Job Title: Project Engineering Manager – Thailand
Position Type: Group Position / Functional Leadership
Reports To: Functional reporting to the Project Delivery Director during plant construction.
Location: Thailand, Rayong Area
Travel Requirements: Primarily local plant site, with occasional regional or international travel as required (~10–20%)
Authority Level: High (Engineering Sign-off, Contractor Management, Equipment/System Approval)
Initially, this position is part of Project Sirius to establish a new graphite & carbon plant. Upon completion of the plant construction, the role will transition to a local organization as a Plant Engineering Manager.
Objective
The Project Engineering Manager (Thailand) holds ultimate accountability for the engineering design, technical execution, and physical commissioning of the Thailand plant. Operating as a critical functional leader under Group guidance (reporting to Sirius Project Delivery Director), this role bridges global engineering standards with local execution and supports the Project Delivery Director in the execution of the project.
The successful candidate will manage multi-million dollar capital budgets, coordinate Tier-1 contract engineering firms, oversee equipment suppliers, and drive the cross-functional coordination required to deliver a high-performing, compliant, and operationally ready industrial plant.
Scope of Work (SOW) & Boundaries
Lifecycle Ownership: Complete end-to-end ownership of the plant's lifecycle, balancing strategic project management with active, hands-on site involvement, direct troubleshooting, and field implementation from Detailed Engineering Design ➡️ Procurement ➡️ Field Construction ➡️ Commissioning.
Organizational Matrix: Operates in a collaborative, operational partnership locally embedded within the Thailand operation, providing active technical support to local teams while ensuring global engineering governance and regulatory compliance.
Responsibilities
Technical Support & Implementation
Design Implementation: Support the execution of established plant capital projects, including technical equipment setup, system design coordination, and engineering schedule tracking based on approved designs.
Technology & Process Expert: Act as the onsite technical point of contact for new manufacturing equipment, automation setups, and industrial process systems to ensure successful field integration.
Design Review: Collaborate with external contract engineering firms and original equipment manufacturers (OEMs) to review and verify detailed engineering drawings (P&IDs, 3D models, layouts) for site readiness and constructability.
Execution, Construction & Field Coordination
Contractor & Vendor Management: Serve as the main technical interface for equipment suppliers, general contractors, and specialized engineering firms to ensure execution strictly aligns with design parameters.
Cross-Functional Alignment: Work alongside cross-functional internal departments—including local Production, Maintenance, Quality, and Safety teams—to safely execute field installations without disrupting local operations.
Commissioning & Startup: Drive mechanical completion, system dry/wet runs, operational training protocols, and final technical project closure.
Supplier Change Management: Proactively address and manage change orders submitted by suppliers.
PMC Coordination: Maintain close and effective coordination with the hired Project Management Consultancy (PMC) company to ensure alignment on project execution and technical standards.
Project Execution & Progress Control
Timeline & Progress Control: Utilize advanced project tracking tools (e.g., MS Project) to ensure engineering milestone dates are rigorously met, mitigating installation delays.
Risk & Change Management: Identify design gaps or execution bottlenecks early, formulating robust technical solutions and managing formal engineering change orders.
Profile
Primary Qualifications
Education: B.S. Degree or higher in Engineering (Mechanical, Electrical, Chemical, or Industrial Engineering).
Experience: 10+ years of progressive project engineering and product development engineering experience, specifically within complex industrial manufacturing or large-scale factory environments.
Project Scaling: A proven track record of successfully managing and executing multi-million dollar greenfield or brownfield industrial plant installations.
Language: Business-level fluency in English (Group reporting) and native/fluent Thai (local vendor and contractor management).
Hard & Technical Skills
Factory Strategy: Deep experience in factory engineering layouts, equipment maintenance strategies, and utility setups.
Engineering Tools: High proficiency in AutoCAD or equivalent 3D engineering/modeling software platforms.
Project Software: Advanced skills in project management software (MS Project) and enterprise planning ecosystems.
Matrix Adaptability: Fully accustomed to working within complex, matrix reporting environments with diverse international and local stakeholders.
Professional Competencies (Soft Skills)
Matrix Leadership: Excellent managerial, organizational, and interpersonal skills to lead cross-functional project teams without direct line authority.
