Description
Senior Capture Specialist / Capture Specialist II
Role:
We are not looking for someone who simply downloads RFPs from procurement portals and forwards them to the team. We want someone who is naturally curious, persistent and commercially minded - part researcher, part investigator and part operator. When you see an opportunity, your instinct should be to understand who owns the problem, who has the work today, when the contract expires, what the agency is trying to accomplish, who is likely to compete and whether Dash has a real reason to believe it can win. The right person enjoys connecting dots that other people miss.
Opportunity Identification
- Continuously monitor U.S. State, Local and Education procurement sources for relevant opportunities.
- Maintain visibility across state procurement portals, agency sites and major bid platforms such as BidNet, DemandStar and Bonfire.
- Monitor SAM.gov and federal sources when relevant to the broader government strategy.
- Identify upcoming renewals, expiring contracts, pre-solicitation activity, RFIs and opportunities before formal RFP release whenever possible.
Opportunity Qualification
- Build concise opportunity briefs covering agency, problem statement, scope, estimated value, dates, incumbent, procurement method, vehicle, competition, requirements, past-performance fit and key risks.
- Support formal Bid/No-Bid analysis and separate genuinely strategic opportunities from keyword matches.
- Maintain accurate opportunity status and next actions in CRM and pursuit trackers.
Capture Intelligence
- Research agency budgets, technology priorities, incumbents, prior awards, procurement history and decision-making environment.
- Develop competitor and incumbent intelligence.
- Identify teaming partners, subcontractors, OEMs and contract-vehicle partners that could improve Dash's position.
- Maintain state-by-state procurement intelligence including registrations, vehicles, portals, renewal calendars and important procurement cycles.
Capture Planning & Proposal Transition
- Develop lightweight capture plans for priority opportunities and track customer, competitor, partner, solution, past-performance and contract-vehicle gaps.
- Coordinate actions required before the RFP is released.
- Conduct structured handoff from capture to proposal so proposal teams receive the intelligence collected during capture rather than starting from zero.
- Support proposal teams with competitor, customer and partner research throughout the pursuit.
Team Contribution
- Help coach the junior Capture Analyst already on the team.
- Build reusable research methodologies, templates and source lists.
- Proactively identify improvements in how Dash searches, qualifies and prioritizes opportunities.
Required Experience & Skills
- 3-5 years of experience supporting U.S. government contracting, capture, proposals, market research or opportunity qualification.
- Direct exposure to U.S. State/Local/Education opportunities strongly preferred.
- Familiarity with public-sector procurement portals and RFP/RFQ/RFI documentation.
- Strong research and analytical capability and ability to turn large volumes of information into short decision-oriented summaries.
- Strong written and spoken English, excellent follow-through and attention to deadlines.
- Comfort with CRM, spreadsheets and structured opportunity tracking.
Preferred Qualifications / Experience
- Experience using GovWin or similar public-sector intelligence tools.
- Experience researching incumbent contracts and government spending.
- Exposure to IT services, staffing, cloud, data, AI or digital-transformation opportunities.
- Experience researching contract vehicles and teaming partners.
The Personality We Are Looking For
- Does not stop at the first search result.
- Keeps asking questions until the situation makes sense.
- Is comfortable saying, "I do not know yet, but I know how to find out."
- Follows through without needing reminders.
- Notices inconsistencies and investigates them.
- Treats every opportunity as a business decision, not an administrative task.
- Has the confidence to recommend that Dash walk away from a weak opportunity.
What Success Looks Like
Within the first 90 days, the capture function should have a reliable opportunity feed, standardized qualification briefs, state/vehicle intelligence, documented incumbent and competitor research, and a clean handoff process into active proposals.
