The Healthy Food & Dining (HFD) Division designs, develops and implements multiple-prong food strategies to create a supportive environment for healthier food and drinks options. This includes working with food manufacturers, retailers and F&B partners to increase the supply and adoption of healthier choices, as well as public education and digital programmes to encourage healthier eating and purchasing habits.
You will join the HFD Division and oversee the administration, operations and continuous improvement of the Healthier Choice Symbol (HCS) Programme. You will drive key projects and initiatives, strengthen programme processes and governance, support digital system enhancements, manage operational risks and audits, and coordinate with internal teams, manufacturers, partners and vendors to ensure the programme is delivered effectively and remains fit for purpose.

[What you will be working on]

  • Manage project and programme management for the HCS Programme, including monitoring delivery, resolving implementation issues and providing progress updates to ensure timely and high-quality delivery.
  • Oversee the day-to-day administration and operational management of the HCS Programme, including HCS applications and case handling, routine public and company-facing queries, programme communications and information dissemination, ensuring processes, records and service standards are accurate, consistent and timely. Assess and escalate complex, sensitive or precedent-setting cases to the HCS Lead, with appropriate analysis and recommendations.
  • Drive process improvement and programme governance by reviewing and streamlining workflows, identifying operational risks and recurring issues, strengthening procedures and controls, supporting audits, and implementing improvements across HCS and related programmes where relevant to enhance efficiency, service quality and programme integrity.
  • Work with IT teams, vendors and relevant stakeholders to deliver system and digital improvements, including gathering and defining business requirements, supporting HCS digital enhancements, conducting testing and user acceptance, coordinating implementation and resolving follow-up issues.
  • Contribute to programme monitoring, guidelines and content development, including guideline and handbook updates, product classification, claims, and public education or digital content, by synthesising programme data, operational insights and stakeholder feedback and translating these into recommendations and programme improvements.
  • Work closely with the HCS Lead on programme planning and continued evolution of HCS, providing operational analysis and recommendations to inform workplan, resource prioritisation, communications strategy, policy and programme reviews, and the identification of emerging or systemic issues.

[What we are looking for]

You should possess strong project management, administrative and operational management skills, with a disciplined approach to planning, execution and follow-through. You will work with members of the Healthy Food & Dining team and other HPB teams, as well as relevant external stakeholders and vendors, to deliver programmes, projects and operational improvements.

You should also possess the following:

  • At least 5 years of experience in project or programme management, large-scale programme administration, with proven ability to manage multiple workstreams, operational processes, stakeholders and deliverables. Relevant experience may include government or public-sector programmes, regulatory/licensing, certification/accreditation, healthcare operations, grants, or quality/compliance.
  • Strong operational and process management capabilities, with a high level of attention to details, manage operational risks and escalations, and ensure accurate and timely programme delivery.
  • Strong analytical, critical reasoning and problem-solving skills, with the ability to use programme or operational data to identify issues, assess options and make sound recommendations.
  • Excellent verbal, written and stakeholder management skills, with the ability to work effectively with technical, operational and other stakeholders.
  • Relevant qualifications or experience in food, nutrition, food science, food service or other regulated environments, as well as experience in audits, digital/system implementation or vendor management, would be advantageous.

Successful candidates will be offered a 2-year contract.
