Senior Project Lead

ASR International is seeking an experienced Senior Project Lead to support the U.S. Marine Corps Logistics Command (MARCORLOGCOM) Coordinated Secondary Reparable (SECREP) Management and Strategic Logistics Services program. This Key Personnel position will provide overall leadership, management, and oversight of a geographically dispersed contractor workforce supporting Marine Corps logistics operations at multiple locations. The Senior Project Lead will be responsible for ensuring adequate and qualified staffing, effective program execution, timely and high-quality deliverables, and consistent achievement of Government objectives.

The Senior Project Lead will maintain close communication and coordination with Government stakeholders, oversee the performance of contract personnel, and ensure complex logistics support requirements are executed effectively, on schedule, and within budget. The individual will apply extensive knowledge of military logistics, supply and maintenance operations, and Secondary Reparable management to identify and resolve program challenges, facilitate program improvements, and support the continued readiness and sustainment of Marine Corps operations.

The successful candidate must possess strong leadership, organizational, problem-solving, and communication skills and be comfortable managing personnel and priorities across geographically separated locations. Although this position is not required to perform duties on-site at the Government installation on a daily basis, the Senior Project Lead must maintain sufficient proximity to Albany, GA, to support in-person Government meetings, program reviews, and other on-site activities as required.

The Government estimates approximately 1,440 labor hours annually for this position.

Responsibilities:

• Maintain overall responsibility for execution and performance of the Coordinated SECREP Management and Strategic Logistics Services program.
• Provide management and oversight for contractor personnel supporting military logistics activities across geographically separated locations.
• Ensure adequate, qualified staffing is maintained for all required program functions and locations.
• Serve as ASR’s authorized representative for matters relating to performance of the PWS and maintain close communication with the Government customer.
• Ensure program objectives are met and deliverables are timely, high quality, and provide value to the customer.
• Facilitate program improvements and support continuous improvement of program execution.
• Plan, organize, and oversee complex logistics support requirements to meet PWS requirements on time and within budget.
• Apply knowledge of applicable laws, policies, regulations, and precedents to logistics planning and program execution and sustainment.
• Oversee performance across Marine Corps organizations and Reparable Issue Point locations supporting Coordinated SECREP Management.
• Support contractor performance management, quality, staffing, transition, and reporting requirements across the program.
• Be available to respond to Government inquiries within one hour during the contract’s normal business hours.
• Perform additional duties typical of or related to Senior Project Lead responsibilities.

Required Qualifications:

• Minimum of five to six (5–6) years of integrated logistics and support experience requiring a broad knowledge of logistics or supply requirements and techniques.
• Minimum of five to six (5–6) years of Project Lead experience managing Government contract projects.
• Minimum of five to six (5–6) years of military supply and maintenance experience related to wholesale and retail Secondary Reparable management.
• Minimum of five to six (5–6) years of experience managing diverse, geographically separated personnel.
• Minimum of five to six (5–6) years of experience providing oversight of at least 25 personnel supporting military logistics activities around the world.
• Demonstrated ability to analyze problems, identify significant factors, gather pertinent data, and recognize and apply effective solutions.
• Demonstrated ability to plan and organize work to successfully perform complex tasks.
• Strong written and oral communication skills, with the ability to communicate effectively with personnel at various levels and ranks.
• Working knowledge of applicable laws, policies, regulations, and precedents governing logistics planning and program execution and sustainment.
• Ability to obtain and maintain a Common Access Card (CAC) and satisfy applicable background investigation requirements.  Must be a US citizen.

Preferred Qualifications:

• Prior leadership experience supporting U.S. Marine Corps logistics, Marine Corps Logistics Command, or comparable Department of Defense logistics organizations.
• Experience with Coordinated Secondary Reparable (SECREP) Management, Reparable Issue Point operations, supply chain management, or strategic logistics services.
• Experience overseeing geographically dispersed teams operating across CONUS and OCONUS locations.
• Experience managing contract deliverables, quality control, staffing, transition activities, and Government customer relationships on complex logistics support contracts.
