Help shape the future of the City's real property portfolio. The Department of Housing and Land Management, Housing Property/Asset Management Division, is seeking two Real Property Management Specialists III to oversee a diverse portfolio that includes affordable rental housing, ground leases, real estate agreements, tenant relocation programs, and other City real property interests. You'll help administer contracts, monitor compliance, and support responsible stewardship of public assets.

What You'll Do:
  • Manage and monitor assigned real property assets and related contractual agreements to ensure compliance with contractual requirements, laws, regulations, reporting standards and City policies.
  • Analyze financial, operational, audit and compliance information to identify issues, mitigate risks and recommend process improvements. 
  • Coordinate with Property Management Agents to oversee property maintenance, capital improvement projects, condition surveys, tenant relations, and day-to-day operations.
  • Coordinate with tenants, contractors, lessees, government agencies, and other stakeholders to resolve property management issues.
  • Prepare reports, provide recommendations, and other documentation to support asset management and decisions. 

POSITION SPECIFIC INFORMATION

There is one (1) vacancy with Section 1 (Focuses on Affordable Housing Portfolio)
  • Oversee third-party property management contractors to ensure effective operations and contract compliance. 

  • Coordinate property maintenance, capital improvement projects, and site inspections

  • Administer tenant relocation activities, including preparing relocation plans, coordinating moves, and ensuring compliance with applicable relocation requirements.

  • Respond to tenant concerns, coordinate resolution of housing-related issues, and work with service providers, contractors, and other stakeholders.

  • Monitor compliance with affordable housing program requirements and assist with reporting to funding agencies. 


There is one (1) vacancy with Section 2 (Focuses on Ground Leases and Land Management)
  • Administer ground leases and other real estate agreements, including monitoring lease requirements, rent adjustments, and critical contract deadlines. 
  • Maintain and improve the City's real property inventory by reviewing deeds, easements, leases, and other property records for accuracy and completeness. 
  • Support long-range land management planning, asset governance, and portfolio strategy for City-owned real property. 
  • Coordinate and process documentation for newly acquired or transferred real property interests.
Special Work Requirements
  • Periodic onsite inspections of properties may require use of personal protective equipment, such as hard hats, safety glasses, and safety vests.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a Bachelor's degree in Political Science, Public or Business Administration, Economics or a related field.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree. 

For example:
    1. Four years of professional work experience, in any occupation, may substitute for a general bachelor's degree.

    2. Four years of general work experience (does not need to be professional level experience) in real property management may substitute for a general bachelor's degree.


Education must have been completed by the time of application in order to be credited. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. EXPERIENCE REQUIREMENT:

Three (3) years of general administrative and analytical work experience, one (1) of which shall have involved property management, the acquisition and/or disposition of real property or other technical phases of real estate transactions, or related experience.


Applicable Skills Needed:  
  • Interpreting and applying real estate laws, regulations, contracts, and legal documents.
  • Analyzing financial, operational, and property-related information to identify issues and recommend solutions. 
  • Managing contracts, leases, compliance requirements, and property records with accuracy and attention to detail. 
  • Conducting research and gathering information to support property management decisions and asset planning.
  • Preparing clear, organized reports, correspondence, and other written materials. 
  • Building productive working relationships and communicating effectively with tenants, lessees, contractors, government agencies, and the public. 
LICENSE REQUIREMENT:

Valid appropriate driver's license (automobile/Type 3), as required.
