InGenesis is currently seeking a Behavioral Health Program Manager to work with our client located in El Paso, TX. In this role, you will be responsible for the oversight, coordination, and daily operations of behavioral health services within the facility. This role provides clinical and administrative leadership to behavioral health staff and ensures the delivery of high-quality, evidence-based mental health services in compliance with regulatory, contractual, and organizational standards.

The Behavioral Health Program Manager exercises discretion and independent judgment in managing program operations, staffing, clinical workflows, and compliance activities. This position functions under the clinical oversight of the Clinical Director, who retains responsibility for system-wide clinical governance, clinical quality, and alignment of behavioral health services with broader medical operations.

The Behavioral Health Program Manager collaborates closely with the Clinical Director and interdisciplinary leadership to support integrated care delivery, ensure continuity across service lines, and maintain alignment between behavioral health services and overall clinical operations. This role performs approximately 60% clinical duties and 40% administrative duties.

Management Structure

  • The Clinical Director provides clinical oversight, governance, and direction for all behavioral health services.
  • The Behavioral Health Program Manager reports to the Clinical Director for clinical operations, quality, and compliance matters.
  • The Behavioral Health Program Manager collaborates with the Health Services Administrator (HSA) on administrative, operational, and contractual requirements.
  • Behavioral health staff—including psychiatrists, psychiatric RNs, behavioral health providers, and behavioral health technicians—report directly to the Behavioral Health Program Manager.
  • The Behavioral Health Program Manager serves as the primary operational leader for behavioral health services and acts as the liaison between behavioral health staff, the Clinical Director, and interdisciplinary leadership.

Job Duties

Program Oversight & Clinical Operations

  • Oversee the day-to-day operations of behavioral health services, ensuring effective and efficient delivery of care.
  • Supervise behavioral health staff, including psychiatrists, psychiatric RNs, behavioral health providers, and behavioral health technicians.
  • Ensure appropriate staffing coverage, scheduling, and workload distribution to meet patient care needs.
  • Monitor service delivery to ensure timely assessments, treatment planning, and continuity of care.
  • Coordinate with the Clinical Director to ensure behavioral health operations align with clinical standards and organizational expectations.

Clinical Leadership & Crisis Management

  • Provide leadership and guidance in the management of complex behavioral health cases, including those involving Serious Mental Illness (SMI).
  • Oversee crisis intervention protocols, including suicide prevention, risk assessments, and emergency response coordination.
  • Exercise authority to add, remove, or reduce suicide watch precautions on all patients.
  • Ensure appropriate clinical documentation, treatment planning, and follow-up care in accordance with standards of practice.
  • Support staff in managing high-risk or acute behavioral health situations.
  • Consult with the Clinical Director on high-risk cases, clinical escalations, and complex treatment decisions.

Compliance & Quality Management

  • Ensure compliance with National Detention Standards (NDS) 2025, ACA, and all applicable federal, state, and local regulations.
  • Monitor documentation practices to ensure accuracy, completeness, and timeliness.
  • Support audits, inspections, and quality assurance reviews.
  • Implement and monitor quality improvement initiatives to enhance patient outcomes and program effectiveness.
  • Collaborate with the Clinical Director to ensure behavioral health quality metrics align with overall clinical quality goals.

Contract Compliance & Management

  • Ensure behavioral health services comply with all contractual requirements outlined in the facility’s healthcare services agreement.
  • Monitor behavioral health performance indicators, service-level requirements, and quality metrics to ensure alignment with NDS 2025, ACA, and regulatory standards.
  • Collaborate with the Clinical Director and HSA to ensure behavioral health operations meet all clinical and administrative components of the contract.
  • Prepare, review, and submit behavioral health documentation, reports, and data required for contract oversight, audits, and inspections.
  • Participate in internal and external audits, contract monitoring visits, and compliance reviews.
  • Identify behavioral health compliance gaps or risks and develop corrective action plans.
  • Ensure behavioral health staff understand and adhere to contract-driven policies, procedures, and performance expectations.
  • Support continuous monitoring of behavioral health service delivery to ensure adherence to scope-of-work requirements and quality benchmarks.

Interdisciplinary Collaboration

  • Collaborate with medical, nursing, pharmacy, dental, and administrative teams to support integrated patient care.
  • Partner with the Clinical Director to align behavioral health services with overall clinical goals and standards.
  • Coordinate with custody or facility leadership to support safe and effective patient management.
  • Participate in interdisciplinary case reviews, clinical meetings, and operational briefings.

Staff Leadership & Development

  • Directly manage, supervise, coach, and mentor behavioral health staff to ensure high performance and professional development.
  • Support recruitment, onboarding, and training of behavioral health personnel.
  • Foster a professional and supportive work environment that promotes staff engagement and accountability.
  • Collaborate with the Clinical Director to ensure staff competency and adherence to clinical protocols.

Operational & Administrative Support

  • Track and report behavioral health program metrics, including utilization, outcomes, and compliance indicators.
  • Identify operational gaps and implement process improvements.
  • Assist with policy development and program enhancements in collaboration with leadership.
  • Support the Clinical Director and HSA in meeting contractual, operational, and reporting requirements.

Additional Responsibilities

  • Participate in required meetings, training sessions, and organizational initiatives.
  • Respond to behavioral health emergencies as required.
  • Perform other duties as assigned in support of departmental and organizational objectives.


Minimum Qualifications

  • Licensed Psychologist (Ph.D. or PsyD) OR Licensed Clinical Social Worker (LCSW/LICSW) required.
  • Minimum of seven (7) years of post-independent licensure clinical experience.
  • Minimum of six (6) years of administrative supervisory experience.
  • Experience managing behavioral health treatment programs and/or leading complex organizations.
  • Experience working with Serious Mental Illness (SMI) populations required.
  • Experience in correctional, detention, residential, or institutional behavioral health settings preferred.
  • Strong knowledge of behavioral health regulations, crisis intervention practices, and clinical documentation standards.
  • Ability to independently modify suicide watch precautions (add, remove, or reduce) for any patient.
  • Ability to perform approximately 60% clinical duties and 40% administrative duties.
