Hiring Range: $79,058 - $122,536/Annual
Work Day/Hours: Tuesday - Friday / 6:00 a.m. - 4:30 p.m. 

Position devoted to maintaining and repairing City property, vehicles, roads and traffic systems, equipment and facilities, providing custodial services, and collecting, transporting and disposing municipal solid and yard waste through the performance of semi-skilled and skilled labor and technical work.   Incumbents providing first- or second-level supervision to paraprofessional maintenance and field employees and oversee an assigned maintenance or operational unit, typically involving multiple functions and crews such as equipment and inventory, parks, radio systems, solid waste, police facilities or urban forestry. Decision-making includes providing input into management objectives, establishing work goals and objectives of a unit to carry out management direction, overseeing procurement processes, developing operational policies and procedures, managing budgets and expenditures, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. 

An incumbent is responsible for developing and implementing work plans; managing and tracking metrics; completing major initiatives; coordinating projects; coordinating resources and staff; and ensuring safety policies and procedures are implemented.

Incumbents supervise paraprofessional and support staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

• Supervises the operations, projects, and programs of multiple functions and crews involved in the construction, maintenance, and/or repair of traffic control and traffic signal system equipment.
• Manages general service contracts for preventative maintenance, daily operations, and emergency repairs of the signal system, closed-circuit television network, and central signal system software, and leads coordination with internal and external stakeholders, including the North Carolina Department of Transportation, Durham Police Department, Durham Emergency Communications, Public Affairs, and Durham County, to ensure effective operation of the signal system network and serving as a subject-matter expert.
• Develops and implements work and project plans; coordinates project and maintenance operations; completes major initiatives.
• Ensures that daily activity logs and reports are correctly completed; monitors inventory; proof work and reviews of the work of others to ensure accuracy and completeness.
• Ensures operating efficiency and compliance with applicable safety and operational regulations, policies, and procedures; inspects staff performance and job sites; conducts surveys; identifies and evaluates maintenance and operational needs; ensures adequate staffing and budget levels; manages and tracks metrics; and coordinates/allocates resources.
• Manages inventories; assists with budget preparation; may coordinate stockroom operations; estimates material and labor costs; reviews and approves expenditures; analyzes and calculates financial and other budget-related data; and develops and makes expenditure recommendations.
• Coordinates with vendors, contractors, residents, City departments, and/or agencies to provide customer service; resolves and troubleshoot complex issues or customer complaints; provides professional and technical assistance, including serving as a subject-matter expert; addresses citizen concerns, claims, and service requests; serves as a liaison to different groups; and establishes and maintain partnerships.
• Serving as a field superintendent to provide work direction and to review the work of in-house/contract employees in the construction of traffic systems, new traffic signal installations, pedestrian crossing upgrades, traffic systems equipment, fiber optic and wireless communication networks, close circuit television cameras, and other related devices
• Performs other duties of a similar nature and level as assigned.

This position is critical to emergency operations and will report to work in spite of or because of an emergency or disaster event

• Bachelor’s Degree in field related to assignment
• Five years of related maintenance management experience.
• Valid North Carolina Class A Commercial Driver’s License with a satisfactory driving record within six months of employment.
• Must complete job related and/or safety training based on assignment, such as (but not limited to) lock out/tag out, confined space entry, ladder safety, respirator and emergency evacuation training.
• Must complete job related and/or safety training based on assignment, such as (but not limited to) International Municipal Signal Association (IMSA) Work Zone Temporary Traffic Control Technician Certification and IMSA Level II Traffic Signal Certification

 

• IMSA Level III Traffic Signal Certification.
• A valid North Carolina Class C Driver’s License with a satisfactory driving record.
• A valid North Carolina Class A/B Commercial Driver’s License with a satisfactory driving record.
• Knowledge of the City of Durham’s standard practices, procedures, software, and hardware platforms including the following but not limited to Oracle, EPEP, Munis, CityWorks, Freeance, Sharepoint, Centracs, Castlerock, Security Desk, general signal system networking knowledge, traffic signal cabinet and fiberoptic equipment hardware.
• Experience identifying opportunities for and/or performing preventive maintenance and troubleshooting on equipment and systems.
• Experience leading safety training exercises and managing certification programs.
• Experience performing inventory of supplies and hardware and/or processing work order sheets for completion.
• Experience procuring materials via the City of Durham Purchasing Policy.
• Supervisory experience related to the assignment, including supervising operations, projects, and programs of multiple functions and crews involved in the construction, maintenance, and/or repair of traffic control and traffic signal system equipment.
