently

Key Attributes & Skills: 

  • Strong knowledge of construction inspection practices and construction quality assurance processes
  • Ability to monitor construction activities and verify compliance with project requirements, plans, specifications, and applicable standards
  • Ability to identify, document, and communicate construction deficiencies, non-conforming work, and quality concerns
  • Strong attention to detail and ability to maintain accurate inspection records, reports, and project documentation
  • Ability to coordinate effectively with government representatives, contractors, subcontractors, and project stakeholders
  • Experience reviewing and documenting construction progress, testing activities, and commissioning efforts
  • Strong written and verbal communication skills to support the preparation of inspection reports and project updates
  • Ability to work independently while providing objective oversight of construction activities throughout the project lifecycle
  • Proficiency with construction management and project documentation tools, including Procore
