[What the role is]
About SAFCoThe Singapore Sustainable Aviation Company (SAFCo) is a mission-driven entity supporting Singapore’s national SAF (Sustainable Aviation Fuel) policy. SAFCo manages the SAF levy collection, procures SAF to meet regulated demand, and develops the voluntary SAF market. As a lean and agile startup, SAFCo is building foundational capabilities to ensure operational excellence, transparency, and credibility in the SAF ecosystem.
Reporting to the Director of Operations, this role is responsible for supporting SAFCo’s levy collection operations and financial planning & analysis activities. The role works across finance, audit, compliance, data and corporate services to strengthen operational controls, analytics and data capabilities, financial accountability, regulatory compliance, and SAFCo’s strategic growth and scalability.
[What you will be working on]
Levy Collection Operations and Controls
- Manage the full end-to-end operational lifecycle of SAF levy collection, from transaction capture through reconciliation, reporting, and audit.
- Manage and supervise the appointed levy collection agent, ensuring contractual compliance, performance standards, service levels, and timely issue resolution.
- Establish and maintain robust governance frameworks, internal controls, and approval processes to ensure accuracy, transparency, and integrity of levy-related transactions.
- Leverage data tools, automation and artificial intelligence (AI) capabilities to improve the efficiency and effectiveness of reconciliations, reporting and exception monitoring and control checks.
- Coordinate closely with CAAS and relevant stakeholders to ensure secure, timely, and accurate reporting of levy collections, adjustments, and reconciliations.
- Ensure levy systems, processes, and data flows are auditable, efficient, resilient, and fully compliant with CAAS regulatory and governance requirements.
- Identify operational, financial, and systems risks relating to levy collection and implement appropriate controls and mitigation measures.
Finance Planning & Analysis
- Manage SAFCo’s financial planning & analysis activities, including budgeting, forecasting, cashflow projections and management reporting.
- Prepare and submit annual budgets, monthly management accounts, quarterly operating expense utilisation reports, and other required financial reports to CAAS.
- Develop and maintain cashflow models and scenario analyses that assess levy collections against operating expenses, including SAF procurement costs, to support liquidity planning and SAF procurement strategies.
- Own and manage levy collection data, using appropriate data platforms, analytics models, automation and AI tools. Establish data quality and governance practices, develop data-driven analyses and provide insights to support operational and strategic decision making.
[What we are looking for]
- Experience: 5 - 10 years of relevant experience in financial planning & analysis or data analytics roles, preferably in government-linked entities, aviation, or regulated industries. Experience managing service providers or operational partners would be advantageous.
- Skills: Strong financial modelling, analytical and problem-solving capabilities, supported by strong controls mindset and data analytics skills. Proficiency in relevant data analytics, visualization, modelling or automation tools, together with experience applying AI to data management, controls and analytics would be advantageous.
- Mindset: Hands-on, adaptable, and resilient. Able to thrive in a startup environment and build systems from the ground up.
- Trained in finance, accounting, economics, business, data analytics, or a related discipline. A relevant professional accounting, finance, audit, data, or risk qualification would be advantageous.
