The City of Riverside is accepting applications to establish an eligibility list for the position of Landscape Maintenance Inspector. The eligibility list established may be used to fill vacancies within various departments within this classification for up to six (6) months.

The Landscape Maintenance Inspector inspects, reviews, and evaluates the work of the City’s landscape maintenance contractors. Performs field inspections of landscaping, maintenance, and irrigation systems to ensure compliance with plans and specifications.
Typical duties may include, but are not necessarily limited to, the following:
  • Perform inspection work in the review and evaluation of landscaping installations, related maintenance, and irrigation systems throughout the City; perform administrative work associated with the position and other maintenance activities.
  • Oversee contractors’ work to include the Inspection, review, and verification of the work of contractors to ensure that they have complied with the provisions of contracts for landscaping, maintenance, irrigation systems, and backflow prevention; monitor work being done on medians, parkways, right of ways, and other City landscape areas. This is not a fully inclusive list of the types of service contracts overseen and may vary by department. 
  • Oversee contractors’ work to ensure compliance with the following licenses or certificates: Qualified Applicator Certificate (QAC), Qualified Applicator License (QAL), Pest Control Advisor (PCA), C-27 Landscape Contractor License or Certified Arborist.
  • Check, monitor, and review work to ensure that mowing, edging, trimming, watering, tree trimming, fertilizing, and planting has been completed according to the terms and conditions of specific contracts.
  • Coordinate and collaborate with contractors to correct deficiencies found through inspections; provide and create punch list documents and ensure execution of items; respond to and engage with customers and general public on complaints or concerns.
  • Assess and evaluate the requirements for additional landscaping and irrigation requirements.
  • Provide assistance, direction, and input relative to future landscape and maintenance needs for the City’s landscape areas; coordinate with volunteer organizations and groups for planting projects.
  • Prepare, draft, and present written reports of inspections; operate two-way radio, City vehicle, and other pertinent equipment; attend, conduct, and participate in meetings and seminars. 
  • May provide training, guidance, and direction to other staff and maintenance workers; communicate and monitor adherence to regulations and compliance standards for landscape maintenance, service, installation, and repair.
  • Provide courteous and expeditious customer service to the general public and City staff, including timely response to 311 Service Requests.
  • Participate in the revision and adaptation of landscape contracts and procedures; assess and execute various projects and policy implementations.
  • Plan, prepare and assist with volunteer events.
  • Attend community meetings as needed. 
  • Assist with emergency storm events as needed. 
  • Perform other duties as assigned.
Education: High School graduation or satisfactory equivalent (GED). Supplemental education in horticulture, urban forestry, or environmental studies preferred.

Experience: Three (3) years of experience in landscape installation and maintenance duties, which include interpreting plans for landscaping and irrigation layout, and standard planting and ground maintenance.

Necessary Special Requirement: Possession of an appropriate, valid class “C” California Motor Vehicle Operator’s License.

Highly Desired Qualifications:
  • Irrigation Certification
  • Arborist Certification/License
  • Experience with Cal Sense Irrigation Controller

  1. An equivalency statement from an evaluation company certified by the National Association of Credential Evaluation Services (NACES) at Members – NACES or the Association of International Credential Evaluators Inc. (AICE) at http://aice-eval.org/members/.
  2. An advanced-level degree from an accredited US college or university.
