Description
Performs technical and professional administrative work in support of land use, zoning, permitting, research and planning initiatives.
Distinguishing Features of the Class
An employee in this class performs a variety of technical and administrative planning work in support of the coordinated guidance and regulation of growth and development of the City. Work involves reviewing development proposals for compliance with land use, zoning ordinances and floodplain requirements; reviewing zoning permit applications and zoning permit issuance; preparing maps and materials for meetings requiring knowledge of GIS; assisting with policy analysis and community outreach; preparing reports and presentations; participating in special projects; and preparing and maintaining a variety of departmental files and records. Work requires the ability to communicate technical regulations effectively and interpret and apply ordinances and rules fairly and consistently requiring considerable tact and firmness. General knowledge of the planning and zoning regulations, GIS technology, judgment and initiative are required in the performance of duties. Work is performed under regular supervision of the Planning Director and is evaluated through conferences, review of work results, and overall public acceptance.
Assists the public, developers, contractors, and others with information, processes, technical guidance and other customer service needs in the development review process.
Assists in reviewing development proposals, site plans, and parcel maps for compliance with appropriate land use ordinances and regulations.
Provides assistance to the general public, property owners, builders, developers, realtors, and contractors; explains and advises public on regulations of planning and zoning.
Reviews applications for zoning permits for compliance with land use and zoning ordinances; issues zoning permits for the City; prepares zoning verification letters.
Assists in the preparation of charts, maps, graphs and other illustrative materials and information for various committee and public meetings; researches and prepares documents, maps, and presentation materials; copies information for meetings; attends meetings.
Assists in creating sustainability and implementation plans for special districts and City-led initiatives, such as the Social District and public art/mural projects.
Maintains and updates the department webpage; coordinates social media content in collaboration with the Public Information Officer.
Researches and compiles data for departmental reports and projects.
Provides research and input into the development of ordinances, policies, and procedures for the City and the department.
Coordinates citizen academy program;
Performs related duties as required.
Knowledge, Skills, and Abilities
Working knowledge and understanding of the principles, practices and applicable laws of public sector land use development and public sector planning.
Working knowledge of the governmental laws, programs, and services pertinent to land use development and planning processes including zoning and floodplain requirements.
Working knowledge of the application of information technology to the work including the use of various software, hardware, and peripherals including GIS, spreadsheets and databases.
Skill in the collection, analysis, and presentation of technical data and planning recommendations.
Ability to proof documents for thoroughness and accuracy and complete required records and reports.
Skill in collaborative conflict resolution, customer service excellence and teamwork.
Ability to read and interpret blueprints, site plans and architectural designs and to ensure compliance with appropriate codes and ordinances.
Ability to research and interpret local ordinances, rules, and regulations.
Ability to communicate effectively in oral and written forms with tact and firmness.
Ability to establish and maintain effective working relationships with City officials, developers, supervisors, employees, and the general public.
Desirable Education and Experience
Graduation from an accredited college or university with a bachelor’s degree in urban planning, geography, public administration or related field and some experience working in local government planning, development plan review, or construction permitting processes; or any equivalent combination of education and experience.
Special Requirements
Possession of a valid North Carolina driver's license.
Possession of CZO certification within time frame established by the City.
AICP certification or ability to obtain is desired.
Must be able to physically perform the basic life operational functions of stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, talking, hearing, and repetitive motions. Must be able to perform sedentary to light work exerting up to 20 pounds of force occasionally; and/or up to 10 pounds of force frequently; and/or a negligible amount of force constantly to move objects. Must possess the visual acuity to prepare and analyze data and figures, examine and work with maps and charts, to operate a computer, perform field inspections, and to read extensively.
