Conducts inspections, issues corrections and violation notices as necessary, and maintains records of actions taken in the enforcement of City housing regulations, construction code standards, Community Development Block Grant (CDBG) and HOME fund regulations, as well as dangerous building, zoning, sign, and environmental improvement ordinances of the City.

  1. Inspects plumbing, heating and electrical systems as well as general physical conditions in a variety of dwelling units within City limits.
  2. Ensures residential rehabilitations using Block Grant funds meet requirements prior to start. Duties include preparation of specifications, review of projects with homeowners, and costing out of materials, time and labor on proposed work.
  3. Inspects Block Grant contractor work in progress on home rehabilitation projects and approves finished home rehabilitations for payment.
  4. Schedules and conducts general inspections of signs, street encroachments, potential zoning violations, dangerous buildings, and housing to determine code compliance.
  5. Ensures compliance with non-owner-occupied dwelling/vacant property ordinance, generating additional revenue through the resulting collection of licensing fees. 
  6. Investigates environmental complaints filed by citizens regarding the City's environmental improvement violations to include the following: removal of abandoned property (such as junk cars, trucks, trailers, appliances, building materials, household rubbish and trash), front yard parking and noise nuisance.
  7. Furnishes information to property owners as to any corrective action needed to bring property into compliance; refers property owner to appropriate programs for possible financial assistance; issues violation and compliance notices.
  8. Issues correction and/or violation notices and follows up with code enforcement actions when appropriate. This may include personal contact with citizens, neighborhood groups, and ordinance violators in the investigation and resolution of complaints and/or violations.
  9. Performs frequent re-inspections to determine if cited deficiencies have been remedied; determines extensions of time limits for these remedies to be made.
  10. Maintains records of inspections made and actions taken including reporting activities on a regularly scheduled basis.
  11. Coordinates enforcement actions with Public Utilities, the City Attorney, other City divisions, and Michigan Department of Public Health. 
  12. Performs other duties as assigned.

  1. High School diploma or GED equivalent with technical training or experience in building trades.  
  2. Must possess and maintain a valid State of Michigan Driver's License.
  3. Prior experience leading work crews and managing construction projects is preferred.  
  4. Knowledge of construction and remodeling practices, materials, costs and relevant building codes. 
  5. Understanding of  residential and commercial water supply systems, piping materials and basic sanitation.
  6. Strong communication skills, including reading, writing, listening, and speaking, with the ability to interact effectively with diverse groups, even in stressful situations.  
  7. Proficient in using computers and mobile devices to complete digital forms, maintaining records, and performing basic data entry and documentation.
  8. Willingness to investigate complaints in adverse environmental conditions.
  9. Ability to exercise sound judgment and discretion.
  10. Strong organizational skills, including the ability to set schedules, maintain records, and deliver results.  
  11. Ability to read and interpret maps, blueprints, and site plans.
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion up to 20 pounds of force; frequently required to stand, walk, sit, climb, balance, stoop, kneel, reach with hands and arms; occasionally required to crouch, crawl, push, pull, and smell; must have the ability to operate vehicles for an extended period of time; requires standard vision and hearing requirements; vocal communication is required to express detailed or important instructions accurately, loudly, and/or quickly; work is regularly performed in outdoor weather conditions; frequent exposure to extreme cold or hot non-weather conditions; may be exposed to  fumes or airborne particles, vibrations; work is generally in a moderate noise location (e.g. business office with typing and/or computer printers, light traffic).
