Description
We are seeking a highly motivated Program Manager, Planning to join our Planning team in Albany, NY. This is an excellent opportunity for an experienced planning professional to provide technical leadership, manage multiple projects, supervise staff, and contribute to the continued growth of the Planning division.
The Program Manager, Planning will provide supervisory and management support for a planning division serving both public and private sector clients. Working under the general supervision of the Director of Planning and Community Development, the Program Manager, Planning will provide high-level technical expertise, oversee project delivery, supervise professional and technical staff, and assist with business development and proposal activities.
The ideal candidate is an experienced planning professional with strong knowledge of land use planning, zoning, community development, and public engagement. The candidate should be comfortable managing multiple projects, working directly with senior staff and clients, presenting at public meetings, and mentoring and supervising team members.
Responsibilities
- Review the work of professional, technical, and support staff in the preparation of reports and planning projects to ensure adherence to professional standards and best practices.
- Work directly with the Director of Planning and Community Development and other senior staff on planning projects and initiatives.
- Supervise professional, technical, and support staff, including determining workloads and monitoring adherence to project schedules.
- Manage and contribute to a variety of planning projects, including:
- Comprehensive and Master Plans
- Zoning Regulations and Land Use Ordinances
- NY Forward Strategic Investment Plans
- Shared Services, Consolidation, and Dissolution Studies
- Brownfield Opportunity Area Plans
- Open Space and Recreation Plans
- Environmental Assessments, including SEQR/NEPA
- Community Development Strategic Plans
- Main Street and Downtown Revitalization Plans
- Waterfront Revitalization Plans
- Economic Development Plans
- Planning and Zoning Board Assistance
- Grant Writing, Administration, and Management
- Represent Artheon at public meetings, community meetings, professional development meetings, and other marketing events as needed.
- Assist the Director with marketing documents and proposal development, including work plans, budgets, schedules, and contracts for review.
- Assist with hiring recommendations, staff development, and staff performance reviews.
- Monitor project performance and help ensure projects meet established profitability standards for the Planning department.
- Manage multiple assignments and projects while maintaining strong attention to detail and meeting project schedules and deadlines.
- Collaborate with internal staff and clients to deliver high-quality planning services.
Qualifications
- Bachelor’s degree in Planning or a related field required; Master’s degree and AICP certification preferred.
- Approximately 10 years of professional planning experience.
- Demonstrated experience managing staff or teams.
- Strong knowledge of land use planning best practices, zoning regulations, and land use codes; form-based code experience preferred.
- Demonstrated ability to manage multiple projects simultaneously.
- Excellent technical writing, presentation, verbal, and written communication skills.
- Must be a skilled public presenter with the ability to effectively represent the firm in public and community settings.
- Strong computer skills and proficiency with Microsoft Office, including Word and Excel.
- Familiarity with Adobe Creative Suite preferred.
- Ability to work effectively both independently and collaboratively with multidisciplinary teams.
- Ability and willingness to travel throughout New York State.
