Key Responsibilities:
Problem Discovery and Solution Shaping
- Work closely with users and stakeholders to understand the problem space, current ways of working, unmet needs, pain points and desired outcomes before defining solution requirements.
- Plan and facilitate user research, interviews, workshops and co-creation sessions with different user groups and stakeholders; synthesize qualitative and quantitative insights into clear problem statements, hypotheses, user needs, opportunities and priorities.
- Frame and validate problems before converging on solutions. Facilitate ideation and co-creation with users and multidisciplinary teams, challenge assumptions and unnecessary complexity, generate alternative options, and test ideas early through lightweight prototypes, experiments or proofs-of-concept where appropriate.
- Explore and evaluate feasible solution options, including process changes, reuse of existing organizational or shared capabilities, commercial solutions and new approaches, considering business fit, feasibility, cost, risk, security, supportability and implementation implications.
- Advise on the viability, feasibility and impact of policy or business changes on assigned digital initiatives, products and IT systems, considering user needs, business outcomes, technology, security, data and operational considerations.
Requirements, Solution Validation and Quality
- Elicit, analyze and document business and information needs, and translate validated needs into clear requirements, user stories, business rules and acceptance criteria to support solutioning and delivery.
- Translate validated user and business needs into user journeys, service/process flows and technical requirements, and develop visual mock-ups, wireframes or other prototypes to test assumptions and communicate solution concepts.
- Apply structured business analysis to maintain traceability from policy or business intent and user needs through problem definition, requirements, solution options, acceptance criteria, testing and delivered outcomes.
- Analyze current-state business processes, business rules and user journeys; identify gaps, root causes and opportunities for process simplification, service improvement and better user outcomes.
- e) Define clear acceptance criteria and test scenarios, and support or drive business validation and user acceptance testing to confirm that solutions meet requirements, user needs and intended outcomes.
Risk, Change and Continuous Improvement
- Work with cybersecurity, architecture, data, operations, vendors and other relevant partners to support business and technology risk assessments for proposed solutions and changes, including identification of risks, impacts, treatment options and residual risk.
- Prepare and maintain risk assessment inputs, evidence and documentation, and support the development of risk treatment and risk acceptance submissions. Ensure material risks are clearly surfaced and referred to the appropriate accountable owner for decision, acceptance or escalation; the BA does not provide formal risk acceptance.
- Assess business, operational, compliance, user and technology impacts arising from proposed changes and enhancements; evaluate feasibility, dependencies, risks, costs and benefits, and provide evidence-based recommendations before implementation.
- Manage the requirements lifecycle, including clarification, prioritization support, change and enhancement impact assessment, traceability and maintaining coherence between business needs and the implemented solution.
- Analyze post-release outcomes, user feedback, operational insights and incidents/issues to identify areas for improvement and recommend enhancements, corrective actions or process improvements.
Incident, Delivery and Operational Support
- Work with Product, Engineering and/or outsource vendor teams to investigate and resolve issues and incidents from the business and user perspective, including analyzing incident patterns, business impact and root causes, and translating recurring issues or control gaps into corrective actions or enhancements.
- Support delivery and operational teams by surfacing requirements gaps, dependencies, risks and decisions requiring escalation, and by providing business and user perspectives throughout implementation and operations.
- Support operational readiness and adoption by contributing to change management, communications, user guidance, training or briefings, and feedback collection where required.
- Work across the lifecycle of assigned digital initiatives, products and IT systems, including problem discovery, solution shaping, requirements, testing, delivery support, enhancements and operational/BAU improvement activities, as applicable.
End-to-End Collaboration and Value Realization
- Balance desirability, feasibility, viability, security, policy, risk and operational considerations when evaluating options, and provide clear recommendations supported by evidence, analysis and user insights.
- Define key success factors, outcomes and relevant metrics, and support the establishment of measures to assess whether solutions are delivering the intended business and user value.
- Collaborate with Product Managers, Project Managers and relevant accountable owners to maintain business coherence, support prioritization and decision-making, and ensure that user, business, technical and operational considerations are appropriately connected through the lifecycle.
EXPERIENCE AND SKILLS NEEDED:
- Diploma/Degree in Computer Science, Infocomm Technology, Engineering or related subject area with at least four (4) years' experience as a Business Analyst, Product Owner, Scrum Master or equivalent in Agile or digital delivery environments, with demonstrated experience engaging users and translating business problems into practical technology or service solutions.
- Prior working experience in user research/discovery, business analysis, product or service delivery, application solutioning, requirements management, prototyping and testing. Experience working across new initiatives, enhancements and operational IT environments, including supporting risk assessments and incident or problem resolution, is preferred.
- The BA should preferably be a Certified Scrum Product Owner or Certified Scrum Master or equivalent.
- The BA should have excellent written and verbal communication skills to pitch ideas and influence stakeholders.
- BA with strong analytical, conceptualization and problem-solving skills, curiosity and an innovative mindset, with the ability to work through ambiguity, challenge assumptions constructively, facilitate user-led ideation, generate and test ideas, and work independently under pressure while prioritizing effectively.
- BA with facilitation, design thinking/service design and change management skills to engage users, co-create solutions and support adoption will be an advantage.
