TERM LIMITED POSITION: This position is term limited with an anticipated end date of December 31, 2027. This position is eligible for State employee benefits and may be extended as the situation warrants. This video explains the many benefits of working at the State of Colorado on a term limited basis.
IMPORTANT NOTE: Please review your application to ensure completion. Please do not include any attachments (such as resume or cover letter) with your application as these items are not used by OIT’s hiring team.
The Colorado Governor's Office of Information Technology is in the middle of a transformation worth joining. We're building cross-functional teams that design, deliver, and continuously improve services that work for Coloradans. We're looking for people who want to do the best work of their careers in service of the public.
The Resident Services Redesign team is a high-priority initiative within the Governor’s Office of Information Technology, dedicated to reimagining how Colorado delivers services to its residents, starting with public benefits and safety net systems. The team is building shared digital infrastructure that state agencies and Coloradans will depend on. Delivering that kind of complex, cross-agency work requires more than good technology. It requires a team that is well-organized, clear on priorities, and able to move quickly without losing track of what matters.
OIT is seeking an experienced Senior Delivery Engineer (Technical Lead) who will be a key member of the Resident Services Redesign team. This role will build and integrate the technology that powers a more unified, modern resident experience–moving Colorado from a patchwork of separate systems toward a more modular and coherent set of digital services that residents can navigate seamlessly.
Specific products on the Resident Services Redesign team’s year one roadmap include tools for income verification, a single statewide identity and access management solution, and a secure, portable data “backpack” that would allow residents to consent to save and reuse information across multiple benefits programs and applications. The goal is durable, shared infrastructure: services many agencies and programs can build on, rather than one-off solutions.
We’re looking for a strategic and collaborative technical advisor to assist in creating and deploying solutions that exceed our customers’ expectations! As a Technical Lead, you will serve as an internal strategist responsible for facilitating strategic technical approaches to support a shared service infrastructure for Coloradans. This will include assessing incoming customer requests, designing high-level solution options, and aligning proposed work with the customer’s existing architecture. You will create high-level technical recommendations and cost estimates in collaboration with internal functional leads and support the delivery of solutions from concept through handoff.
Some of the opportunities include:
Assessing incoming agency project requests to determine complexity, interdependencies, and alignment to strategic goals.
Developing high-level solution designs that present multiple options as needed, considering the agency’s existing infrastructure and OIT's enterprise architecture standards.
Working collaboratively with internal functional tech leads to gathering input on feasibility, level of effort, and estimated cost; as well as with vendors who are supporting technology design and development.
Ensuring that proposed solutions are both technically viable and strategically aligned with enterprise architecture principles and the agency’s technology landscape and future roadmap.
Serving as a trusted technical advisor to 1–3 assigned agencies within a portfolio. Maintain an understanding of their systems, priorities, and strategic direction.
In this strategic role, the Senior Technical Lead will support a novel approach to resident managed data through strategic partnership with subject matter experts, product leaders, business executives and data architects. This role will own the technical architecture, integration strategy and the monitoring and observability of this infrastructure.
In this dynamic environment, you must be adaptable and comfortable with changing approaches as we learn what works best for Colorado. This project will build new systems alongside existing applications and work with stakeholders statewide. We will iterate and learn, navigating change as we gain new knowledge. The Senior Technical Lead must be comfortable with ambiguity and willing to shift approaches periodically while staying focused on improving customer outcomes.
Essential Functions:
Assist with the architecture, policies, and standards for integrations and interfaces to ensure data integrity, accuracy, and performance.
Develop a forward-looking technical roadmap that incorporates modularization, cloud adoption, open source, and API strategies.
Design and execute, or provide direction to a vendor to execute, proof of concepts (POCs) or solutions, including solutions that bridge current legacy systems with future-state architecture.
Provide demonstrations and validation exercises of POCs and potential solutions to inform leadership on the feasibility, risks, and costs of different approaches.
System Alignment: Customer Identity & Access Management and related identity systems, agency systems, scalable integration strategies.
Engineering Alignment across parallel efforts, including consent management, data infrastructure, and income verification.
Oversee ongoing operations and management requirements across technology systems.
Assess vendor proposals, commercial off-the-shelf options, and custom development tradeoffs in a government context.
Evaluate code and system design through code reviews, demos, and technical documentation that has been written by others.
Identify and flag technical debt, architecture drift, and security gaps early in the development lifecycle, and communicate them to non-technical stakeholders.
Explain technical decisions and tradeoffs to agency program staff, Agency CIO, procurement staff, and other non-technical staff.
Serve as a trusted technical advisor to agency leadership without overcomplicating or mystifying technology decisions.
Hold vendor teams to quality standards even when under delivery pressure.
Proactively identify decisions with enterprise implications and escalate to OIT pod leadership when necessary.
Evaluate a wide range of technology options with limited perfect information and arrive at a well-reasoned recommendation.
Adapt quickly to agency-specific technology landscapes, legacy systems, and constraints.
Success in this role requires someone who can navigate complex stakeholder environments independently, translate between technical and non-technical audiences, and build sustainable processes that outlast any single project.
This position offers a unique opportunity to fundamentally improve how Colorado delivers digital services while ensuring they are truly accessible and beneficial to all residents. This work will directly impact how millions of Coloradans interact with their government services while supporting Colorado's mission of expanding opportunity and benefits access.
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

Experience drafting technical requirements for Statements of Objectives (SOOs) and leading the technical evaluation of multi-million dollar vendor proposals within a government or highly regulated environment.
Experience modernizing large-scale legacy systems and adapting modern architecture standards (microservices, APIs) to meet the constraints of established agency-specific technology landscapes.
Familiarity with CI/CD pipeline design and Infrastructure as Code approaches sufficient to evaluate vendor implementations, identify quality and security gaps, and provide meaningful technical feedback — without necessarily building these systems directly.
Knowledge of modern software architecture patterns, including cloud-native design, APIs, microservices, data architecture, and integration approaches.
Knowledge of or ability to rapidly learn OIT Enterprise Architecture standards, approved technology patterns, cloud strategy, and security baselines
Knowledge of security and compliance fundamentals sufficient to identify risk and engage CISO/security resources appropriately.

Deep understanding of diverse encryption and data security approaches to effectively balance data privacy with usability.
