Association’s Mission:

California Primary Care Association's (CPCA's) mission is to lead and position community clinics, health centers and networks through advocacy, education, and services as key players in the health care delivery system to improve the health status of their communities.

Purpose of the Position:

The Assistant Director of Health Center Optimization is responsible for leveraging all CPCA’s core competencies – advocacy, partnerships, education and training, and technical assistance and resources – to respond to state and federal health care coverage policies in Medicaid and Medi-Cal, including health care benefits and eligibility determinations. This includes independently and in coordination with stakeholders monitoring, analyzing, and influencing guidance, regulations, budgets, and programmatic priorities of government and non-governmental stakeholders that impact the health center services and populations.

Primary Responsibilities:

 
  • Serve as internal lead on a range of health care coverage policy issue areas that are regulated by the DHCS Health Care Benefits and Eligibility Division, including but not limited to: Medi-Cal benefits, eligibility and enrollment, family planning, dental, and pharmacy.
  • Manage stakeholder engagement, regulatory and administrative advocacy, and the development of educational resources, training opportunities, and technical assistance (including webinars, in-person workshops and conference events, toolkits and manuals, newsletter articles and/or brochures, web-content, etc.).
  • Team with appropriate internal staff to evaluate and respond to state and national legislation, regulations, and budget proposals. Collaborate with internal teams and external stakeholders to raise awareness, respond to policy proposals, and advocate for health center interests.
  • Build relationships with government, universities, policy influencers, and other stakeholder partners.  Represent the Association in stakeholder advisory committees.
  • Conduct research, collect and analyze data, prepare reports to support advocacy efforts, educational resources and training and technical assistance, and grant deliverables.
  • Lead, convene, facilitate, and present at peer networks, task forces, workgroups, committees, and board meetings. Ensure alignment of the message with CPCA’s strategic plan, training and technical assistance, and regulatory/legislative agenda.
  • In coordination with department staff, responsible for overseeing the management of grant proposals and contracts; and ensuring deliverables are met for grant-funded projects that support Association goals and meet funder guidelines and criteria.
  • Support the department’s vision and activities by serving as a steward to both internal and external audiences.

Additional Responsibilities:
 
  • Support the Association’s Strategic Plan deliverables.
  • Respond promptly and thoroughly to member inquiries.
  • Attends and participates in required Association meetings.
  • High levels of interaction with association members, vendors, and strategic partners.
  • Participate and represent the Association as requested at state, regional, and national events.
  • Travel for state, regional, and national meetings, training, and site visits by air and ground transportation.
  • Reports regularly to supervisor.
  • Other duties as assigned.

Skills and Abilities Required:
 
  • Knowledge of California State Plan, including benefit composition and amendment process.
  • Knowledge and experience managing politically sensitive interpersonal dynamics. Preferred knowledge of the Department of Health Care Services responsibilities, including interconnectivity with other administrative departments and the legislature.
  • Familiarity with health center operations, including service and patient composition.
  • Advanced time management, and organization skills, paying high attention to detail.
  • Ability to tackle complex challenges without established playbooks, applying sound judgement, creativity, and strategic thinking, with an expectation of developing increasing autonomy in navigating ambiguity.
  • Strong presentation and written communication skills.
  • Effective interpersonal and professional skills when engaging with internal staff, Association membership and Board of Directors, vendors, and partners.
  • Work collaboratively with senior leadership and multi departmental teams.
  • Proficiency in Microsoft Office and web-based applications and platforms.


Education and Experience:

Bachelor’s degree in public policy, public health, healthcare administration, or related field required. Master’s degree preferred. Minimum of five years experience within the healthcare field. Experience with community health centers, member-driven associations, or non-profit organizations is also preferred. Relevant experience may be considered in lieu of degree requirement.

Compensation: $98,347-$104,132

Association Expectation:

Due to network security and hybrid work this position requires the employee to have a cell phone with a data plan and home internet service, both are reimbursed at a set rate each month. All hires are required to maintain residence in California. This is a hybrid position with employees coming into the office in downtown Sacramento.
