Job Summary:

 

Artemis Arc seeks a Program Analyst – Jr to support the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Clinical Informatics (OCI) on the Operational Informatics Pipeline (OIP) contract. You will support planning, tracking, and reporting for OCI interoperability programs, keeping schedules, metrics, risks, and deliverables organized so delivery teams can stay focused on the work. The role supports the Interoperability specialty area, including the Veterans Health Information Exchange (VHIE), the Joint Longitudinal Viewer (JLV), and clinical terminology. You will work within Scaled Agile Framework (SAFe) Agile Release Trains alongside interoperability specialists, terminologists, and VA Business Owners.

Primary Responsibilities

• Program Planning Support. Support program planning, including Planning Interval (PI) Planning preparation, schedules, and roadmap updates.
• Schedule and Deliverable Tracking. Maintain integrated schedules and track deliverables against call order due dates.
• Metrics and Reporting. Collect program metrics and prepare biweekly sprint reports and status updates in Jira.
• Risk and Issue Tracking. Maintain risk, issue, and dependency logs, and follow up with owners on open items.
• Program Analysis Support. Support analyses and evaluations of program effectiveness, including data collection and summaries of findings.
• Exchange Reporting Support. Support recurring health data exchange reports and inputs to Congressional and Elizabeth Dole Act reporting.
• Artifact Management. Maintain the program artifact repository and an artifact index listing deliverables by type, owner, and location.
• Meeting and Event Support. Plan and coordinate meetings, working sessions, and events; capture notes, decisions, and action items.
• Onboarding Tracking. Track staff onboarding, required training, and system access.
• Agile Team Participation. Participate in agile ceremonies and keep Jira data accurate and current.

Minimum Qualifications

• Bachelor’s degree required.
• Minimum of 3 years of professional experience.
• Experience supporting program planning, analysis, or evaluation for health care or other programs.
• Experience tracking schedules, metrics, or risks and preparing status reports.
• Proficiency with Microsoft Excel and PowerPoint.
• Ability to obtain and maintain a VA background investigation at the level assigned to the position; must reside and work in the United States with U.S. work authorization.

Desired Qualifications

• Degree in public health, health care administration, business, or a related field.
• Experience supporting VA or another federal health care program.
• Experience with Jira, Confluence, or SharePoint.
• Experience with scheduling tools, such as Microsoft Project or Smartsheet.
• Experience building dashboards in Power BI or Excel.
• Experience on SAFe or Scrum teams.
