Job Summary
The Chief Financial Officer (CFO) for the Hong Kong and Singapore Business Unit is responsible for the overall financial leadership, performance, governance, reporting, planning, and forecasting, with full accountability for financial results and insight generation across Finance and Valuation activities.
As a key member of the business unit leadership team, the CFO is a strategic advisor to the CEO and senior management, and provides forward-looking financial, capital, and investment insights to support decision-making, drive profitable growth, and ensure effective financial management, regulatory compliance, and risk oversight across the business unit.
This role requires strong functional leadership to ensure Finance and Valuation operate cohesively as a single ecosystem, delivering a unified and consistent view of profitability, capital, and performance.
Essential Functions
Performance management and insights: Leads and manages all local market accounting, financial reporting, and financial control activities. Leads financial planning, budgeting and forecasting processes for the business unit, ensuring alignment with valuation, capital, and investment assumptions and delivering forward-looking, driver-based insights to support business planning.
Financial close and reporting quality: Oversees timely, accurate, and complete financial close activities and deliverables, partnering with relevant stakeholders to maintain high data integrity and reporting standards. Oversees the review and analysis of expenses for the business unit. Identifies key drivers of unit costs by function and compares actual expenses to budget and pricing allowable.
Strategic finance partnership and stakeholder management: Maintains a dotted line reporting relationship to the Business Unit CEO and acts as a primary financial advisor to the business unit leadership team, ensuring alignment of financial, capital, and insights with the BU strategy, objectives, and risk appetite. Serves as a member of the APAC Finance leadership team and supports the strategic and tactical direction of the function in the region.
Transformation and automation: Leads Finance transformation initiatives to improve efficiency, reduce manual processes, and enhance analytical capabilities. Drives standardization, automation, data integration, and modernisation of workflows (including HK RBC processes), enabling the Finance function to shift focus from production to insight generation.
Financial governance and controls: Ensures effective internal controls, compliance, and financial governance across the market, including policy adherence, approval authorities, and segregation of duties. Oversees and reviews Sarbanes Oxley scope, compliance, risks and controls. Collaborates with external and internal auditors.
Regulatory and statutory coordination: Coordinates statutory reporting and interacts with local market insurance regulators to maintain a strong profile of the RGA business with respect to the high standard of financial reporting and controls. Works with valuation, auditors, administration and senior management to ensure everyone understands the accounting and how it impacts RGA's financial statements, capital requirements, etc.
Capital, liquidity, and balance sheet stewardship: Collaborates with regional functions such as APAC Financial Solution (APFS), Finance, Valuation, Structured Finance and Pricing in developing and maintaining a strategic understanding and cohesive approach in supporting the strategic business and growth initiatives. Partners closely with Investments and Structured Finance teams to ensure consistent interpretation of investment performance and integration into financial outcomes. Owns Asset-Liability Management (ALM) governance, ensuring alignment between assets, liabilities, capital usage, and profitability. Promotes a unified and consistent view of profitability and capital across functions.
Portfolio decision support: Provides guidance and direction on accounting, valuation and reporting requirements for new reinsurance transactions and new legal entities as needed.
Leadership and talent development: Develops a high-performing team; sets clear expectations, coaches associates and people leaders, and fosters a culture of accountability, collaboration, and ethical conduct. Promotes a positive and engaged work environment.
Qualification and Skills
Bachelor’s Degree in Accounting, Finance or Actuarial Science. Required. Higher qualification will be an advantage.
Chartered Accountant or CPA, Actuarial, CFA and other equivalent. Required.
15+ years of progressive finance experience, including leadership roles with accountability across FP&A, reporting/controllership, and business partnering. Required.
10+ years proven people leadership credentials with the ability to motivate, mentor and create a high-performance team. Required.
Experience working in a matrix reporting environment with local and global stakeholders. Required.
Experience in looking at the business in a strategic way with the ability to have input to the future development of the business. Required.
Knowledge and experience in local accounting requirements, US GAAP and IFRS 17 (will be an advantage). Required.
Proven experience in leading Change Management and Finance Transformation initiatives, including process improvement, automation, or operating model redesign. Preferred.
Experience with Lean / Six Sigma or equivalent process improvement methodologies is advantageous. Preferred.
Strong technical expertise across accounting, valuation, capital, and investment interactions, with the ability to connect these disciplines into a coherent business narrative, driving alignment and integrated decision-making. Required.
Strong capability in translating technical financial and actuarial outputs into clear business insights. Required.
Solid understanding of life insurance market and products. Required.
Good understanding of investment strategies and Asset-Liability Management (ALM) concepts. Required.
Demonstrated experience in Change Management and ability to lead Finance Transformation initiatives. Required.
An ability to work as part of a team and deal with multiple stakeholders within the business. Required.
Highly motivated, results oriented and solutions focused. A high level of personal accountability and integrity (acting with transparency and honesty). Required.
