Description

Under the general supervision of a Department Manager, this position performs a variety of maintenance, ground keeping and construction tasks in the City.
AT-A-GLANCE POSITION INFORMATION:
  • Type of position: Two (2) Full-time positions and one (1) Part-time (unbenefited) position are available

  • Salary:  $33.11 - $42.26 per hour

DEFINITION:

Under the supervision of the Community Services Supervisor, performs inspections and investigations related to municipal code enforcement, zoning regulations, public nuisances, and property maintenance violations; responds to citizen complaints and inquiries regarding potential code violations; maintains records and documentation; coordinates with internal departments and outside agencies regarding enforcement-related matters, including homeless-related concerns encountered during enforcement activities; and performs related duties as assigned

1. Commits to honoring the City of Artesia’s Mission, Vision, Core Values, and Commitments. E
2. Conduct field inspections related to zoning, public nuisances, property maintenance, abandoned materials, signage, California Vehicle Code, and municipal code compliance. E
3. Patrol assigned areas by foot or vehicle to enforce City and California parking regulations. E
4. Respond to homeless-related service requests, including conducting site inspections, documenting conditions, and coordinating with outreach teams and law enforcement to connect individuals with available resources while maintaining public health and safety. E
5. Respond to citizen inquiries and complaints regarding potential code violations, parking violations, and investigate reported violations. E
6. Identify, investigate, and address code and parking violations through field observations, complaint response, and enforcement activities. E
7. Conduct follow-up inspections and enforcement activities to ensure compliance with California Vehicle code, municipal codes, ordinances, and regulations. E
8. Administer, implement, and monitor compliance activities and assigned enforcement cases through resolution. E
9. Independently manage and prioritize assigned caseloads, ensuring timely case progression, accurate documentation, and appropriate resolution. E
10. Analyze complaints, inspection findings, photographs, records, and applicable California vehicle code and municipal codes to determine appropriate enforcement actions, case progression, and resolution strategies. E
11. Maintain accurate and detailed records, including notes, photographs, correspondence, notices, citations, and up to date case documentation. E
12. Prepare reports, notices, citations, and supporting documentation for administrative hearings, legal proceedings, and prosecution matters as required. E
13. Coordinate with internal departments, outside agencies, service providers, and community organizations regarding code compliance matters and homeless-related concerns encountered during enforcement activities. E
14. Communicate effectively and professionally with residents, business owners, contractors, outside agencies, and the general public in both routine and difficult situations. E
15. Utilize sound judgment and maintain professionalism while working independently in field and office environments. E
16. May be required to work city events, variable hours, evenings, weekends, and holidays as operational needs require. E
17. Perform related duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of:
•Municipal code compliance principles and practices
•California Vehicle Code and other parking regulations
•Zoning regulations and enforcement procedures

MINIMUM QUALIFICATIONS
Education:
•High School Diploma or equivalent education. College coursework in criminal justice, public administration, code enforcement, building inspection, planning, construction technology, or a related field is desirable.

Experience: 
•One (1) year of experience in code enforcement, compliance, customer service, investigations, or a related field involving independent responsibility is preferred.

Any combination of training, education, and experience which would indicate possession of the knowledge, skills, and abilities listed herein may be considered.

REQUIRED LICENSES AND/OR CERTIFICATES
•Possession of a valid Class “C” California Driver’s License is required. An incumbent is required to possess a valid Driver’s License and maintain an acceptable driving record.
•Ability to obtain First Aid and CPR certification.
•CACEO certification or related certification is preferred and required within the first year of employment.

PHYSICAL DEMANDS

Work is performed in both office and field environments. Employees may be required to walk, stand, sit, bend, stoop, kneel, climb, crouch, reach, carry, and lift objects in the performance of assigned duties. Employees may be exposed to outdoor weather conditions, uneven surfaces, traffic conditions, moving vehicles, and other field-related hazards. Employees must be able to operate a motor vehicle and travel between work sites throughout the City.


PRE-EMPLOYMENT:
All employment offers are contingent upon successful completion of both a pre-employment physical exam, including a drug/alcohol test, and a criminal background investigation, which involves fingerprinting (A felony or misdemeanor conviction may disqualify the applicant from City employment).
 
PROBATIONARY PERIOD:
The position has a 365-day probationary period, as outlined in the employee handbook.

The examination process for this recruitment may be comprised of one or any combination of the following: screening of the applicant's training, background, and experience; scored evaluation of responses on a supplemental application; written examination(s); qualifications appraisal oral examination; performance examination; or technical oral examination, scored on a job-related basis. Only the most highly qualified candidates will be invited to continue in the examination process.  Successful candidates who pass all parts of the examination process will be placed on the eligibility list in order of their relative merit as determined by these competitive examinations. The eligibility list for this classification will remain in effect for six months.
