POSITION SUMMARY
The FP&A Senior Analyst, Workforce & Expenses is a senior specialist role within the Financial Planning & Analysis (FP&A) team, serving as a subject matter expert in workforce planning, compensation modelling, operating expense forecasting, and financial performance analysis. The role is responsible for leading the development and continuous improvement of workforce and expense planning frameworks, financial models, forecasts, and analytical insights that support the University's budgeting, strategic planning, and financial sustainability objectives.
Operating with a high degree of professional autonomy, the position provides complex financial analysis, scenario modelling, and evidence-based recommendations to support decision-making across the University. The Senior Analyst partners closely with stakeholders across Finance, People, and business units to identify risks and opportunities, challenge assumptions, improve planning methodologies, and ensure workforce and expense forecasts accurately reflect operational and strategic priorities.
Key Accountabilities Summary
People collaboration and relationship management
- Develop and maintain trusted relationships with stakeholders across the University, acting as a key finance partner for workforce and operating expense planning matters.
- Provide specialist advice and evidence-based recommendations to support strategic workforce and financial decision-making.
- Influence stakeholders through effective communication of financial insights, planning assumptions, risks, and opportunities.
- Facilitate collaboration between Finance, People, Academic Schools, Professional Units, and Headquarters to ensure alignment of workforce plans, financial targets, and strategic objectives.
- Lead discussions that challenge assumptions, improve forecast quality, and support informed decision-making.
- Contribute proactively to departmental, portfolio, and University-wide strategic initiatives and continuous improvement activities.
- Share knowledge and promote best-practice financial planning and analytical methodologies across the organisation.
Worforce and Financial Planning, Controlling, Reporting and Analysis
- Manage the preparation, maintenance, and continuous improvement of detailed workforce and operating expense budgets and forecasts. This includes headcount planning, salary and on-cost modelling, casual staffing, non-salary expenses, CAPEX, and depreciation, while accounting for the complexities of academic and professional staff structures in a multi-faculty, multi-campus environment.
- Perform in-depth variance analysis, trend reporting, product, and performance monitoring across workforce and expense categories. Identify root causes of variances, highlight key risks and opportunities, and provide actionable insights to support effective financial management.
- Develop and update advanced financial models for scenario planning and sensitivity analysis, including the financial impact of salary increases, new hires, cost-saving initiatives, and workforce restructuring.
- Prepare accurate, timely, and insightful reports, dashboards, and presentations for different stakeholders. Present workforce and expense data in a clear, concise manner to facilitate strategic decision-making.
- Collaborate and influence stakeholders across People, Finance (e.g RMIT AU Finance Team), and business units to ensure workforce and expense plans are accurately costed, budgeted, monitored, and forecasted. Facilitate alignment between financial targets and workforce requirements by providing timely analysis, insights, and recommendations that support effective planning and decision-making.
- Contribute to process improvements in data collection, reporting systems, forecasting methodologies, and overall FP&A efficiency. Identify opportunities to enhance data quality and automate routine processes.
- Undertake ad-hoc financial analysis and special projects as required, including business cases, cost optimisation reviews, and responses to changing university priorities.
- Maintain high standards of data integrity, reconciliation between financial systems and source data, and compliance with university policies and reporting requirements.
- Retrieve data from various systems and cleanse for inputs to Product Costing model for reporting and analysis purpose.
- Handle Finance Connect requests related to planning processes and guidelines raised by relevant stakeholders.
- Act as the custodian of workforce planning assumptions, modelling methodologies, and reporting standards to ensure consistency, integrity, and transparency across planning processes.
- Identify emerging workforce, compensation, and operating cost risks and opportunities, providing proactive recommendations to support financial sustainability and organisational performance.
- Lead complex scenario modelling and financial impact assessments relating to workforce growth, organisational change initiatives, remuneration reviews, productivity improvements, and strategic investment decisions.
- Provide analytical leadership for major planning cycles, including budget development, forecasting exercises, workforce planning reviews, and long-term financial planning activities.
- Lead or contribute specialist financial expertise to cross-functional projects and strategic initiatives with significant workforce or cost implications.
- Manage and respond to Finance Connect requests relating to planning methodologies, forecasting processes, and reporting requirements.
- Contribute to cross-functional projects and strategic initiatives requiring specialist financial and analytical expertise.
- Undertake other duties consistent with the classification level and requirements of the position.
Research, Strategic Projects and Enterprise Projects management
- Manage the financial aspects of research grants and contract projects, ensuring accurate allocation of direct and indirect costs, overhead recovery, and full compliance with funding body requirements and university policies.
- Provide financial advice to internal stakeholders, including discussion with external parties and SMEs
- Review financial terms of contracts to ensure their eligibility and appropriateness
- Set up mechanisms and tools to track research / project funds
- Manage post-award financial reporting, budget reviews
- Provide financial data for any compliance or audit checks of the research/grants/projects
Compliance and Risk Management
- Ensure compliance with University policies, financial governance requirements, reporting standards, and relevant regulatory obligations.
- Maintain controls, documentation, and governance over workforce planning assumptions, financial models, and forecasting methodologies.
- Identify, assess, and monitor workforce, financial, and operational risks that may impact budget performance and strategic objectives.
- Recommend mitigation strategies and improvement initiatives to strengthen financial performance, forecasting accuracy, and resource management.
Key Selection Criteria
- Bachelor’s degree in Finance, Accounting, Commerce, or related field. Postgraduate qualification (e.g., MBA, Master of Finance) or professional accreditation (CPA, CIMA, CMA...) highly regarded.
- Minimum 6-8 years of experience in financial analysis, budgeting, or accounting, ideally in higher education or a similar complex environment.
- Strong proficiency in financial modelling (especially Excel) and experience with ERP/financial systems.
- Good understanding of workforce costing, expense management, and higher education funding models.
- Analytical mindset with high attention to detail and problem-solving skills.
- Effective communication skills and ability to work collaboratively with diverse stakeholders.
- Strong understanding of higher education environment and AASB accounting standards.
- Proven ability to improve financial processes, systems, and controls to enhance efficiency, accuracy, and service delivery.
- Ability to manage competing priorities, meet deadlines, and deliver outcomes in a fast-paced environment.
- Ability to work independently while contributing effectively within a team environment.
- Ability to display appropriate behaviours in line with the position, RMIT Values and RMIT Leadership Model.
