Construction Head of Safety –
Position Overview
Lead safety operations for a large-scale semiconductor plant construction project, managing relationships with General Contractor, Client stakeholders, and a 30-person JLL safety team. This role requires semiconductor facility construction expertise and the ability to implement rigorous safety protocols in a complex, high-stakes environment.
Key Responsibilities
Safety Leadership & Management Develop and implement comprehensive safety programs for all construction phases, ensuring compliance with OSHA, local regulations, and semiconductor industry standards. Lead, mentor, and manage a team of 30 JLL safety professionals, establishing clear performance metrics and accountability structures.
Stakeholder Coordination Serve as primary safety interface between JLL, General Contractor, and Client teams. Facilitate regular safety meetings, coordinate incident response protocols, and ensure alignment on safety standards across all parties. Manage escalation procedures and resolution of safety-related disputes or concerns.
Risk Assessment & Mitigation Conduct ongoing hazard analyses specific to semiconductor construction including cleanroom environments, process equipment installation, chemical handling systems, and utilities infrastructure. Develop site-specific safety plans addressing unique risks of semiconductor facility construction.
Compliance & Documentation Maintain comprehensive safety documentation including inspection reports, incident investigations, training records, and regulatory submissions. Ensure project meets all permitting requirements and passes safety audits. Prepare regular safety performance reports for senior leadership and Client stakeholders.
Training & Culture Development Design and deliver safety training programs for diverse workforce including JLL staff, GC personnel, and subcontractors. Foster a proactive safety culture through engagement initiatives, toolbox talks, and recognition programs. Ensure all personnel understand semiconductor-specific safety requirements.
Required Qualifications
Experience
- 10+ years construction safety management experience, with minimum 5 years in semiconductor, pharmaceutical, or advanced manufacturing facility construction
- Proven track record managing large safety teams (20+ personnel)
- Demonstrated success coordinating safety operations across multiple stakeholder organizations
- Experience with complex MEP installations, cleanroom construction, and process equipment integration
Certifications & Education
- Bachelor's degree in Occupational Safety, Construction Management, Engineering, or related field
- CSP (Certified Safety Professional) or equivalent required
- CHST (Construction Health and Safety Technician) preferred
- OSHA 30-Hour Construction certification required; OSHA 500/510 preferred
- First Aid/CPR certified
Technical Competencies
- Expert knowledge of OSHA construction standards and semiconductor industry safety practices
- Proficiency with safety management systems and incident tracking software
- Understanding of cleanroom protocols, chemical safety, and process hazards
- Familiarity with construction project management principles and scheduling
Leadership Capabilities
- Strong interpersonal and conflict resolution skills for managing complex stakeholder relationships
- Excellent communication abilities for technical safety concepts across diverse audiences
- Strategic thinking to balance safety requirements with project schedule and budget constraints
- Ability to maintain authority and credibility with Client executives, GC leadership, and field personnel
Working Conditions
Full-time position based at construction site with regular exposure to active construction environments. Requires physical ability to conduct site inspections including climbing, walking extended distances, and working in varying weather conditions. Occasional evening/weekend availability for critical construction phases or incident response.
