JOB SUMMARY

The Director of Central Processing (CPD) is responsible for overseeing, managing and ensuring efficient and accurate processing of taxpayer returns, payments, and state funds.  This includes coordinating all activities related to the efficient and accurate processing of mail, documents, and data across various departments. The role involves strategic planning, leadership, and operational management   to ensure the resources are processed efficiently, on time, and within budget while maintaining high standards of quality and regulatory compliance. This role will also be overseeing the Central Processing team and will report to the Deputy Executive Director.

DUTIES AND RESPONSIBILITIES

  • Lead with transparency and fairness by overseeing and directing the day-to-day operations of CPD sections, ensuring all processes align with regulatory compliance and best practices.
  • Drive efficiencies through innovation by continuously evaluating and improving division activities, identifying opportunities for process enhancements, and implementing industry advancements.
  • Ensure accountability and accuracy through the establishment and monitoring of internal controls to safeguard taxpayer funds and agency assets.
  • Promote data-driven decision making by providing reports, processing statistics, and key insights to the executive director’s office.
  • Maintain compliance & adaptability by overseeing and implementing process changes required due to legislative updates, internal control improvements, and tax code amendments.
  • Lead, develop, and manage a team of central processing managers, supervisors and staff.
  • Provide guidance, training, and support to ensure team members perform effectively and adhere to established policies and procedures.
  • Foster a collaborative, high-performance culture and ensure staff members are engaged and well-equipped to meet department goals.
  • Establish and monitor quality control procedures to maintain consistency and accuracy in all processing outputs.
  • Perform regular audits and assessments of processes and adjust as necessary to adhere to regulatory standards.
  • Develop and manage budgets for the central processing department, ensuring efficient use of resources.
  • Oversee procurement and allocation of necessary materials and technologies to ensure operational effectiveness.
  • Monitor and control operational costs and ensure expenditure aligns with budgetary expectations.
  • Deliver unparalleled customer service by evaluating and enhancing taxpayer service solutions, ensuring cost-effective and customer-focused processing operations.

  • Optimize technology & vendor relations by coordinating with third-party vendors to implement and maintain critical software and hardware solutions that support processing requirements and improvements.
  • Oversee critical processing functions with accuracy and efficiency in alignment with Oklahoma tax laws, agency policies, and operational best practices, including:
  • Reviewing commission forms to determine processing requirements and accuracy.
  • Receiving and processing all incoming Oklahoma Tax Commission mail, taxpayer returns, and electronic and paper payments while ensuring the secure deposit of state funds.
  • Ensuring seamless and efficient electronic deposits, image capture, and data processing of taxpayer documents.
  • Overseeing the printing and mailing of correspondence, forms, and billings in compliance with agency policies and U.S. Postal Service requirements.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience requirements at this level consist of:

  • A bachelor’s degree.
  • PLUS, eight (8) years of experience working with imaging equipment, tax forms, or in a processing environment, or a closely related field, including four (4) years of experience leading teams in an administrative role and driving strategic initiatives.
  • OR nine (9) years of professional experience in imaging equipment, tax forms, or in a processing environment, or a closely related field, including four (4) years leading teams in an administrative role and driving strategic initiatives.
  • OR an equivalent combination of education and experience.

 

PHYSICAL DEMANDS

Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 50 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.

SPECIAL REQUIREMENTS

Travel may be required for this position. Applicants may need to have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required.

A willingness to work additional hours, including overtime, during peak periods of the tax season to meet deadlines and ensure timely completion of tasks.

Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm.  This schedule may require minor flexibility based on the needs of the agency.

The primary work location will be on-site at the Oklahoma Tax Commission. Occasionally, telework may be requested based on the needs of the agency, division, and section.  If applicable, applicant must be willing and able to work on-site with occasional telework at an off-site location, generally in the applicant’s home.  To work remotely, an applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.

This position has access to Federal Tax Information (FTI) and is required to uphold the strictest standards of confidentiality as an essential part of its job responsibilities. This includes safeguarding all tax information obtained from records, files, tax returns, and departmental investigations, whether in paper, electronic, or verbal form.
