Description
ADA REQUIREMENTS: Individual’s sensory modalities (vision and hearing) and physical capabilities (ambulation, strength, coordination, dexterity, range of motion) must be sufficient to perform the Essential Functions of the position.(The duties listed below are the normal duties and responsibilities of this position. • Performs Benefit Administration to include communicating benefit information to employees, claims resolution, change reporting, approving invoices for payment and record keeping.
• Reviews insurance premium billings, reconciles billing to City enrollment data, makes appropriate adjustments to bills and submits documentation to the insurance providers; prepares invoices for payment.
• Assists in sending appropriate enrollment notification to new retirees and open enrollment notification to existing qualified retirees; monitors and audits monthly retiree premium payments ensuring that the correct payments are being received and that payment is being received on a timely basis; accurately prepare deposit memo for retiree premium payments; makes appropriate changes to City and insurance provider enrollment records if correct payment is not received by established due date.
• Assists in scheduling and organizing annual open enrollment; prepares and distributes open enrollment notice to current employees; assists in conducting open enrollment meetings; processes open enrollment paperwork and notifies providers of open enrollment changes.
• Processes new employee benefit enrollment paperwork, open enrollment paperwork and benefit change forms in accordance with established procedures; notifies payroll of the correct premium deductions; enters correct benefit information into the Personnel Payroll system; notifies insurance provider of changes.
• Assists beneficiaries and insurance company in processing life insurance benefit claims.
• Provides employee assistance in resolving benefits problems as needed.
• Coordinates the development and implementation of prevention programs in the area of wellness and safety, maintaining data, trend reporting and record-keeping for such programs.
• Assists in representing Risk Management and Human Resource staff in presentations and orientation to employees concerning benefits; collects appropriate completed orientation paperwork pertaining to benefits and worker’s compensation.
• Assists in processes and tracking COBRA notifications within statutory guide lines; enters COBRA information into database; tracks COBRA payments to ensure that payment is received within statutory deadlines; produces COBRA status reports as needed.
• Assists in establishing and maintaining FMLA files from the initial notification of FMLA, making sure proper documentation is received, and monitoring FMLA dates.
• Post a wide assortment of information to employment records.
• Assist in planning and coordinating risk management functions for City.
• Reviews contract provisions and certificates of insurance in monitoring contractor insurance coverage.
• Posts a wide assortment of information to employment records.
• Collects information from a variety of sources and compiles data for special and periodic reports.
• Processes payroll changes including hires, transfers, terminations, differentials, promotions, pay changes, etc and completes assignments in accordance with payroll processing timeline and procedures
• Responds to employee requests and inquires, including public records requests
• Completes Employment verifications, unemployment inquires EEO data, reports, etc
• Maintains electronic filing of employee records
• Performs other related duties as required.
Bachelor’s Degree in public/Business Administration or a related field and four (4) years of Human Resources experience, including one year of benefits/payroll experience or any equivalent combination of training and experience, which provides the required skills, knowledge and abilities. • Must have thorough knowledge of Personnel Policies and Procedures, Civil Service Rules and union contracts.
• Must have knowledge of laws as they apply to benefits, workers’ compensation, FMLA, COBRA and related issues;
• Must be detail oriented;
• Must have excellent computer skills
• Thorough knowledge of standard office practices and procedures.
• Thorough knowledge of business English, spelling and arithmetic. Ability to interpret and apply policies and procedures.
• Ability to make difficult arithmetic calculations and to set up complex forms and statistical tables.
• Ability to establish and maintain effective working relationships with other employees, City officials and the general public.
• Ability to work independently in the absence of specific instruction; ability to understand and follow written and verbal instructions.
• Ability to communicate effectively, both verbally and in writing, using excellent English.
• Must be physically able to operate various items of office related equipment, such as, but not limited to, word processor, computer, calculator, multi-line telephone, typewriter, copier, and facsimile machine etc.
• Must be able to hear clearly and to speak and signal to people in order to convey or exchange information.
• Must be able to see, adjust visual focus, including close range and differentiate colors and shades of color.
• Must be able to ambulate or otherwise move in a safe manner
• Must be able to exert up to ten pounds of force occasionally, and/or a negligible amount of force constantly to move objects.
• Work involves sitting and standing for long periods of time. Work involves frequent typing, walking and occasional bending, lifting and stooping for short periods of time.
• Must be able to lift and/or carry weights of up to twenty pounds.
• Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist under desks and around furniture; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 20 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
