Security Operations Manager
The Security Operations Manager serves as the second-in-command within the Security Department and provides strategic, operational, and administrative leadership in support of the Chief of Security. This role is responsible for overseeing day-to-day physical security operations across all PGW facilities, ensuring the protection of employees, assets, infrastructure, and operations from physical threats, unauthorized access, workplace violence, and operational disruptions.
The Security Operations Manager assists in the development and execution of enterprise security strategies, emergency preparedness initiatives, investigations, regulatory compliance activities, and security technology programs. The position serves as a key liaison with law enforcement, emergency management agencies, regulators, and internal business leaders.
This role also provides leadership over contract security operations, security systems administration, incident response coordination, and security-related business continuity initiatives while ensuring alignment with PGW’s strategic security-related objectives, regulatory obligations, and industry best practices.
The position is subject to emergency call-out responsibilities and must be available to respond to critical incidents, alarms, security breaches, and emergency situations outside of normal business hours.
Responsibilities
Security Operations & Administration
Assist the Chief of Security in directing and administering enterprise-wide physical security operations for all PGW facilities, including locations operating 24/7.
Oversee the daily operation and effectiveness of physical security programs designed to protect employees, facilities, vehicles, infrastructure, and other PGW assets from theft, vandalism, sabotage, workplace violence, unauthorized access, and other security threats.
Manage and monitor enterprise security systems including:
Access control systems
CCTV and video surveillance systems
Intrusion detection and alarm systems
Electronic guard tour systems
Emergency notification systems
Ensure timely response and resolution to alarms, incidents, emergencies, and after-hours security events.
Direct routine inspections, audits, and vulnerability assessments of PGW facilities, gates, fences, doors, vehicles, and critical infrastructure to ensure compliance with security standards and regulatory requirements.
Coordinate credentialing and badging programs, including employee and contractor access authorization processes.
Emergency Management & Incident Response
Support the development, implementation, and continual improvement of security policies, emergency response procedures, crisis management plans, and business continuity protocols.
Lead or coordinate emergency response activities and corporate task forces during elevated threat conditions, severe weather events, operational disruptions, or other emergencies.
Serve as a liaison with local, state, and federal law enforcement, emergency management agencies, intelligence-sharing organizations, and public safety partners.
Participate in regional and industry security organizations and intelligence-sharing initiatives to maintain situational awareness regarding emerging threats and funding opportunities
Investigations & Compliance
Conduct and oversee confidential investigations involving employees, contractors, security incidents, property loss, workplace misconduct, regulatory matters, and other incidents impacting PGW interests.
Prepare investigative reports, maintain case documentation, and coordinate with Human Resources, Legal, Compliance, and law enforcement agencies as necessary.
Support regulatory inspections and compliance activities involving agencies such as the Department of Homeland Security (DHS), Transportation Security Administration (TSA), and other applicable entities.
Ensure required security records, certifications, training documentation, and incident logs remain accurate, current, and audit ready.
Strategic Planning & Financial Management
Assist with development and management of departmental operating and capital budgets, including forecasting, variance tracking, and project cost management.
Support enterprise security initiatives and capital improvement projects involving security infrastructure, technology enhancements, and operational efficiencies.
Analyze security trends, risks, incident data, and operational metrics to identify vulnerabilities and recommend corrective actions or program improvements.
Ensure security initiatives align with PGW strategic priorities, operational objectives, and regulatory requirements.
Other Related Duties
Maintain awareness of current and emerging trends, technologies, and best practices in corporate security, critical infrastructure protection, and emergency management.
Perform special projects, emergency assignments, and other duties as assigned by the Chief of Security or executive leadership and recommend corrective action.
Perform other special projects and assignments as directed.
Qualifications
Bachelor’s degree in criminal justice, Homeland Security, Emergency Management, Business Administration, Public Administration, or a related field required; master’s degree preferred.
Minimum of 8–10 years of progressively responsible experience in corporate security, law enforcement, critical infrastructure protection, military security, emergency management, or related public safety operations.
Minimum of 5 years of leadership or supervisory experience managing security personnel, contract guard forces, and/or multi-site security operations in a complex operational environment.
Demonstrated experience overseeing physical security systems including access control, CCTV surveillance, intrusion detection systems, alarm monitoring, and emergency notification technologies.
Experience conducting sensitive and confidential investigations involving workplace incidents, employee misconduct, security breaches, theft, vandalism, or regulatory matters.
Strong knowledge of security risk assessment methodologies, crisis management, business continuity planning, and incident command/emergency response protocols.
Experience working with local, state, and federal law enforcement agencies, emergency management organizations, and regulatory bodies such as the Department of Transportation (DOT), TSA, DHS, or other critical infrastructure oversight agencies.
Proven experience managing security vendor relationships, service contracts, operating budgets, and capital security improvement projects.
Demonstrated ability to develop and implement security policies, procedures, standards, and training programs within a regulated or high-risk operational environment.
Professional certifications such as CPP (Certified- Protection Professional), PSP (Physical Security Professional), CISSP, FEMA Incident Command certifications, or related security/emergency management credentials preferred.
Must have a Valid Driver’s License.
