Social Worker Supervisor I: $33.59 - $40.83 Hourly/$2,687.20 - $3,266.40 Bi-Weekly

Social Worker Supervisor II: $35.29 - $42.89 Hourly/$2,823.20 - $3,431.20 Bi-Weekly

Bilingual Incentive! - Candidates who are certified Spanish bilingual are eligible for a 7.5% bilingual stipend.


Social Worker Supervisor I -

Nature of work: The primary function of a Social Worker Supervisor I is to supervise staff that support social work practice by interpreting policies and procedures and reviewing and monitoring the work performed including case records and reports to ensure quality service delivery and compliance with state and federal laws and agency policy. This position is responsible for the training of CPS Social Workers new to the Protective Services field. Additionally, this position plays in integral role in the maintaining and updating of the CPS training program manuals and materials. This Supervisor oversees a Staff Services Analyst who conducts Case Review of the CPS cases and conducts Quality Assurance of the Case Review work. The Supervisor interacts with all CPS Supervisors as their role as new employee trainer results in a transition to another CPS Unit’s Social Worker. The Supervisor oversees the CPS Legal Clerks, and manages the flow of the Court documentation processed by the Unit Staff. Therefore, the Supervisor must stay up to date on changing legal mandates and practices. 

Ideal Candidate: The ideal candidate for this position will have the necessary skills to supervise, lead, train and direct staff; have a strong emphasis on continuous quality improvement; strong work ethic and ability to prioritize assigned work tasks and follow through in a timely manner; excellent listening and strong written and verbal communication skills; exceptional customer service skills and initiative; solution based problem solving skills; experience in maintaining cooperative relations and communications with clients, management, and staff; be able to effectively work with community partners, and be knowledgeable of community resources; ability to maintain a high standard of professionalism; proficiency in Microsoft Office as well as basic knowledge of software and database programs.

Social Worker Supervisor II

Nature of work: The primary function of a Social Worker Supervisor II is to supervise staff that address concerns of serious abuse and neglect which may include assessing and investigating child abuse/neglect referrals, interviewing clients to ascertain the nature of the issues and developing service plans, reviewing and/or writing court reports, case plans with time sensitive and legal deadlines; and reviewing and discussing information obtained by workers investigating suspected child abuse and neglect complaints to determine if allegations can be substantiated and if case plans are appropriate. 

Ideal Candidate: The ideal candidate for this position will have knowledge of methods and principles of casework supervision and training; considerable understanding of social work principles, techniques and practices and their application to casework; comprehension of behavioral and socioeconomic problems and their treatment; awareness of  governmental and private organizations and community resources; knowledge of laws, regulations and policies which govern Social Work programs; ability to supervise, train, or orient lower-level Social Workers, students, interns, or other staff; ability to express ideas clearly and concisely and to plan and execute work effectively; have a strong emphasis on continuous quality improvement; exceptional customer service skills and initiative; experience in maintaining cooperative relations and communications with clients, management, staff, and community partners; ability to maintain a high standard of professionalism; proficiency in Microsoft Office as well as basic knowledge of software and database programs.

Typical Duties of a Social Worker Supervisor I Include: Plans, assigns, supervises, and reviews the work of support staff to ensure quality, completion, and compliance with department standards; identifies training needs, conducts training for all CPS staff and provides leadership and coaching for staff which includes using continuous quality improvement to improve practice; independently establishes a course of action to accomplish work objectives and adapts to meeting changing priorities; promotes cooperative professional working relations among staff, resolves conflicts, and monitors work environment; provides employees with guidance and prepares performance evaluations; and develops or revises policies, procedures, and templates to improve efficiency, effectiveness, and compliance. 

Typical Duties of a Social Worker Supervisor II Include: Supervising Social Workers who provide direct services to clients. The Social Worker Supervisor assigns cases to staff, coordinates work flow operations and supervises staff through case review and consultation which requires the provision of substantial and recurring technical direction. Duties may include screening CPS reports for investigation, staff training, orientation and evaluation for resolving problems and ensuring that quality services are provided. As a Social Worker Supervisor you may also be required to work evenings in addition to the rotation of emergency supervisory on-call duty during evening and weekends. 

Controversial Issues: As a Social Worker Supervisor you may be required to take actions that conflict with your own values regarding client services, and agency operations. The Social Worker Supervisor may encounter clients who are emotionally charged; clients that have substance dependence, mental health, trauma or domestic violence history. A Social Worker Supervisor must be able to accept clients' differences and interact with them in a non-judgmental manner.

Minimum Qualifications
Social Worker Supervisor I -

Pattern 1: Three (3) years of full-time experience performing journey level social work case management duties* in a Social Worker II classification in an Interagency Merit System (IMS) county;

(Substitution: One year of graduate work in social work or counseling may substitute for one year of the required experience.)

OR

Pattern 2: One (1) year of full-time experience performing advanced journey level social work case management duties in a Social Worker III classification in an Interagency Merit System (IMS) county.

OR

Pattern 3: Four (4) years of full-time experience performing social work case management duties.

*Qualifying social work case management includes direct case work management, such as: assessment, evaluation; conducting investigations of abuse and neglect; preparing court reports; responsibility for a long term caseload, monitoring compliance through home calls and other personal contact; collaboration with other agencies and linking clients to resources and programs; development of a case plan, modification of case plans as needed/required; and authority to impose sanctions or implement actions that impact services.

Social Worker Supervisor II -

Pattern 1: Two (2) years of full-time experience performing duties of the Social Worker III in an Interagency Merit System (IMS) county; AND A Master’s degree in Social Work from an accredited college or university or a Master’s degree from an accredited two (2) year counseling program.*

OR

Pattern 2: One (1) year of full-time experience performing duties of the Social Worker IV classification in an Interagency Merit System (IMS) county; AND A Master’s degree in Social Work from an accredited college or university or a Master’s degree from an accredited two (2) year counseling program.*

OR

Pattern 3: Four (4) years of full-time experience performing social work case management duties;** AND A Master’s degree in Social Work from an accredited college or university or a Master’s degree from an accredited two (2) year counseling program.*

*Qualifying Master’s degrees include: Marriage and Family Therapy, Clinical Counseling, Mental Health Counseling, Addiction Counseling, Gerontology and Counseling Psychology. Completion of all of the requirements for a Marriage and Family Therapy (MFT) license program may be substituted upon submission of verifying proof.

**Qualifying social work case management includes direct case work management, such as: assessment, evaluation; conducting investigations of abuse and neglect; preparing court reports; responsibility for a long term caseload, monitoring compliance through home calls and other personal contact; collaboration with other agencies and linking clients to resources and programs; development of a case plan, modification of case plans as needed/required; and authority to impose sanctions or implement actions that impact services.

Licenses & Special Requirements:
  • Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required.  Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.


BILINGUAL CANDIDATES:

  • Must pass a written and/or oral bilingual proficiency test to qualify.

The department is currently recruiting for one (1) anticipated vacancy in November 2026.

In addition, Tehama County is establishing an eligibility list to fill future vacancies for a Social Worker Supervisor I or Social Worker Supervisor II, as well as subsequent vacancies, which occur during the life of the eligibility list.


New employees should anticipate being hired at the beginning step of the salary range. Candidates who exceed entry level qualifications may be considered, with approval from the Board of Supervisors, for placement at other than A step.
