The Division & Grantmaking for Community Impact Team
The Community Services Division (CSD) empowers and supports residents, schools, and local organizations to make the city more livable, safe and clean. CSD is comprised of three core service program areas -BeautifySJ, Grantmaking for Community Impact, and Youth Intervention Services. Overseen by a Deputy Director and two Division Managers, there are 148 full-time equivalent employees and an operating budget of approximately $46 million along with various sources including State, Federal and other special funds.
Currently, the Department is recruiting for one Overstrength Community Services Supervisor for the Grantmaking for Community Impact Program. The Grantmaking for Community Impact (GCI) Team within the City of San José's Parks, Recreation and Neighborhood Services Department (PRNS) strategically invests public resources to improve the health, safety, and well-being of San José residents. The team manages the full lifecycle of competitive grant programs—from program design and funding strategy to procurement, contract management, performance monitoring, evaluation, and continuous improvement.
The GCI Team oversees millions of dollars in annual grant funding that supports nonprofit organizations, neighborhood groups, schools, and community partners delivering services in youth violence prevention and intervention, neighborhood revitalization, older adult wellness, and other community priorities. The team ensures that public investments are transparent, equitable, data-informed, and aligned with City Council priorities and community needs.
Salary ranges for the Community Services Supervisor classification is:
$118,460.16 - $144,318.72
All salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.
PRNS is currently seeking to fill one (1) full-time Community Services Supervisor - Overstrength vacancy within the Community Services Division (CSD). This is a temporary (overstrength) position that is subject to further extension as appropriate. If this position is not extended through the budget process, the City may seek to place you in other internal job opportunities based on your previous work experience.
Key responsibilities include, but are not limited to the following:
- Support fiscal and administrative grant management with the State of California for the Proposition 64 Public Health and Safety Grant, including review of invoices, expenditure documentation, budget tracking, reimbursement materials, monitoring documentation, audit preparation, and grant closeout activities.
- Oversee implementation of the Accountability. Resilience. Connection. Grant Program across participating middle schools and feeder high schools;
- Serve as the primary Department lead for site-based operations, school coordination, and program model fidelity;
- Coordinate the Request for Proposals process and support contract development with selected nonprofit service providers;
- Monitor nonprofit provider performance, deliverables, staffing, invoices, service levels, participant data, and compliance requirements;
- Coordinate with school partners on referrals, attendance interventions, alternatives to suspension, student engagement, and transition planning;
- Support implementation of Botvin Life Skills Training and related pre/post assessment requirements;
- Review participant service data, individualized service plans, mentoring contacts, family engagement activities, referrals, and outcome measures;
- Coordinate with the external evaluator on the Local Evaluation Plan, data collection, reporting, data quality review, and Local Evaluation Report;
- Support required grant reporting, including Quarterly Progress Reports, reimbursement documentation, monitoring visits, audit preparation, and closeout;
- Convene regular coordination meetings with nonprofit providers, school partners, Department staff, fiscal staff, and evaluation partners; and
- Identify and resolve implementation, compliance, fiscal, or service delivery concerns.

Education: A Bachelor’s Degree from an accredited college or university in public administration, social work, sociology, or related field.
Experience: Two years of related supervisory experience involving the organization and management of a comprehensive specialized program providing for the improvement of inter-group or community relations.
Licenses/Certificates: Possession of a valid California Driver's License (or the ability to obtain one).
