Financial Management Manager (Plus) - Army Policy

Job Description:

The selected candidate will work as a Financial Management Manager or above, to strengthen the accuracy, accountability, and auditability of U.S. Army Policy. The candidate will lead audit remediation, internal controls assessment, and enterprise-level financial improvement initiatives in support of the U.S. Army's Financial Improvement and Audit Readiness (FIAR) objectives. This leadership role is responsible for supervising multidisciplinary teams, engaging directly with senior Army financial stakeholders, and overseeing the execution of complex remediation strategies aligned with the Army's Financial Improvement Plan (FIP). The ideal candidate will have extensive experience in the Army's Dormant Account Review-Quarterly (DAR-Q), Joint Review Program (JRP), and related review processes.

Duties will include:

• Prepare fact sheets, information papers, issue papers, white papers, briefing materials, read-aheads, and other leadership support products as required to communicate financial management issues program status, risks, policy impacts, and recommended courses of action as needed.
• Conduct research and analysis necessary to support Army leadership inquiries, emerging requirements, and decision-making activities.
• Develop concise executive-level summaries of complex financial management, policy, audit, internal control and other financial management issues for Government reviews.
• Research statutory, regulatory, DoW, Treasury, OMB and Army requirements; analyze policy gaps.
• Prepare draft policies, procedures, business rules, implementation guidance, and recommended revisions for Government review.
• Research accounting standards and requirements; perform technical accounting analysis.
• Prepare draft financial management and/or accounting guidance, position papers, implementation alternatives, and recommended treatments, when needed.
• Review proposed and revised DoD FMR content to identify potential policy gaps, inconsistencies, overlaps, implementation risks, or areas requiring Army-specific clarification.
• Collect and analyze financial-management information; assess processes against Army or DoW-established criteria.
• Generate metrics, identify trends, risks, inconsistencies, and potential deficiencies in Army programs.
• Provide analytical, technical, and program support to Government personnel responsible for oversight of the Army's Dormant Account Review-Quarterly (DAR-Q), Joint Review Program (JRP), and related review processes.
• Review changes to the OUSD(C), DoD FMR, and other relevant guidance, and other applicable requirements affecting dormant unliquidated obligations (ULOs) and execution reviews; identify potential impacts to existing Army processes and prepare recommended Army procedures, testing criteria, business rules, implementation guidance, and process changes for Government review and approval.
• Leverage Government-approved data and analytical platforms including Advana, ARES, and Army financial management systems, to collect, integrate, reconcile, and analyze dormant account data.

 

Supervisory Responsibilities:

• May supervise the day-to-day workload of direct reports on client engagements.
• Evaluate the performance of direct reports and assist in the development of goals and objectives to enhance professional development and engagement delivery.
• Reports on assigned workstream and/or tasks status to engagement management team
• Demonstrate ownership and accountability for assigned task areas and work products and coach/mentor junior team members on execution.

 

Position Requirements:

• Bachelor's Degree in Accounting, Finance, Information Systems, Business Management/Administration, Mathematics, Statistics, Computer Science, Data Science or field directly related to the position (if the individual did not receive a Bachelor's in one of these fields but received a Master's Degree in Accounting, Finance, Information Systems, Business Management/Administration, Mathematics, Statistics, Computer Science, Data Science, then the Master's may serve in place of the Bachelor's degree); OR one of the following active and current certifications issued by appropriate licensing authority: Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certified Government, Financial Manager (CGFM), Certified Defense Financial Manager (CDFM), Project Management Professional (PMP), Scaled Agile Framework (SAFe), Information Technology Infrastructure Library (ITIL).
• Active minimum DoD SECRET Clearance is required. Candidate must be able to possess an interim SECRET clearance to be considered.
• Intermediate to advanced proficiency in the use of Microsoft Office Suites (especially Excel, PowerPoint, and Word) preferred
• Well-developed and professional interpersonal skills
• Ability to own work-product development and demonstrate initiative and accountability for assigned task areas, effectively coordinating with team members and across various organizations.
• Ability to interact effectively with people at all organizational levels of the firm and client.
• Excellent verbal and written communication skills; detail oriented.
• Ability to work independently within a team environment and with a customer service focus.
• Strong organizational skills with ability to multi-task in a fast-paced, deadline-driven environment.

Seven (7) plus years of experience with Federal financial management; including (3) plus years of Federal accounting experience. The Government will consider commercial experience in lieu of federal financial management and federal accounting.
