Boeing’s Defense, Space & Security (BDS) Experimental Systems Group (ESG) team, in Seal Beach, CA is seeking a Senior Program Manager (Level M) with demonstrated strong project management abilities and Agile software development experience to join our dynamic team.

 

ESG is a rich portfolio of state-of-the-art space products, advanced small satellites, and multi-domain technology development efforts.  One of our products, the X-37B Orbital Transfer Vehicle, is the world’s first fully autonomous reusable spaceplane.

Our team works in a collaborative development environment while delivering new capabilities to customers rapidly and affordably.  

 

The selected candidate will serve as the program manager for a proprietary software development project within the Experimental Systems Group (ESG) portfolio.

 

Position Responsibilities:

• Team Leadership: Manage, develop, and motivate programmatic team.  Maintain team organization and staffing plan with clear roles, responsibilities, and authorities.  Develop and maintain relationships with customers, suppliers, stakeholders, peers, partners, and management
• Program Performance – Develop, maintain, track, and update schedules and earned value baselines of program statement of work.  Own program contractual responsibilities starting at delivery of incremental capability through sell off and verification. Implement Program Management Best Practices to track and measure performance to plan. Organize independent cost estimates to ensure cost realism, validating assumptions (or risk) for technology maturity, reuse, and/or cost-sharing.  Build a database of actuals to enhance the accuracy of future estimates

• Planning using Agile & DevSecOps Processes: Provides oversight and approval of technical approaches, products and processes. Coordinate with Engineering Capability leaders on the development, maintenance, enhancement and optimization of software products and functionalities for system integrations. Perform capacity and throughput analysis across critical and/or shared resources. Participate and monitor performance at agile events, assist in the execution of DevSecOps processes to deliver software baseline on sprint plan, participate in PI planning to ensure executablility of plan
• New Business Strategy: Collaborate with Business Development (Capture Team Lead) to define and integrate proposal win strategies.  Maintain and advance customer relationships to proactively address future needs.  Identify future business opportunities and promote the value of company portfolio and partnership 
• Proposal Management: Coordinate inputs for new business proposals involving multiple Boeing business units, engineering functions, and subsidiaries to capture and keep programs sold  

 

Basic Qualifications (Required Skills/Experience):

 

• This position requires an active U.S. Top Secret/SCI Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active.)
• This position requires ability to obtain program access, for which the U.S. Government requires U.S. Citizenship only
• 10 or more years of experience in Program or Project Management from proposal through execution
• Experience developing and maintaining relationships and partnerships with stakeholders (i.e. customers, suppliers, peers and/or partners)
• Experience with Agile software development

Preferred Qualifications (Desired Skills/Experience):

• Bachelor’s degree or equivalent or higher
• 5 or more years of experience in Aerospace/Defense industry leading and partnering with cross-functional teams
• Experience with Earned Value Management (EVM)
• Experience with RIO (Risks, Issues and Opportunities) processes and tools
• Background in proposal development and/or government acquisition process

Travel:

This position may require up to 25% domestic travel to support program objectives.

Pay is based upon candidate experience and qualifications, as well as market and business considerations.  

 

Summary pay range: $218,450 - $295,550
