Definition:

Perform semi-skilled and skilled work in the maintenance, repair, installation, modification, construction and calibration of a wide variety of electrical and electronic control systems, plant control systems, programmable logic controllers (PLC), remote terminal units (RTU), variable frequency drives (VFD), motor control centers, communication systems, field telemetry systems, and related equipment and devices used in the treatment, storage, pumping, and distribution of potable water, maintenance and repair of chemical feed equipment.

Supervision Received/Exercised:

General supervision is provided by the Director of Water Quality and Water Treatment Superintendent.  Direct supervision is provided by the Plant Maintenance Supervisor.  Technical and training assistance is provided by the Plant Maintenance Technician Leadworker, Instrument & Control Technician II, or III. There are no supervisory responsibilities for this position.

• Use computerized maintenance management system to receive and complete work orders, preventive maintenance plans and requisitions of materials and spare parts.   

• Maintain network and other signal communication between equipment, controls, field hardware, and SCADA systems.
• Input information on new equipment into applicable databases.

• Inspect and test gas detector assemblies, based on OEM specifications.

• Perform routine monitoring, troubleshooting, and preventative maintenance on 480 VAC and DC motors and motor control circuits.
• Calibrate flow transmitters, pressure transmitters, electrical conductivity meters, level transmitters, turbidity meters, and other related equipment.
• Conduct research and price comparisons for new equipment.
• Install new instrumentation under supervision. 
• Interpret and maintain wiring diagrams and schematics; troubleshoot and upgrade prints.
• Respond to emergencies on an on-call basis.
• Perform work on mechanical equipment and building facilities. 
• Assist other plant maintenance specialists.
• Pickup and delivery of maintenance materials and equipment from Treatment Plant sites, vendors and contracted repair shops.
• Serve as an Entry Team member on the Authority’s Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) team and ensure that chemical and hazardous material spills are handled in accordance with State and Federal regulations.
• Establish and maintain effective working relationships with co-workers, customers, vendors, Board members, and the public.
• Perform other duties of a similar nature or level.

Knowledge of:

Modern office procedures and practices, equipment, and clerical techniques. Computer programs and software, such as Microsoft Office. Instrumentation procedures. Programming software. Maintenance programs. PID loop descriptions. Motors and control centers. Programs in preventive maintenance. Record keeping. Safety practices and regulations related to hazardous chemicals, confined spaces, and electrical. Proper English usage, including spelling, grammar, and punctuation.

Ability to:

Prioritize work. Read ladder logic. Use test instruments. Perform repairs. Interpret measurements. Pass and certify as a Hazardous Materials Technician. Learn proper techniques, and procedures for confined space entry, fall protection and safe electrical practices.  Understand and follow oral and written instructions and work independently. Operate a computer and related software applications.   Communicate clearly and concisely, both orally and in writing. Use interpersonal skills effectively as applied to interaction with coworkers, supervisor, the general public, etc., sufficient to exchange or convey information and to receive work direction. Keyboard proficiently.

Education/Training/Experience (positions in this class typically require):

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be: Equivalent to completion of the twelfth grade. Two (2) years of technical training with electronics, mechanical maintenance, and water technology. Three (3) years directly related experience in electrical and electronics, mechanical repair, preventative maintenance, and basic computer skills; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licenses/Certifications – Required Conditions of Employment:

Possess and maintain a valid California Class C Driver License. Maintain an acceptable, safe, and active driving record, together with proof of insurability.

Physical Requirements:

Exert in excess of 100 pounds of force occasionally, and in excess of 50 pounds of force frequently, and in excess of 20 pounds of force constantly to move objects. Work outside in weather extremes of the local climate. Exposure to alternating noise levels. Work near moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, work space restrictions, and intense noises. Keyboarding for extended periods of time. Fingering, grasping, talking, hearing, seeing, and repetitive motions. Work from ladders, scaffolding and other approved high-work platforms. Use of hands to operate hand and power tools.

Working Hours:

Flex Schedule:  Monday through Thursday 6:30 AM - 4:00 PM (9/80), Friday 6:30 AM – 3:00 PM and every other Friday off or, as assigned by the supervisor.

Other Conditions:

Work conditions require that a uniform be worn; to be provided by the Authority. Work around various types of animals and insects such as dogs, snakes, spiders, bees, rodents, etc. It is important that incumbents in this position maintain a professional and businesslike image to the public at all times:  A neat, clean and pressed appearance in clothing, hair and personal hygiene is important every day.   Good judgment is expected in determining proper dress and appearance.  All facial hair must be kept neat and trimmed.
