ABOUT THE DEPARTMENT
The Human Resources team, approximately 45 professionals strong, provides comprehensive support and consultative services to the County’s 22 departments. Core divisions and functional areas include recruitment; classification and compensation; employee and labor relations; learning and organizational development; equal employment; risk management; employee benefits and wellness; volunteers and interns; and central HR administration.  Our mission is to be a trusted, strategic partner in creating an employee experience where individuals can reach their full potential. We value exceptional customer service, collaboration, professionalism, consistency, proactive planning, flexibility, and innovative problem-solving and are committed to fostering a diverse, equitable, and inclusive workplace.

The Employee and Labor Relations Analyst is a trusted partner to leaders across the organization, helping them navigate the full spectrum of Human Resources policies, practices, and labor regulations. In this role, you’ll use your expertise to interpret policies, advise on complex workplace situations, and support a positive, productive employee experience. You’ll also perform a variety of analytical studies and projects related to the work.

Serving as a key resource for designated departments and bargaining units, you’ll support and guide labor relations activities,  This includes participating in meet-and-confer processes, assisting with successor contract negotiations, responding to union information requests, and advising on bargaining strategies that strengthen organizational relationships. You’ll research and evaluate grievances, complaints, and claims, providing thoughtful, well-supported recommendations.

Beyond labor relations, you’ll help departments navigate employee performance issues, progressive discipline, and due process requirements. You may also deliver training and learning sessions that equip managers and staff with the tools they need to thrive.

This role is ideal for someone who enjoys problem-solving, relationship-building, and making a measurable impact on workplace culture.

If you are our Ideal Candidate you are a confident, experienced HR professional who enjoys tackling complex challenges and partnering with people across a large, diverse organization. You know employment laws, best practices, performance management, and labor relations—and you’re ready to put that knowledge to work in meaningful ways.

You are the kind of person who:
 • Thinks analytically, researches thoroughly, and delivers clear, actionable insights
 • Builds strong relationships with managers, employees, union partners, and external stakeholders
 • Communicates with ease—whether advising, collaborating, or presenting
 • Brings initiative, sound judgment, and fresh thinking to every situation
 • Thrives in environments where independence and problem-solving are valued

Experience in the public sector or a unionized setting is a strong plus and helps you hit the ground running.

If you’re excited by impactful work, a collaborative culture, and opportunities to grow your HR expertise, this could be the perfect next step in your career.
