NOTE: The hiring department may consider applicants at the Asst Right of Way Agent level. If this job class is used to fill the position, the successful candidate will be hired on at the following salary: Asst Right of Way Agent: $98,070.00.

INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The successful candidate may be required to pass a job-related physical evaluation.

The ideal candidate should possess a high level of organizational, time management, and record keeping skills, along with expertise and experience in right of way acquisitions involving private owners and federal, state, and local agencies as well as property management processes including examining and solving property title issues, reviewing appraisals, and presenting/negotiating acquisitions; and demonstrate the ability to accurately analyze information and provide sound advice, solutions, and recommendations.

GENERAL PURPOSE

Under general supervision, performs highly responsible technical and public relations activities associated with the acquisition, management, sale or disposition of rights of way and property for water supply facilities; may provide lead work direction to other employees performing right of way work; and performs related duties as assigned.

DESIRED MINIMUM QUALIFICATIONS

Knowledge of:

Concepts, methods and techniques for appraising property and establishing market value; current market conditions and land sales; methods and techniques for property recordation and property record search; federal, state and local laws and regulations applicable to land and easement acquisition by public agencies, including condemnation and eminent domain proceedings and vacation and relinquishment law; Bureau of Land Management title search and right of way land acquisition procedures; basic principles and practices of property and contract law, including the preparation of detailed legal descriptions; basic terminology, methods and practices of water facilities engineering design, land use planning, land surveying, mapping, construction processes and relocation; principles and practices of sound business communications; principles and practices of effective good faith negotiations.

Ability to:

Analyze technical data and legal requirements, evaluate alternatives and make sound, timely recommendations within established guidelines; plan, organize and provide work direction for carrying out assigned duties efficiently and effectively; understand, interpret, explain and apply federal, state and local laws and regulations applicable to right of way responsibilities; perform sound property appraisals; read and interpret maps, engineering drawings and sketches; research and establish property ownership; prepare clear, concise, comprehensive and legally sound documents and reports; exercise sound independent judgment within general policy guidelines; communicate effectively orally and in writing; use a computer to perform technical research and to access Geographic Information Systems, Assessor's Office interfaces on both the AS/400 and the Internet and other business applications; conduct effective negotiations to meet the District's/SNWA's best interests in accordance with all legal and professional requirements; use tact, discretion and diplomacy in dealing with sensitive situations and concerned property owners; establish and maintain effective working relationships with District managers, staff, engineers, consultants, independent appraisal and title search firms, attorneys, contractors, other governmental real estate personnel, property owners and others encountered in the course of work.

Training and Experience:

A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with major course work in business or public administration, engineering or a related field; successful completion of the courses offered by the International Right of Way Association, leading to certification as a Specialist in one or more of the IRWA's Right of Way Disciplines; and three years of increasingly responsible real estate and/or right of way acquisition experience (preferable in a public agency setting); or an equivalent combination of training and experience.

Licenses; Certificates; Special Requirements:

A valid Nevada driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy.

A Senior Member, International Right of Way Association (SR/WA) professional designation or Certification as a Specialist in one or more of the five IRWA Right of Way Disciplines is desired, but not required.
