JOB PURPOSE
This role is responsible for leading the Bank's Basel III Credit Risk Internal Ratings-Based (IRB) implementation project, including the development of Basel credit model development, project management, governance, and organisational change management. The role ensures successful implementation of the Basel III Capital Adequacy Framework (CAF) Credit Risk requirements in compliance with Bank Negara Malaysia (BNM) regulations while driving the development, implementation and ongoing governance of Basel credit risk models across the Bank.
JOB ACCOUNTABILITIES
Basel Credit Modelling:
1. Leading the IRB modelling team in monitoring the credit models and scorecards performance and reporting them to management in a consistent and timely manner.
2. Oversee the implementation of Basel credit models and scorecards into production systems, ensuring appropriate testing, validation and readiness prior to deployment.
3. Lead the timely resolution of internal and independent model validation findings and ensure effective remediation plans are implemented.
4. Obtaining management and board approvals on credit model matters, including new model development, calibration, enhancement and validation resolutions.
5. Provide strategic advisory and subject matter expertise to business units and model users on Basel credit modelling matters and escalate key model risks to senior management where appropriate.
6. Develop and maintain a robust Basel credit model governance framework, including model lifecycle management, monitoring, periodic review, model inventory and governance documentation.
7. Ensure all Basel credit models comply with BNM Basel III CAF requirements and relevant internal governance standards.
8. Review and challenge modelling methodologies, assumptions, segmentation, risk drivers and calibration approaches developed internally or by external consultants.
9. Monitor model discriminatory power, calibration stability, overrides, population drift and model performance indicators, and recommend redevelopment or recalibration where necessary.
10. Lead engagements with Bank Negara Malaysia, Internal Audit, External Audit and independent validators relating to Basel credit modelling and project implementation.
Project Governance, Planning and Change Management:
1. Design, establish and implement project governance standards, including setting up a project progress tracker and a project steering committee, monitor status against plans, resolving project-related issues and ensuring timely delivery of key deliverables.
2. Track and manage project progress, including project scope, budget, timeline, risks, challenges, issues, dependencies, and benefits.
3. Monitor project performance against approved milestones and proactively address delivery risks, resource constraints and implementation bottlenecks.
4. Proactively provide comprehensive updates to the Senior Management and Board and taking ownership of any assigned plan and action items for the management.
5. Lead the preparation of regulatory submissions, engagement materials, approval papers and progress updates for Bank Negara Malaysia.
6. Provide technical leadership and guidance to project members on BNM Basel III CAF Credit Risk requirements.
7. Collaborate with cross-functional teams to monitor the status of the project, identify any issues and challenges face, and drive the change initiatives.
8. Work alongside with Consultants to implement change management initiatives supporting the adoption and usage of Credit Risk IRB process and components (e.g. PD, LGD and EAD) in the credit decisioning, including training, roadshows, awareness sessions and inculcating a robust IRB risk culture within the Bank.
9. Establish/ enhance existing Change Management Framework, ensuring alignment with best practices and organisational goals.
10. Monitor project resource allocation, delivery performance and project KPIs to ensure successful execution.
11. Manage external consultants and vendors to ensure project deliverables meet agreed timelines, quality standards and contractual obligations.

Stakeholder Management and Communications:
1. Act as a primary point of contact and collaborate with all project stakeholders, including senior management, regulatory bodies, internal teams and external consultants to ensure successful implementation of the project.
2. Facilitate regular communication through status reports, project steering committee meetings, senior management meetings and updates to ensure transparency and alignment.
3. Build and maintain a strong relationship across different functions within the Bank to drive organizational readiness, acceptance and inculcating strong risk culture across the Bank.
JOB REQUIREMENTS
1. Bachelor’s degree in finance, Banking, Statistics, Mathematics, Economics, Actuarial Science, Engineering, Computer Science or a related discipline. Professional qualifications are an added advantage.
2. At least 15 years of experience in model development, project management and financial services industry, preferably in credit risk or regulatory transformation project
3. Strong technical knowledge and practical experience in Basel III Capital Adequacy Framework (CAF), IRB approaches, credit risk modelling and model governance
4. Experience in SAS Enterprise Guide, SAS Base, SQL, Python, R or equivalent analytical platforms.
5. In depth understanding and experience of working in a banking environment in implementing large scale bank-wide related projects.
6. Proven experience managing end-to-end project delivery, including governance, planning, execution, monitoring, stakeholder management, vendor management and change management.
7. Demonstrated ability to independently manage and drive large scale projects.
8. Plus point if certified in one or more of the following: Management Successful Programmes (MSP), Project management Professional (PMP), Prince 2, Certified Scrum Master (CSM), or any relevant qualifications.
9. Good written and verbal communication in English, efficient time management, strong problem solving and analytical skills and good interpersonal skills.
10. Strong leadership, interpersonal and stakeholder management skills with the ability to build collaborative relationships across all levels of the organisation.
