Description
The Contractor must provide professional web design and information architecture services, including but not limited to:
Discovery and Assessment
- Review existing websites, applications, and digital services.
- Evaluate the current user experience, navigation, and information architecture.
III. Identify improvement opportunities and design logical and intuitive information architectures that support user tasks rather than organizational structures.
- Recommend revised site hierarchies, navigation models, page structures, and content organization.
- Develop personas, user journeys, process flows, or site maps if required.
- Conduct or support usability assessments or testing, as required, to validate proposed designs and identify barriers to successful task completion
Web Design
- Produce wireframes, mock-ups, prototypes, and interface concepts.
- Recommend layouts and provide design specifications to support their implementation of layouts that align with the Canada.ca Design System and Government of Canada visual design standards.
Accessibility and Inclusive Design
Ensure that recommendations and designs are developed in accordance with applicable accessibility requirements, including:
- WCAG 2.2 Level AA;
- the Accessible Canada Act;
III. Treasury Board Secretariat accessibility requirements; and
- Government of Canada digital accessibility guidance.
- Identify accessibility barriers and recommend practical remediation approaches.

The Offeror’s resource must demonstrate recent* and significant** experience working in a Government of Canada web environment, including experience with the Canada.ca Design System or applicable Government of Canada web standards.
To demonstrate compliance, the offeror must provide with their Technical Offer:
A link to the live Canada.ca website (or subsite) for which the resource led the web design activities.
Where the website or sub-site is no longer live, the Offeror must provide an archived link or other evidence demonstrating the resource's involvement and the resulting web design work. |

The Offeror’s resource must demonstrate a minimum of five (5) years of relevant professional experience in at least two (2) of the following areas, with the combined experience totaling at least five (5) years:
web design,
user experience (UX)/user interface (UI) design, or
information architecture (IA).
To demonstrate compliance, the offeror must provide with their Technical Offer the following information for a minimum of three (3) projects***:
Organization name;
Start date and end date (specify month and year, and indicate if work is still in progress);
A description of the scope of the services provided; and
Name and contact information (phone number and/or email) of an authorized representative available to verify the information supplied by the Bidder. |

The Offeror’s resource must demonstrate experience applying accessibility requirements to at least three (3) digital products, including experience applying WCAG requirements, preferably WCAG 2.2 Level AA, or equivalent recognized accessibility standards.
To demonstrate compliance, the offeror must provide with their Technical Offer:

A description of the scope of the services provided; and
Name and contact information (phone number and/or email) of an authorized representative available to verify the information supplied by the Bidder. |

The Offeror’s resource must demonstrate experience conducting usability assessments or testing and applying findings to improve the design of at least two (2) digital products.
To demonstrate compliance, the offeror must provide with their Technical Offer:

Name and contact information (phone number and/or email) of an authorized representative available to verify the information supplied by the Bidder. |

The proposed resource must demonstrate experience producing at least three (3) of the following deliverables:
personas or user journeys,
site maps,
navigation models,
interactive prototypes or UI mock-ups, or
design specifications.
To demonstrate compliance, the offeror must provide with their Technical Offer:
