The opportunity
Help build the financial foundation of a new state agency with a mission that reaches every corner of North Carolina. The newly established Council of District Attorneys seeks an experienced, thoughtful, and collaborative Budget Manager to develop and guide its budgeting and financial management operations in support of North Carolina’s elected District Attorneys and the prosecution function of the State of North Carolina.
This position offers a meaningful opportunity to shape the Council’s financial systems, policies, and practices from the beginning. Your expertise will help translate statewide priorities into sound budgets, reliable financial information, and practical support for the people carrying out the work of prosecution.
You will join a collaborative, service-oriented team that values professional expertise, open communication, and shared problem-solving. Working closely with Council leadership, program staff, and state partners, you will help establish an agency that is responsive to District Attorneys and responsible in its stewardship of public resources.
Position overview
The Budget Manager leads the Council’s budget function while performing the hands-on analysis, development, execution, monitoring, and reporting needed to support agency operations. The position develops financial strategies, advises leadership, coordinates with statewide budget partners, and ensures that budgets and fiscal activities conform to applicable policies, procedures, and legal requirements.
Building the Council’s financial operations
- Develop and implement budgeting policies, fiscal goals and standards, internal processes, and standard operating procedures; support implementation and enforcement of fiscal policies and establish clear, consistent practices for the new agency.
- Work with leadership and program staff to establish program budgets, define resource needs, and develop short and long range budget strategies that make the best use of state resources and advance the Council’s mission.
Duties and responsibilities
Budget execution and oversight
- Direct and perform day-to-day budget maintenance, development, and execution, including establishing, monitoring, and realigning program budgets supported by state appropriations, receipts, grants, federal funds, and nongovernmental funding sources.
- Analyze past, current, and anticipated financial obligations at varying levels of activity; research historical expenditure trends; prepare and reconcile expenditure, revenue, and position cost projections; and realign cost estimates as circumstances change.
- Monitor fiscal activities through monthly forecasting and analysis. Identify revenue and expenditure trends, potential shortfalls, and causes of deficits; monitor special fund balances; and prepare and present findings and recommendations to managers and agency leadership.
- Consult with program and policy staff and advise managers and leadership on budget adjustments, resource allocation, and financial implications of operational decisions. Complete related administrative, compliance, and reporting tasks.
- Direct budget activities and authorize budget availability for designated expenditures and projects. Maintain reports and trend data for key budget areas, including equipment, maintenance agreements, and travel.
- Ensure budget conformance with fiscal policies, procedures, and legal requirements and assist in developing, implementing, and enforcing fiscal goals and standards.
Budget development and position management
- Plan, coordinate, direct, and implement the budget analysis and development process with executive management and agency partners, including translating fiscal goals and standards into monetary requirements.
- Prepare budget requests, expansion and continuation budgets, supporting analyses, and written narratives that clearly explain the Council’s needs and proposed use of resources.
- Work closely with the Office of State Budget and Management and agency staff to execute budget and position adjustments, providing thorough analysis and supporting documentation.
- Manage final certification of all budgeted funds and new positions. Maintain accurate position cost, program, and personnel data for internal use and external statewide budget partners.
Legislative coordination and external relationships
- Assist executive management in developing and reviewing legislation with fiscal implications. Monitor legislative and policy developments and analyze proposed, existing, and ratified legislation to determine its fiscal impact on the Council and statewide prosecution operations.
- Serve as the primary contact with the Office of State Budget and Management on fiscal matters, including certified and authorized budget adjustments, establishment of new positions, and agency reporting requirements.
- Serve as a contact with the General Assembly’s Fiscal Research Division for financial information needed during legislative sessions. Represent the Council in legislative or budgetary matters through email, virtual meetings, and in-person meetings as assigned.
- Respond to public and news media inquiries regarding budget and financial matters in coordination with agency leadership and applicable communication procedures.
Reporting and financial systems
- Establish and maintain accurate, timely fiscal records and reports. Oversee fiscal compilations and analyze and update budget narratives and statistical data for annual reports, statistical and operational summaries, and other agency publications.
- Serve as a subject matter expert providing technical support for accounting systems, interfaces, and functions affecting financial systems. Maintain current knowledge of agency and state policies and procedures, applicable Judicial Branch directives, and current accounting standards.
- Perform special projects and confidential assignments as directed by executive management.
Budget function leadership and collaboration
- Manage the budget function and supervise budget personnel assigned to the position, coordinating work, providing guidance, and supporting accurate and timely completion of responsibilities.
- Exercise independent judgment and initiative while maintaining cooperative working relationships with Council leadership, program divisions, and District Attorneys,
- Communicate financial issues clearly and promptly, support collaborative problem-solving, and help colleagues understand budget requirements and the financial implications of their work.
Knowledge, skills, and abilities
- Knowledge of public administration principles and practices, particularly governmental budgeting and accounting; North Carolina’s financial structure, accounting and budgeting systems, and financial policies and procedures.
- Knowledge of the judicial system and its operations, the prosecution function, and North Carolina’s legislative structure.
- Knowledge of statistical methods, data analysis, and computer hardware and software applications used in financial processes.
- Ability to plan, organize, monitor, and implement budget analysis and development with executive management, program managers, and judicial and state agency partners.
- Strong analytical problem-solving skills and sound independent judgment in interpreting financial data and statistics, developing accurate projections, and recommending practical solutions.
- Ability to communicate and work effectively with officials, division heads, colleagues, and other agency representatives in developing and implementing budgets and grants; write clear budget narratives; and explain financial issues concisely.
- Attention to detail that ensures accuracy and clarity, along with the ability to establish consistent processes and standard operating procedures.
- Working knowledge of Microsoft Office, the North Carolina Financial System (NCFS), BEACON, and the Integrated Budget Information System (IBIS).

Minimum Education and Experience

Graduation from a four-year college or university and three years of experience in business administration or a related field, preferably in governmental accounting or budgeting.
Management Preferences
Experience with legislative budget development and budget execution, analytical problem-solving, and independent decision-making is preferred.
