ITA is seeking a Project Manager to join the team in Fort Eustis, Virginia in a hybrid position.

Responsibilities

We are seeking an experienced Project Manager to lead the planning, execution, and delivery of technology and digital modernization initiatives supporting the U.S. Army T2COM mission. The Project Manager will serve as the primary delivery and program coordination lead, ensuring that project activities are executed on schedule, within established scope and resources, and in accordance with contractual, technical, security, and quality requirements.

 

The Project Manager will coordinate closely with government leadership, mission stakeholders, technical leads, Business Analysts, Solutions Architects, Power Platform developers, UI/UX personnel, cybersecurity teams, and other project resources to ensure successful delivery of mission capabilities.

 

The ideal candidate will have experience managing federal or DoD technology programs, leading Agile or hybrid delivery teams, managing multiple concurrent initiatives, and communicating effectively with government customers and senior leadership.

 

Key Responsibilties:

  • Lead the planning, execution, monitoring, and closeout of assigned projects and technical initiatives.
  • Serve as the primary project-level point of contact for government stakeholders and program leadership.
  • Develop and maintain project management plans, schedules, milestones, deliverables, and performance objectives.
  • Establish project priorities and coordinate resources to ensure successful execution.
  • Manage project scope, schedule, budget, risks, issues, dependencies, assumptions, and resource requirements.
  • Coordinate activities across Business Analysts, Solutions Architects, Power Platform Developers, UI/UX Designers, testers, cybersecurity personnel, and other technical resources.
  • Ensure project activities remain aligned with approved requirements and mission objectives.
  • Facilitate project kickoff meetings, status meetings, technical working groups, sprint ceremonies, stakeholder reviews, and project closeout activities.
  • Maintain project schedules and track progress against milestones and contractual commitments.
  • Identify schedule delays, resource constraints, technical blockers, and other risks and develop mitigation strategies.
  • Establish and maintain project RAID logs covering risks, assumptions, issues, and dependencies.
  • Coordinate resolution of issues that require cross-functional or stakeholder intervention.
  • Monitor project performance and communicate status, risks, issues, and decisions to government and program leadership.
  • Prepare executive-level briefings, status reports, dashboards, and other program management artifacts.
  • Ensure project deliverables are completed accurately, on time, and in accordance with contractual requirements.
  • Coordinate internal and customer reviews and obtain appropriate stakeholder approvals.
  • Manage project change requests and evaluate impacts to scope, schedule, cost, resources, and technical delivery.
  • Support prioritization of requirements and backlog items based on mission value, risk, schedule, and available resources.
  • Work with technical leads to establish realistic development and delivery schedules.
  • Monitor team workload and resource utilization and coordinate staffing adjustments as needed.
  • Ensure appropriate quality assurance and review processes are incorporated into project execution.
  • Coordinate testing, deployment, release, and transition activities.
  • Ensure project documentation is complete, accurate, current, and properly maintained.
  • Support contract deliverables, reporting requirements, and customer performance reviews.
  • Track action items and decisions and ensure timely follow-through.
  • Maintain strong relationships with government customers and project stakeholders.
  • Proactively identify opportunities to improve delivery processes, team performance, and mission outcomes.
  • Ensure project activities comply with applicable organizational, federal, and DoD policies and procedures.
  • Perform other program and project management duties as required.

 

Qualifications

  • Bachelor's degree in Project Management, Business Administration, Information Technology, Computer Science, Engineering, or a related discipline, or equivalent professional experience.
  • 7+ years of professional experience in project management, program management, technology delivery, or a related field.
  • 3+ years of experience managing software development, IT modernization, digital transformation, or technology implementation projects.
  • Demonstrated experience managing project scope, schedule, resources, risks, issues, dependencies, and deliverables.
  • Experience leading cross-functional technical teams.
  • Experience working directly with government customers, senior stakeholders, and technical leadership.
  • Experience with Agile, Scrum, Waterfall, or hybrid project management methodologies.
  • Experience developing and maintaining project schedules and management plans.
  • Experience with project management and collaboration tools such as Microsoft Project, Azure DevOps, Jira, SharePoint, Confluence, or comparable platforms.
  • Strong understanding of software development lifecycle concepts.
  • Strong written, verbal, presentation, facilitation, and organizational skills.
  • Ability to manage multiple priorities in a complex and rapidly changing environment.
  • Strong analytical and problem-solving capabilities.
  • Ability to identify and communicate project risks and issues to appropriate stakeholders.
  • Ability to obtain and maintain the required security clearance.

Preferred Qualifications: 

  • PMP certification from the Project Management Institute.
  • Agile certifications such as Certified ScrumMaster (CSM), PMI-ACP, SAFe, or equivalent.
  • Experience managing U.S. Army, DoD, or federal government technology programs.
  • Experience supporting Microsoft Power Platform implementations.
  • Experience managing projects involving Power Apps, Power Automate, Dataverse, Power BI, or Microsoft 365.
  • Experience with Azure DevOps and Agile product management.
  • Experience managing digital transformation or business process automation initiatives.
  • Experience with federal acquisition and contract management processes.
  • Familiarity with DoD RMF, NIST, FISMA, DISA STIGs, Zero Trust, and related cybersecurity requirements.
  • Experience managing projects within controlled or government cloud environments.
  • Experience managing projects subject to formal configuration and change management processes.
  • Experience with Earned Value Management (EVM), financial tracking, or other project performance measurement methodologies.
  • Active Secret security clearance.

Pay range for this position is $140,000 - $165,000 annually

 

This position has a broad compensation range due to the complexities of government contracting, including contract pricing, labor category requirements, funding parameters, and varying levels of candidate experience and qualifications.
