POSITION SUMMARY
CVS Health is seeking an experienced and strategic Senior Manager, Technical Infrastructure to lead the governance, acquisition, optimization, and lifecycle management of software investments that support enterprise infrastructure, technology operations, and engineering organizations. The Senior Manager, Technical Infrastructure will play a critical role in ensuring technology platforms, software assets, vendor partnerships, and licensing strategies align with business objectives, infrastructure roadmaps, operational priorities, and financial goals. As a Senior Manager, Technical Infrastructure, you will serve as a key liaison between Infrastructure Engineering, Technology Operations, Procurement, Finance, Asset Management, Vendor Management, and Contract Management teams to drive effective software portfolio planning, acquisition, utilization, and renewal strategies. The Senior Manager, Technical Infrastructure will oversee a diverse portfolio of infrastructure technologies supporting mainframe, data center, cloud, network, observability, security, and enterprise platform environments.
The Senior Manager, Technical Infrastructure will be responsible for evaluating software investments, developing licensing and negotiation strategies, managing vendor relationships, and ensuring contractual agreements support both immediate operational needs and long-term technology objectives. This role will proactively identify opportunities to optimize software usage, improve cost efficiency, strengthen vendor performance, reduce risk, and maximize the value of enterprise technology investments.Success in this role requires a unique blend of technical knowledge, business acumen, financial management, vendor management, and stakeholder influence. The Senior Manager, Technical Infrastructure will partner closely with engineering leaders and business stakeholders to align software acquisition and portfolio decisions with infrastructure modernization initiatives, operational excellence goals, and strategic technology roadmaps. PRIMARY RESPONSIBILITIES
- Lead software portfolio planning, acquisition, licensing, renewal, and lifecycle management activities supporting enterprise infrastructure technologies, ensuring alignment with business objectives and technology roadmaps.
- Partner with Engineering, Procurement, Finance, Asset Management, Legal, and Vendor Management teams to evaluate software solutions, negotiate contracts, and optimize technology investments.
- Develop and execute vendor negotiation strategies, licensing models, and contract governance processes that maximize value, mitigate risk, and improve cost efficiency.
- Drive software utilization, compliance, and performance management by monitoring licensing, vendor deliverables, service levels, and contractual obligations.
- Identify opportunities for portfolio rationalization, operational improvements, cost savings, and infrastructure modernization while serving as a trusted advisor to technology leadership.
REQUIRED QUALIFICATIONS
- 7+ years of experience in Infrastructure Engineering, Application Development, Platform Engineering, Data Engineering, Software Asset Management, or related enterprise technology disciplines.
- 5+ years of experience supporting Mainframe, Data Center, Infrastructure Platforms, Cloud, Network, or large-scale enterprise technology environments.
- 5+ years of experience managing software portfolios, software licensing, technology procurement, vendor relationships, contract negotiations, or technology asset management.
- 3+ years of experience working with third-party technology vendors, software publishers, and vendor support organizations.
- 3+ years of experience solving complex business and technical challenges, driving cross-functional initiatives, and influencing stakeholders to achieve strategic outcomes.
PREFERRED QUALIFICATIONS
- Experience managing enterprise software contracts, licensing compliance, vendor governance, and technology investment planning within large-scale organizations.
- Strong understanding of infrastructure technologies including Mainframe, Cloud, Data Center, Network, Security, Observability, and Platform Engineering environments.
- Demonstrated success negotiating enterprise software agreements, optimizing software spend, and delivering measurable cost savings.
- Experience supporting infrastructure modernization, cloud transformation, technology operations, or strategic portfolio management initiatives.
- Professional certifications such as ITIL Foundation, Certified Software Asset Manager (CSAM), Certified IT Asset Manager (CITAM), AWS, Microsoft Azure, or comparable technology certifications.
EDUCATION
Bachelor’s degree from an accredited university or equivalent work experience (High School Diploma/GED plus 4 years of relevant experience).

Pay Range
The typical pay range for this role is:
$82,940.00 - $182,549.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
