The Opportunity

CACI is seeking a Cyber Advisor supporting the U.S. Southern Command (SOUTHCOM) Joint CCMD Cyber Assistance Team (JCCAT), you will support the SOUTHCOM J38-JCC in executing the SOUTHCOM Regional Cyber Strategy, Special Operations Command - South and SOUTHCOM Campaign Plans, CJCS Global Competition EXORD, and SOUTHCOM JCCAT EXORD.

You will plan, coordinate, and physically conduct JCCAT Follow-On Missions to provide cyber defense and cybersecurity-related security cooperation subject matter expertise, advise and assist activities, and technical support to designated Partner Nations in accordance with the findings and recommendations from previous SCJ38-JCC conducted JCCAT missions.

The Technical Advisor, under the SCJ38-JCC's direction and guidance, will develop country-specific Plans of Action (POA) and coordinate multiple engagements with each designated Partner Nation to improve its cyber defense and cybersecurity capabilities, resilience, processes, and security posture.

This position requires approximately 50% travel, including international travel throughout the SOUTHCOM Area of Responsibility (AOR), to support Partner Nation engagements, technical exchanges, training, exercises, assessments, briefings, and follow-on missions. When not traveling, this position offers a hybrid/remote work arrangement, allowing the Cyber Advisor to perform mission planning, coordination, analysis, documentation, virtual engagements, reporting, and other assigned responsibilities remotely, with in-person requirements as mission and customer needs dictate.

Responsibilities:

  • Assist the JCCAT in planning and coordinating Follow-On Missions to provide Cyber Defense/Cybersecurity-related Security Cooperation Subject Matter Expertise and Advise & Assist Activities with designated Partner Nations in accordance with the findings and recommendations from previous SCJ38-JCC conducted JCCAT Missions.

  • Conduct "Over-the-Shoulder" Advise and Assist, Subject Matter Expertise Engagements and Staff Planning Assistance, SME and Technical Training, and/or tailored organizational Training and Exercise support.

  • Accurately translate all written and virtual material created for Partner Nations.

  • Report progress toward identified POA goals and objectives to the SCJ38-JCC.

  • Provide feedback, recommendations, and input into the SCJ38-JCC's Security Cooperation Branch's SSCI and Section 333 submission process.

  • Conduct and provide In-Briefs and Out-Briefs to USEMB Country Teams and Partner Nation leadership.

  • Prepare and provide After Action Reports (AARs), Trip Reports, mission reports, and other required documentation to the SCJ38-JCC.

  • Support the development, coordination, tracking, and execution of country-specific cyber defense improvement initiatives and POA milestones.

  • Assess Partner Nation cyber defense capabilities, processes, procedures, and organizational requirements and provide actionable recommendations to improve cybersecurity posture and resilience.

  • Support the identification of cybersecurity capability gaps, risks, priorities, and opportunities for technical assistance and security cooperation.

  • Coordinate with U.S. Government, DoD, interagency, Embassy, military, and Partner Nation stakeholders to support mission objectives and ensure effective communication across engagements.

  • Support cybersecurity assessments, technical exchanges, training events, exercises, workshops, and other cyber-related security cooperation activities as directed.

  • Apply applicable DoD cybersecurity, Risk Management Framework (RMF), NIST, information assurance, and cybersecurity best practices when providing technical advice and recommendations.

  • Support the collection, analysis, and presentation of technical and operational information to senior military, government, Embassy, and Partner Nation leadership.

  • Maintain accurate mission documentation, engagement records, action items, status updates, and deliverables.

  • Travel approximately 50%, including international travel within the SOUTHCOM AOR, to conduct missions, engagements, training, exercises, assessments, and partner-nation support activities.

Qualifications

Required

  • Current Secret Clearance upon hire with the ability to obtain a TS/SCI.

  • BA/BS with 3-10 years of experience OR Associate's degree plus 4 years of experience to satisfy the base 3-10 year requirement. Associate's Degree plus 4 years of experience is considered equivalent to a Bachelor's degree. No degree plus 6 years of experience to satisfy the base 3-10 year requirement. Six years of experience is considered equivalent to a Bachelor's degree.

  • 4 years of Cyber Defense and Cybersecurity experience.

  • Extensive knowledge of Certification and Accreditation (C&A) and NIST Risk Management Framework (RMF) processes.

  • Demonstrated experience integrating information, analysis, technology, and interagency collaboration to streamline staff processes and procedures.

  • Proven understanding of emerging and non-traditional Cyber Defense and Cybersecurity concepts that shape the character of contemporary joint and multinational warfare.

  • Demonstrated understanding of cybersecurity risk management, security controls, vulnerability management, security assessments, and cybersecurity best practices.

  • Experience supporting cybersecurity assessments, technical exchanges, training, exercises, or security cooperation activities.

  • Demonstrated ability to translate technical cybersecurity information into clear recommendations, briefings, reports, and actionable plans for technical and non-technical audiences.

  • Demonstrated ability to work effectively with DoD, U.S. Government, interagency, Embassy, military, and international/Partner Nation stakeholders.

  • Proficient with Microsoft Office applications, including Microsoft Teams, Word, Excel, and PowerPoint.

  • Exceptional oral and written presentation skills.

  • Precise attention to detail.

  • Strong organizational, analytical, interpersonal, and problem-solving skills.

  • Ability to work independently and as part of a geographically dispersed, multidisciplinary team.

  • Ability and willingness to travel approximately 50%, including international travel within the SOUTHCOM AOR.

  • Ability to operate effectively in culturally diverse, multinational, and international environments.

Desired

  • Master's degree or Bachelor's degree.

  • 4+ years of military experience.

  • Written and spoken Spanish-language skills.

  • Fluent Spanish language proficiency.

  • CAPM, PMP, or related project management certification.

  • Demonstrated, recent within the last five years work experience in the SOUTHCOM AOR.

  • Experience supporting Combatant Command, Joint Staff, Service Component, Special Operations, or other DoD cybersecurity missions.

  • Experience supporting cybersecurity security cooperation, foreign military engagement, or partner-capacity-building programs.

  • Experience supporting DoD cybersecurity policies, directives, instructions, and security frameworks, including DoD RMF and applicable cybersecurity requirements.

  • Familiarity with DoD 8140/8570 workforce requirements and cybersecurity certification frameworks.

  • Security+ or another relevant cybersecurity certification.

  • Experience with cybersecurity incident response, cyber defense operations, vulnerability management, security assessments, or cybersecurity architecture.

  • Experience developing Plans of Action and Milestones (POA&M), risk assessments, remediation plans, technical reports, or cybersecurity improvement plans.

  • Experience briefing senior military, government, Embassy, or Partner Nation leadership.

  • Experience working with U.S. Embassies/Country Teams and foreign government or military organizations.

  • Experience supporting multinational exercises, training events, workshops, or technical exchanges.

  • Experience with cybersecurity standards and frameworks such as NIST Cybersecurity Framework (CSF), NIST SP 800-series publications, CIS Controls, or comparable cybersecurity frameworks.

  • Familiarity with cyber threat intelligence, incident response, network defense, security operations, and cyber resilience concepts.

  • Experience supporting cybersecurity capability assessments and translating findings into actionable recommendations.

  • Experience working in environments requiring cross-cultural communication, diplomacy, discretion, and stakeholder engagement.

The proposed salary range for this position is:

$75,200-$158,100
